为迎接2026年中巴农业投资会议的召开，巴基斯坦正加大力度吸引中国农业领域投资。政府主管部门将工作重点从政策讨论转向可直接落地、具备商业可行性的项目。
巴基斯坦国家粮食安全与研究部官员表示，计划于1月19日在伊斯兰堡举行的会议旨在向中国投资者重点推介十大优先农业领域的具体投资机遇。这些领域因其强劲增长潜力、可扩展性及与中国市场需求契合度而被选中，包括：农化产品与农业投入品、农业技术与精准农业解决方案、食品加工与增值产业、肉禽产业、乳业投入品与加工乳制品、果蔬种植生产加工与出口、动物饲料及相关产业链、渔业与水产养殖（含加工）、冷链系统与农业物流、食品级包装材料与设备。
会议筹备期间，国家粮食安全与研究部已联合巴基斯坦驻华使领馆组织系列线上说明会，向中国投资者详细介绍这些优先领域及其中可立即推进的投资项目。此举旨在帮助中国农业企业、公司和投资者提前了解将在会议上展示的合资机会、技术合作方案及商业可行建议。
该部官员指出，会议将为中国投资者提供一批经筛选的、具备融资可行性的项目组合，涵盖现代农业、高附加值农企、加工、仓储、物流及技术驱动的农业解决方案。重点关注那些实施方案清晰、具备快速启动潜力的项目。
作为筹备工作的一部分，国家粮食安全与研究部通过专门的农业投资门户网站，对巴基斯坦私营企业提交的数十份提案进行了评估。评估过程综合考量了项目的商业可行性、可扩展性、技术整合潜力以及与中企合资的前景。
官员表示，入围项目将在会议期间作为重点商务对接的支撑，旨在推动达成谅解备忘录、建立合资企业及获得直接投资承诺。
国家粮食安全与研究部称，此次会议体现了巴基斯坦更宏观的战略，即把农业打造成为对华经济合作的核心支柱，为投资者提供结构化的机遇、政府层面的便利以及进入巴基斯坦不断增长的国内和出口市场的渠道。

Pakistan has intensified efforts to draw Chinese investment into its agriculture sector ahead of the Pakistan–China Agriculture Investment Conference 2026, as authorities prioritize investment-ready and commercially viable projects over policy discussions.
Officials at the Ministry of National Food Security & Research (MNFSR) say the conference, scheduled for January 19 in Islamabad, is focused on presenting Chinese investors with concrete opportunities across ten priority agricultural sectors identified for their strong growth potential, scalability, and alignment with Chinese market demand. These sectors include agri-chemicals and farm inputs; agri-technology and precision agriculture solutions; food processing and value addition; the meat and poultry industry; dairy inputs and processed dairy products; fruits and vegetables covering production, cultivation, processing, and exports; animal feed and related value chains; fisheries and aquaculture including processing; cold chain systems and agriculture logistics; and food-grade packaging materials and equipment.
In the run-up to the conference, MNFSR has held a series of online orientation sessions to brief Chinese investors on these priority sectors and the investment-ready projects within them. The sessions, organized in collaboration with Pakistan’s diplomatic missions in China, were aimed at familiarizing Chinese agribusiness firms, companies, and investors with joint venture opportunities, technology partnerships, and commercially sound proposals to be showcased at the conference.
According to ministry officials, the conference will offer Chinese investors a curated pipeline of bankable projects spanning modern farming, value-added agribusiness, processing, storage, logistics, and technology-driven agricultural solutions. The focus remains on ventures with clear implementation plans and the potential to move swiftly toward execution.
As part of the preparations, MNFSR evaluated dozens of proposals submitted by Pakistani private companies through a dedicated agriculture investment portal. The evaluation process assessed commercial feasibility, scalability, technology integration, and prospects for joint ventures with Chinese firms.
Officials said the shortlisted projects will underpin targeted business-to-business engagements during the conference, with the aim of facilitating memorandums of understanding, joint ventures, and direct investment commitments.
The ministry said the conference reflects Pakistan’s broader strategy to position agriculture as a central pillar of economic cooperation with China, offering investors structured opportunities, government facilitation, and access to Pakistan’s expanding domestic and export markets.

声明称，他还解释了基于钱包的中间件和交换技术的作用，这些技术使银行能够安全连接交易所、管理流动性、加强合规，并通过熟悉的银行应用程序为客户提供数字资产服务。

声明补充，会议还提及美国近期的立法进展，这些进展旨在协调数字资产监管，特别是在稳定币及数字资产与银行系统整合方面。

Finance Minister Muhammad Aurangzeb said on Tuesday that Pakistan was at an early but important stage in shaping its digital asset ecosystem.
He expressed the views during a meeting with a visiting delegation from Icoin Technology Inc, a Silicon Valley-based blockchain infrastructure company. The delegation was led by the company’s Chief Executive Officer Chet Silvestri, the finance ministry said in a press release.
According to the press release, the minister said Pakistan was at an early but important stage in shaping its digital asset ecosystem and welcomed knowledge-sharing and responsible investment aligned with national priorities.
During the meeting, Aurangzeb briefed the delegation on Pakistan’s ongoing efforts to develop a “structured and responsible” framework for digital assets and apprised it of the progress made toward the establishment of a Pakistan Crypto Council and the Pakistan Virtual Assets Regulatory Authority (PVARA)
“The minister highlighted Pakistan’s growing participation in global digital asset activity, as reflected in international analytics and emphasised the government’s resolve to channel this activity into a well-regulated environment that safeguards users while encouraging innovation and investment,” the statement said.
It further stated that the finance minister underscored that regulation was essential to balance opportunity with risk, particularly in light of increasing volumes of digital asset usage by Pakistani citizens.
The finance minister noted that the “evolving policy framework aims to provide clarity to market participants, align with international best practices and ensure coordination among regulators, including the central bank, to enable orderly market development and institutional participation”.
Meanwhile, Silvestri shared insights from the US and Canadian markets, drawing on Icoin Technology’s experience of working with banks, exchanges, and large-scale consumer platforms, the statement said.
He outlined how regulatory clarity in mature markets had enabled traditional financial institutions to engage with digital assets through existing infrastructure, rather than reinventing core banking systems.
According to the statement, he also explained the role of wallet-based middleware and switching technologies that allow banks to connect securely with exchanges, manage liquidity, enhance compliance, and offer digital asset services to customers through familiar banking applications.
“The delegation highlighted the transformational potential of blockchain technology and stable coins in modernising financial infrastructure by enabling faster, lower-cost and more transparent transactions, while maintaining regulatory oversight,” it said.
Reference was made to recent legislative developments in the United States aimed at bringing coherence to digital asset regulation, particularly in relation to stablecoins and the integration of digital assets within the banking system, it added.
The statement said the delegation emphasised that young and tech-savvy populations across markets were already engaging with digital assets and that regulated participation through banks helps retain activity within the formal financial system.
“The finance minister advised that, given the evolving nature of the regulatory landscape, initial engagement with interested banks and relevant institutions would be a constructive next step, alongside continued dialogue with regulators, including the State Bank of Pakistan,” it added.
Discussions also covered Icoin Technology’s global engagements, including partnerships enabling large consumer bases to access digital asset services, and the company’s interest in exploring opportunities in Pakistan in collaboration with local partners, the finance ministry said.
The delegation also sought guidance on appropriate regulatory pathways, licensing requirements and engagement mechanisms with relevant authorities, including banks and regulators, it added.
Both sides agreed to maintain engagement, explore areas of cooperation, and continue exchanges aimed at supporting Pakistan’s efforts to build a transparent, inclusive, and well-regulated digital asset market.

Chinese institutions sign multiple industry-education agreements with Pakistani counterparts
巴基斯坦国家职业技术培训委员会主席兼中巴职业技术教育与产业卓越中心巴方联合主席古尔米娜·比拉尔率代表团访问安徽期间，中巴十家教育机构于2026年1月12日在安徽省共同签署合作协议。
此次签约涵盖新能源汽车、中医药、智能制造、能源与基础设施、农牧业及信息技术等多个领域。官方声明指出，签约"标志着安徽与巴基斯坦产教合作迈出实质性步伐，为后续项目落地奠定坚实基础"。
合作协议在"安徽-巴基斯坦产教融合国际交流合作论坛"期间签署。该论坛由安徽省教育发展基金会、安徽省职业教育国际发展联盟及中巴职业技术教育与产业卓越中心共同主办，安徽交通职业技术学院承办，安徽省教育厅与安徽省人民对外友好协会指导举办。
安徽省内19所高校及职业院校代表参会，其中7所院校在矿产资源、中医药、智能制造、农业、信息技术、新能源汽车及环保等领域提出合作意向。声明称"巴方代表积极回应，推动务实深入探讨"，体现出双方推进务实合作的强烈意愿。
声明补充指出，与会官员强调论坛是推动教育资源与产业需求对接、在中巴合作框架下加强技能发展与人才培养的具体举措。中巴职业技术教育与产业卓越中心作为促进中巴产教融合的合作平台，已于2024年12月4日通过巴国家职业技术培训委员会与指定合作方签署备忘录后正式成立。
Ten Chinese educational institutions signed cooperation agreements with Pakistan’s National Vocational and Technical Training Commission (NAVTTC) and the China-Pakistan TVET-Industry Center of Excellence (CPTICE) during the visit Pakistani delegation led by Gulmina Bilal, Chairperson of NAVTTC and Co-Chairperson of CPTICE, to Anhui Province.
The agreements cover multiple fields, including new energy vehicles, traditional Chinese medicine, smart manufacturing, energy and infrastructure, agriculture and animal husbandry, and information technology.
According to the official statement, the signing “marks a substantive step forward in Anhui-Pakistan industry-education collaboration, laying a solid foundation for subsequent project implementation.”
The agreements were signed on the sidelines of the Anhui-Pakistan International Exchange and Cooperation Forum on Industry-Education Integration, held on Jan 12, 2026, in Anhui Province.
The forum was jointly organized by the Anhui Education Development Foundation (AEDF), the Anhui Vocational Education International Development Alliance, and the China-Pakistan TVET-Industry Center of Excellence, and hosted by Anhui Communications Vocational & Technical College. It was held under the guidance of the Department of Education of Anhui Province and the Anhui Provincial People’s Association for Friendship with Foreign Countries.
Representatives from 19 universities and vocational colleges across Anhui Province attended the forum. Seven institutions presented their cooperation intentions in sectors including mineral resources, traditional Chinese medicine, smart manufacturing, agriculture, information technology, new energy vehicles, and environmental protection.
The statement said that “Pakistani delegates actively responded, fostering pragmatic and in-depth discussions,” reflecting strong mutual interest in advancing practical cooperation.
The statement added that the officials noted that the forum represented a concrete step toward aligning educational resources with industrial needs, strengthening skills development and talent cultivation under the broader framework of China-Pakistan cooperation.
The CPTICE is a cooperation institution dedicated to academic-industrial integration between China and Pakistan, was officially established on December 4, 2024, following the signing of a MoU between the NAVTTC and TANG as the exclusive partners.
