2023年7月7日，SWITCH新加坡科技创新周携手AIII人工智能国际研究院连续第三届主办“ WAIC中新AI论坛 ”，本届论坛以“ 迈向以人为本的可治理人工智能 ”为主题，以倡导AI4Good(AI向善)为愿景，通过主旨演讲、圆桌讨论等形式进行交流和对话。

本届论坛采用“ 1+1+N ”双论坛创新模式，于7月7日上午举办“ WAIC中新AI论坛 ”，促进中国与新加坡双边AI生态的交流与合作。于7月7日下午举办9个国家参与的“ WAIC 国际AI论坛 ”，联手UNIDO ITPO Shanghai联合国工业发展组织投资与技术促进办公室（中国上海），促进多边国际化交流与合作。

On July 7, 2023, Singapore Week of Innovation and Technology (SWITCH) and Artificial Intelligence International Institute (AIII) jointly organized and successfully held the third consecutive “ WAIC China-Singapore AI Forum ” with the theme of " Towards Governable AI for Humanity ".

The vision is to advocate AI4Good via keynote speeches sharing and round table panel session dialogue and exchange of opinions. 

This forum is first part of the " 1+1+N " Twin-Forum format with " WAIC China-Singapore AI Forum " as the first forum in the morning of July 7, 2023 to enable bilateral dialogue and collaboration between China and Singapore followed by the second forum of " WAIC International AI Forum " in the afternoon to facilitate multilateral dialogue and collaboration with international communities and 9 different nations in collaboration with United Nations Industrial Development Organisation (UNIDO ITPO Shanghai).

这是SWITCH新加坡科技创新周与AIII人工智能国际研究院联合举办的第9次系列活动。AIII倡导可持续人工智能造福人类的举措达到了高潮，AI4Good和人工智能治理与伦理在WAIC和SWITCH上实现了双边生态系统合作。

圆桌对话主持人翁家良博士以下面的图片开始了小组会议，强调了人类困境的讽刺之处，因为人工智能可以做所有的力量和奇妙的事情，人类热爱人工智能，但没有人愿意处理人工智能的道德准则，更不用说为人工智能算法做出的决策负责。

Dr. James Ong, moderator of the panel session, started the session with a pictorial below highlighting the irony of humanity dilemma of loving AI for all the power and wonderful things AI can do and yet, nobody is willing to deal with the ethical guidelines of AI, let alone of being responsible for the decisions made by AI algorithms.

在圆桌对话的开始，每位嘉宾都分享他们对大模型的发展方向以及如何和应该如何治理的看法。此外，还向每位嘉宾提出了一个难题，即基于大模型的人工智能是否可治理，其中两位嘉宾表示它是可以治理的，以及为什么这么认为。两位嘉宾不这么认为，剩下两位嘉宾则表示中立。

当被问到人工智能对人类的生存威胁时，嘉宾们持有不同的观点。

不过圆桌嘉宾有一个共识，认同人工智能的行为方式将取决于我们赋予它什么人类价值观，人类需要采取不同的方法，通过采取“培育”方法来实现人工智能的可持续发展，使人工智能与人类价值观保持对齐。

最后，所有嘉宾都表示非常高兴参加本次论坛，并一致认为这种双边对话和思想观点的交流碰撞非常有意义和富有成果，为中新人工智能生态系统的人工智能专家和利益相关者创造了合作机会，共同解决人工智能治理和可治理人工智能、人工智能对齐等全球性问题。

During the panel session, each panel speakers gets to share their perspective where LLM is heading and how it can be and should be governed. Furthermore, difficult question was raised to the panel on whether LLM-based AI is governable at all where two of the speakers expressed that it is governable and why they think. Two of them do not think so and the remaining two are indifferent. 

When posed with the question on the existential threats of humanity by AI in general, there is no consensus also with a 50-50 split.

An agreed consensus was that how AI will behave will depend on what human values we iimpart in it and that, humanity needs a different approach to align AI with human values by taking a “nurturing” approach for a sustainable development of AI.

In the end, all the panel speakers are very glad to participate in the forum and agree that such bilateral dialogue and exchange of ideas and viewpoints are very meaningful and fruitful to cultivate opportunities for collaboration by AI experts and stakeholders from the China and Singapore AI ecosystems to tackle such global issues such as AI governance and Governable AI, AI Alignment and beyond.
