什么是冲关箱

由于上海洋山港采用的是“先报关、后进港”的模式,很多公司为了避免在港外落箱,以节省时间、成本,往往会选择以冲关的形式,在报关未完成的情况下,先把货物运进港口,而这是一种违规的行为。

与此同时,今年6月13日起,上海港拼箱货物查验也有新要求,所有拼箱必须在箱门内贴上以下版本的装箱示意图!如未贴,则全部清箱,并延后查验!望大家务必重视,以免影响船期!

“海关查验”都查什么?这些细节一定要注意

海关查柜是会产生一些额外费用的,但这些费用不是海关收取的,而是码头收取的吊柜费,拆柜费等费用,因为是海关查验才有此费用,所以码头一般把这些费用称之为海关查验费,码头会开具正规发票的。

所以这些查柜费是由SHIPPER来支付的。一般海关查货前会有查验通知,查验完毕后会有查验报告的。

查验是海关监管的一个重要手段,报关只是一个程序而已,海关会根据自己的经验,当时的政策对一些敏感的品名进行抽查,当然有时候也会是没有任何原因的抽查。查验的时候会打开箱子看,跟报关的资料是否一致,品名,数量,申报货值等等信息,是否有骗税,逃商检,HS编码归类不正确。

海关查验是不收钱的,但是因为查验是在港区进行的,港区要负责拆箱,装卸,封子等等,所以要付给港区钱,这也是国家的规定。

海关查货一般有几个方向要查,所以常见查验出错的问题一般有:

A.核对品名  这里比较容易出错的就是产品学名和俗名容易弄错,然后就是英文单词多个意思翻译过来的中文品名和实际品名有时候对不上。

B.核对规格  容易出错的就是有些工厂客户把纸箱包装规格打上来了,还有就是规格有很多种的分别需要一个最大的一个最小的,然后有一些不规则的产品长度的规格有两个,一个上面的长度,一个下面的长度。

C.核对数量  是总数量,容易出错的都是少报多出,特别是退税的,这里经常出错的原因就是报关资料是提前做的,做柜装货的时候数据有变动忘记更新过来了。

D.核对重量  重量比较容易出错的地方有两个。

第一就是大宗货物毛重和净重与实际重量上下幅度超多3%-5%。

第二就是以重量计价的产品只晓得毛重但是净重是计算出来的,很多客户有了毛重通过毛重减去净重除以件数不超过1或2公斤这个公式来倒推净重,导致与实际净重不符合,我曾今经历过一个搞笑的客户用这种方法计算错误的净重,最后查验的时候海关不用开箱称重就判定有问题,原因竟然是客户定制的纸箱上面每一个都有箱唛,箱唛上面都有单间毛重和净重,和报关单的重量完全对不上,这也太马虎了,估计纸箱是提前做的。

E.核对件数  比较容易出错的地方就是尾箱和样品和赠送的东西没有计算进去,曾经有客户出了一个柜子自己生产的货物,装柜的时候又在柜门口装了帮国外客户装了在中国买的4,5箱其他厂产品,总件数没有求和

F.核对唛头  有些产品有唛头,有些没有,有些唛头会体现一些产品,logo信息,如果有一定要体现在报关单上。

G.核对是否侵权  这个大家都懂的,名牌,仿牌,厂牌,吊牌,R标识,Logo注意区分开来。

H.核对产终地  就是货源地,有些工厂会在包装是透露一些产品的货源地的信息或广告信息,特别是三方贸易的时候容易出现错误的产地信息或目的地信息,特别是去俄罗斯的三方贸易,新加坡的公司从中国买货卖给供应商不清楚的俄罗斯的买家,产地信息随机千万不要弄错,否则清不了关。

I.核对归类  核对海关编码是否准确,比较容易出错的就是多功能的产品归类要准确,例如带有通话功能的平板电脑应该归类手机而不是平板电脑。

G.核对新旧  旧的很多东西都不能出口的,容易出错的就是平板柜开顶柜的机器露天淋雨容易让人误判是旧的,还有就是搬家移民柜子很多东西都是旧的。

K.核对价格  海关进出口的每一款货物对应的编码在海关系统内都有一个价格区间,这个区间一般有两个,一个是当地出口口岸的价格区间,一个是全国范围内的限价区间,特别是进口的时候对价格的审核特别严格,出口的时候相对还好点。需要这方面价格区间的人可以到网上搜索一下。

L.取样送检  这种比较少见,一般都是通过肉眼无法判断的需要化验的化工品啊等产品。

M.检查车体  中港运输的时候检查托运集装箱的货柜车。

N.检查箱体  检查集装箱,基本上没有仔细检查,也查不出什么问题,一般就是特种柜的时候仔细检查下。

O.是否夹藏  就是是否夹带一些工厂没有生产的或漏报的东西,这个比较多,什么腊肉香肠啊,名牌电视啊,书籍啊,电动自行车啊数不胜数。

The reason for frequent mistakes here is that the customs declaration materials are made in advance, and the data has been changed and forgotten to be updated when loading the containers.

D. Check weight   There are two places where the weight is easy to make mistakes.

The first is that the gross weight and net weight of bulk goods exceed the actual weight by 3% - 5%.

The second is that products priced by weight only know the gross weight, but the net weight is calculated. Many customers have the formula of gross weight minus the net weight divided by the number of pieces no more than 1 or 2kg to reverse the net weight, resulting in inconsistency with the actual net weight. I once experienced a funny customer who used this method to calculate the wrong net weight, and the customs didn't need to open the case for final inspection There is a problem in the determination of weight. The reason is that each of the custom-made cartons has a box mark, and each of the cartons has a single gross weight and net weight, which is totally out of line with the weight of the customs declaration. This is too careless. It is estimated that the cartons were made in advance.

E.Check number    It's easy to make mistakes because the tailboxes, samples and gifts have not been calculated. Once a customer came out of a cabinet to produce their own goods. When loading the cabinet, they installed 4 or 5 boxes of products from other factories bought in China for foreign customers at the door of the cabinet. The total number of pieces has not been summed up.

F. Check the shipping marks.     Some products have marks, some do not, some marks will reflect some products, logo information, if any, must be reflected in the customs declaration.

G. Check for infringement     We all know that famous brand, imitated brand, brand, hangtag, R logo and logo should be distinguished.

H. Check the place of birth    It's the source of goods. Some factories will disclose the source of goods or advertising information of some products in packaging, especially the wrong origin or destination information in the three-way trade, especially in the three-way trade to Russia. Singapore companies buy goods from China and sell them to Russian buyers whose suppliers are not clear. Do not make mistakes in the origin information randomly. No It can't be cleared.

I.Check and classify    To check whether the customs code is accurate, it is easy to make mistakes in multi-functional product classification. For example, tablet computers with call function should be classified as mobile phones rather than tablets.

G.Check the old and new     A lot of old things can't be exported. What's easy to make a mistake is that the machines with flat cabinets and open top cabinets are easy to be mistakenly judged as old when exposed to the rain. In addition, many things in the moving immigration cabinets are old.

K. Checking price    The corresponding code of each type of goods imported and exported by the Customs has a price range in the customs system. Generally, there are two price ranges, one is the price range of the local export port, and the other is the nationwide price limit range.
