The 2026 National Talent Program is now open, featuring two tracks: the Innovation Talent Project and the Young Talent Project.It targets strategic emerging sectors—next-gen IT, AI, chips,high-end equipment, advanced materials, biotech, chemicals,pharmaceuticals,machinery,new-energy vehicles, energy-saving & environmental protection, and bio-breeding.
1.已取得博士学位,年龄不超过40周岁。
2.取得博士学位后连续在海外知名高校、科研机构、企业研发机构有正式职位,连续工作36个月以上(海外博士学位可放宽至24个月),在海外取得博士学位且业绩突出的,放宽工作年限要求。
3.专业领域为自然科学、工程技术、部分人文社会科学和文化艺术领域高层次人才(含非华裔、外籍人才)。
4.申报对象申报时尚未回国(来华),或在2025年1月1日以后回国(来华)工作。
5.申报期间不用全职回国(来华),申报成功后办理到岗手续。
1.Hold a doctoral degree and be no more than 40 years of age.
2.Have held a formal position (postdoctoral or above) at a renowned overseas university, research institution, or R&D department of a leading enterprise for at least 36 consecutive months after obtaining the doctoral degree.
- Candidates with an overseas doctoral degree may be exempted to 24 months.- Exceptionally outstanding candidates who obtained their doctoral degree overseas may be exempted from the work-duration requirement.
创新人才 Innovation Talents
1.已取得博士学位,75周岁以下。
2.在国外著名高校、科研机构担任相当于副教授及以上职务、具有较强科技创新能力的专家学者,或在国际知名企业担任高级职务的专业技术人才和经营管理人才(含非华裔、外籍人才)。
3.申报对象申报时尚未回国(来华),或在2025年1月1日以后回国(来华)工作。
4.申报期间不用全职回国(来华),申报成功后办理到岗手续。对于业绩特别突出或者从事人工智能、集成电路、生物育种等“卡脖子”关键核心技术领域研究的急需紧缺人才,可适当放宽年龄、学历、专业职务、工作年限等申报条件。
1. Hold a doctoral degree and be under 75 years of age.
2. Be an expert scholar with strong scientific and technological innovation capabilities, holding an associate-professor-level (or higher) position at a renowned foreign university or research institution; or be a professional technologist or business-management talent holding a senior post in an internationally well-known enterprise (including non-Chinese and foreign nationals).
3. The applicant must not yet have returned to China at the time of application, or must have returned to work in China on or after 1 January 2025.
4. Full-time presence in China is not required during the application period; successful candidates will complete the on-boarding procedures afterward. For applicants with especially outstanding achievements or engaged in “bottleneck” core technologies such as artificial intelligence, integrated circuits, or biological breeding, the age, academic degree, professional title, or years of work experience may be relaxed appropriately.

匹配对接 Matching & Onboarding Coordination
对专家人才对接区域意向进行了解,并报送对应组织人事部门对申报人进行资格审查,一对一对接整理申报材料,申报过程所有对接服务不收取任何费用,并全程按照国家相关要求进行保密。
We confirm each candidate’s preferred region and forward the dossier to the corresponding Organization & Human Resources Department for eligibility checks. A one-on-one consultant will help prepare all application materials. The entire matching and onboarding service is provided free of charge and is kept strictly confidential in accordance with national requirements.
资格复审 Qualification Review
专项办会同政府牵头单位组织资格复审,对申报人学习经历、工作履历、学术成果、知识产权、工作业绩等信息进行查证,形成进入集中评审人员名单。
The Special Office, together with the leading government unit, will organize a qualification review to verify the applicant’s educational background, employment history, academic achievements, intellectual property, and professional performance, and will compile the list of candidates eligible for the centralized evaluation.
集中评审 Centralized Evaluation
专项办会同牵头单位组织专家进行集中评审,确定初步人选,连同直接认定初步人选一并提交评审委员会审议,确定建议人选名单。
The Special Office, in conjunction with the lead organization, will convene a panel of experts to conduct a centralized evaluation and identify preliminary candidates. These candidates, together with those qualifying for direct recognition, will be submitted to the Review Committee for deliberation to finalize the recommended list of selectees.

#(2)身份证或护照。
#(3)在海外任职的证明材料。
#(4)主要成果(代表性论著、专利证书、产品证书)或证明材料。
#(5)主持或参与过的主要项目证明材料。
#(6)奖励证书。
#(7)破格说明材料(申请条件破格提交)。
#(8)其他需要提交的材料。
(1)国家级人才称号,全国通用,落户创业等会有叠加福利。
(2)国家奖励创新人才100万元、青年人才50万元、博士后专项25万元,省市区级一般会配奖励1:1:1,即创新人才300万元、青年人才150万元、博士后专项100万元。
(3)安家补贴100万,租房(生活)补贴80万。
(4)待遇保障:享受人才绿卡、养老医疗、子女优先入学等。
(5)落户支持:中国籍引进人才,可不受出国前户籍所在地的限制,选择在国内任一城市落。外籍引进人才及其随迁外籍配偶和未成年子女,可办理《外国人永久居留证》,或 2-5年有效期的多次往返签证。
(6)医疗待遇:评定后享受医疗照顾人员待遇,引进人才及其配偶子女,也可参加中国境内各项社会保险等。
