Scope of Application
1.申报类型
（1）创新类：75周岁以下，在国外企业担任高级职务，在国外高校担任相当于副教授以上职务；
（2）青年类：年龄不超过40岁（1985年1月1日后出生），有连续3年以上海外工作经历。
2.申报条件
（1）应取得博士学位，且人在国外高校或者企业有连续36个月及以上的工作经历；
（2）不限国籍：中国籍（含港澳台）、外国籍均可以。目前仍在欧美国家或发达国家工作，有意向回国的，或者2024年1月1日以后回国；
（3）专业领域为集成电路、人工智能、太空育种、半导体新材料、电子信息、生物医药、节能与新能源、先进制造资源源环境、金融类、医学类；
（4）入选后可以不用立刻回国，资格可以保留2年，过期后不影响再次申报。
1.Application type
(1) Innovative category: regardless of age, holding senior positions in foreign enterprises and holding positions equivalent to associate professors or above in foreign universities.
(2)Youth category: not more than 40 years old (born after January 1, 1985), with more than 3 consecutive years of overseas work experience (overseas doctoral degree can be relaxed to more than 2 consecutive years of work).
2.Application conditions
(1)Obtaining a doctoral degree and having 36 consecutive months or more of work experience in a foreign university or enterprise.
(2)Unlimited nationality: Chinese nationality (including Hong Kong, Macao and Taiwan) and foreign nationality are both acceptable. Those who are still working abroad and intend to return to their home country, or return to their home country after January 1, 2024.
(3)The professional fields are integrated circuits, artificial intelligence, space breeding, new semiconductor materials, electronic information, biomedicine, energy conservation and new energy, advanced manufacturing resources and environment, finance and medicine.
(4)After being selected, you don't need to return to China immediately, and your qualification can be retained for 2 years. After the expiration, it will not affect your application again.
评审平台
Review Platform
在有关部门设立评审平台，具体负责创新创业、青年3类专家的评审工作，将会根据人才类别、申报方向进行评审单位匹配。
Establish evaluation platforms in relevant departments, specifically responsible for the evaluation of innovation and entrepreneurship, as well as young experts. The evaluation units will be matched based on talent categories and application directions.
申报流程
Application Process
1.简历筛选
符合条件的专家人才请将简历发送至邮箱：lgx@scichn.com，文件名称请命名为“姓名+申报类别”。
2.匹配对接
对专家人才对接区域意向进行了解，并报送对应市委组织部和省部属单位组织人事部门对申报人进行资格审查，一对一对接整理申报材料，申报过程所有对接服务不收取任何费用，并全程按照国家相关要求进行保密。
3.资格复审
4.集中评审
省专项办会同省直牵头单位组织专家进行集中评审，确定初步人选，连同直接认定初步人选一并提交评审委员会审议，确定建议人选名单。
1. Resume screening

2. Matching and docking
Expert talent docking area intention to understand, and reported to the corresponding municipal party committee organization department and provincial ministries and units of the organization and personnel department of the declarant qualification review, one-on-one docking to sort out the application materials, the application process of all the docking services do not charge any fees, and the whole process in accordance with the relevant requirements of the state to maintain confidentiality.
3.Qualification review
The provincial special office in conjunction with the provincial lead unit to organize a qualification review, review the application for breaking the qualifications, the applicant learning experience, work history, academic achievements, intellectual property rights, work performance, credit records and other information to verify the applicant for direct recognition of the field verification, the formation of a centralized review of the list of personnel and the direct recognition of the preliminary list of candidates.
4.Centralized evaluation
The provincial special office will organize experts to conduct centralized evaluation in conjunction with the provincial lead units, determine the preliminary candidates, and submit them to the evaluation committee for application together with the directly identified preliminary candidates to determine the list of recommended candidates.

支持政策（以某地为例）

1. 一次性人才补助奖励
创新人才、创业人才300万元一次性补助，其中中央财政100万、省财政100万、市区财政100万；
青年人才150万元一次性补助，其中中央财政50万、省财政50万、市区财政50万。
2.薪酬或科研经费支持
薪酬补贴方面按年薪的70%-80%给予用人单位补助,5年最高500万元；科研经费方面支持自然科学、工程技术领域的300万元，人文社会科学、文化艺术领域的不高于100万元，支持期3年；对作出突出贡献或者具有重大创新潜力的优秀入选专家，支持期满后，根据考评结果，继续给予新一个周期（3年）的科研经费支持。
3.安居补贴及待遇保障
购房补贴最高150万；安家补贴100万;租房(生活)补贴80万；享受人才绿卡、养老医疗、子女优先入学等待遇保障。
1. One-time talent subsidy award
One-time subsidy of 3 million yuan for innovative talents and entrepreneurial talents, including 1 million yuan from the central government finance, 1 million from the provincial finance and 1 million yuan from the urban finance;
One-time subsidy of 1.5 million yuan for young talents, including 500,000 yuan from the central government finance, 500,000 yuan from the provincial finance and 500,000 yuan from the urban finance.
2. Salary or research funding support
In terms of salary subsidy, the employer will be given a subsidy of 70%-80% of the annual salary, with a maximum of 5 million yuan in five years; Scientific research funds support 3 million yuan in the fields of natural science and engineering technology, not more than 1 million yuan in the fields of humanities and social sciences, culture and art, and the support period is 3 years; For outstanding experts who have made outstanding contributions or have great innovation potential, after the expiration of the support period, according to the evaluation results, they will continue to give scientific research funding support for a new cycle (3 years).
3.Housing Subsidies and treatment guarantees
Housing subsidies of up to 1.5 million yuan; settlement subsidies of 1 million yuan; Rental (living) subsidy of 800,000 yuan; Enjoy talent green card, old-age medical care, children's priority admission and other treatment guarantees.
