5、电子签名和电子印章：允许签证机构使用电子签名和电子印章签发原产地证书，固化自助打印、智能审核等智慧海关建设成果，推动原产地证书签发工作的数字化和便利化。
6、加强协同配合：进一步明晰了海关总署、各地海关、中国贸促会及其地方贸促机构之间的职责分工，加强了各机构之间的协同配合，提升了原产地证书签证工作的整体效能。
7、完善核查机制：规定了签证机构在预先核实原产地、签证审核以及实施后续监管时的核查方式和要求，确保原产地证书的真实性和准确性。
8、强化监督与检查：明确了海关总署对原产地证书签证工作的监督和检查职责，以及签证机构和相关机构的统计数据报送和违法线索移交机制，增强了原产地证书签证工作的透明度和规范性。
这些变化旨在优化营商环境，提升原产地证书签证工作的效率和便利性，同时加强监管和核查力度，确保原产地证书的真实性和准确性。
The 270th Order of the General Administration of Customs has made the following major changes to the origin policy:
1、Integration and Optimization of Management Processes: The Order integrates and optimizes the management processes for the issuance of various types of certificates of origin, including non-preferential, Generalized System of Preferences (GSP), and regional preferential ones, making them more unified and standardized. It also reserves institutional interfaces for the issuance and management of certificates of origin under future preferential trade agreements.
2、Elimination of Enterprise Registration: In line with the requirements of streamlining administration and delegating power, the registration of export goods origin enterprises has been eliminated, simplifying the application process for enterprises.
3、Expansion of Applicant Scope: According to the provisions of preferential trade agreements such as the Regional Comprehensive Economic Partnership (RCEP), producers are included in the scope of applicants for certificates of origin, enabling more relevant parties to participate in the application process.
4、Encouragement of Pre-verification: Pre-verification of export goods origin is encouraged to improve the efficiency of visa issuance and facilitate enterprises in enjoying preferential benefits.
5、Electronic Signatures and Seals: Visa-issuing authorities are allowed to use electronic signatures and seals to issue certificates of origin, solidifying the achievements of smart customs construction such as self-printing and intelligent review, and promoting the digitization and facilitation of certificate of origin issuance.
6、Strengthening Coordination and Cooperation: The Order further clarifies the responsibilities and divisions of labor among the General Administration of Customs, local customs, the China Council for the Promotion of International Trade (CCPIT), and its local trade promotion agencies, strengthening coordination and cooperation among these agencies and enhancing the overall efficiency of certificate of origin issuance.
7、Improvement of Verification Mechanisms: The Order stipulates the verification methods and requirements for visa-issuing authorities in conducting pre-verification of origin, visa review, and subsequent supervision, ensuring the authenticity and accuracy of certificates of origin.
8、Strengthening Supervision and Inspection: The responsibilities of the General Administration of Customs for supervising and inspecting the issuance of certificates of origin are clarified, as well as the mechanisms for statistical data submission and illegal clue transfer by visa-issuing authorities and relevant agencies, enhancing the transparency and standardization of certificate of origin issuance.
