近日，宁波市江北区首个短剧主题文创园——徐江岸短剧创智园正式揭牌。园区坐落于江北区甬江街道畈里塘村，由徐江岸新屋自然村整村改造而来。曾经宁静的小村落如今焕然一新，成为集创作、拍摄、休闲、打卡于一体的潮流文创地标。这里不仅有百亩观光田园可随时取景，还有一站式产业服务，让灵感随时“落地”。徐江岸短剧创智园总占地面积约120亩，建筑面积超过1万平方米，园区计划于2026年4月正式“开门迎客”，致力于打造一个集短剧投资、拍摄制作、休闲娱乐、办公住宿于一体的全产业链综合体。

Ningbo's Jiangbei District Unveils Its First Mini Series-Themed Cultural Park

Ningbo's Jiangbei District recently inaugurated the Xujiang'an Mini Series Creation and Intelligence Park, its first cultural and creative park dedicated to short dramas production. Transformed from the former Xujiang'an Xinwu village, the park has been reimagined as a vibrant creative hub that integrates creative workspaces, filming locations, leisure areas, and social-media friendly landmarks. With scenic farmland readily available for on-site shooting and a suite of integrated industry services, the park is designed to streamline the process from creative concept to on-screen realization. Covering approximately 120 acres and offering more than 10,000 square meters of built space, the park is scheduled to open fully in April 2026. Once completed, it will function as a comprehensive mini series ecosystem, supporting investment, production, post-production, office operations, and accommodation.

Beyond industrial development, the park places strong emphasis on cultivating young talent. It will provide full-cycle support ranging from career guidance to professional training. A joint filming launch ceremony for the highly anticipated mini series Tu Qian Zhi Ren (Blade of a Thousand Slayers), Xiao Shao Ye De Qin Ma Hui Lai Le (The Young Master's Birth Mother Returns), and 1980 Chong Hui Huang Jin Nian Dai (1980: Back to the Golden Age) was recently held at Hengdian World Studios in Zhejiang Province. This event marked the official debut of the "Hundred-Series Project," a collaborative initiative undertaken by Huangshan September Ninth Film and Media Co., Ltd., Huangshan Supply Premium Selection, and ZOPO Intelligent Equipment, and unveiled simultaneously across three locations: Huangshan, Hangzhou, and Hengdian. This tri-city collaboration aims to create a fully integrated industrial chain for mini series by pooling high-quality resources. It seeks to explore a new model of regional industrial development based on coordination and complementary strengths. 重庆瞄准千亿微短剧赛道推动数字文创与社区公益融合

1月5日，重庆市小微创业服务中心平台发布消息，重庆市正聚焦微短剧这一千亿级产业赛道，推动数字文化产业与社区公益服务深度融合。此次发布的超微短剧一站式赋能平台，将为剧本创作、拍摄发行等环节提供全链条支持，助力构建协同高效的产业生态；同期启动的社区艺培公益服务计划，面向“一老一小”开展普惠艺术培训，夯实产业人文根基。

此前，“社区艺培公益服务暨超微短剧赋能平台发布活动”在重庆巴蜀常春藤正大德善小学举行。活动构建“教育+公益+数字平台”创新模式，同时还推出多项产业融合项目，包括本土儿童剧《雾都好少年》推介、小演员培育基地共建、国际演说家大赛重庆赛区等，同步发布“我是大明星”社区表演人才培训计划及公益项目，培育在地演艺人才。目前重庆微短剧产业生态初具规模，相关企业约1892家，“微短剧+文旅”模式带动消费显著，如两江新区水土老街半年接待剧组超200个，直接带动文旅消费超1600万元。根据相关实施方案，到2027年全市将储备500个以上网络影视剧项目，推出50部以上“渝字号”爆款作品。更令人欣喜的是，村民们的视野和技能也得到了拓展。通过参与拍摄和电商培训，许多人学会了短视频创作、直播运营等新技能，不少人开始自主拍摄幕后花絮、宣传家乡好物。村民李德强便是其中的受益者，凭借直播海鲜带货的本领，他一天能赚上千元，实实在在享受到了短剧赋能乡村发展的红利。

Chongqing Targets Hundreds-of-Billions-Yuan Mini Series Sector, Merging Digital Culture with Community Welfare

On January 5, Chongqing's Small and Micro Entrepreneurship Service Center announced that the city is focusing on the mini series sector valued in the hundreds of billions of yuan, promoting the deep integration of the digital cultural industry with community public welfare services. A newly launched one-stop ultra-short mini series empowerment platform will provide full-chain support covering scriptwriting, filming, and distribution, helping to build a collaborative and efficient industrial ecosystem. At the same time, a Community Arts Training Public Welfare Service Program has been introduced to offer inclusive arts education for children and seniors, strengthening the industry's humanistic foundation.

Previously, the Community Arts Training Public Welfare Program and Ultra-Short Mini Series Empowerment Platform Launch Event was held at Bashu Ivy CPIC Deshan Primary School in Chongqing. The event established an innovative "education + public welfare + digital platform" model and unveiled a range of industry integration initiatives, including the promotion of the local children's drama Wu Du Hao Shao Nian (Fog City's Teenagers), the co-establishment of child actor training bases, and the Chongqing division of an international public speaking competition. The "I Am a Star" community performance talent training program and related public welfare projects were also announced, aiming to cultivate local performing arts talent.

Chongqing's mini series industry ecosystem has begun to take shape, with around 1,892 related enterprises currently operating in the city. The "mini series + cultural tourism" model has significantly boosted consumption. For instance, Shuitu Old Street in Liangjiang New Area hosted over 200 film crews within six months, directly generating more than 16 million yuan in cultural tourism revenue.

According to relevant implementation plans, by 2027 Chongqing aims to build a reserve of over 500 online audiovisual projects and release more than 50 hit "Chongqing-branded" productions.

武汉市人大代表提出让武汉成为微短剧的天然影视基地

1月5日，武汉市人大代表、武汉微梦文化科技有限公司总经理张培文来到武汉市第十五届人民代表大会第六次会议驻地报到，他今年带来了关于微短剧的建议。他说，武汉是一个人才、景观、产业资源丰富的城市，建议利用好城市资源发展微短剧产业，释放人才创意潜力，利用微短剧宣传城市特色，提升城市文化软实力。

张培文建议，武汉发展微短剧产业，最重要的是因地制宜。他建议可以通过打造汉派短剧产业园、联合高校开设短剧编剧大师班、实施青苗导演计划、开发短剧平台等措施，引导企业与人才打造“汉派短剧”并给予支持。内容呈现上，他建议可以打造《武汉1927》《汉口往事》等红色IP系列短剧，联动八七会议旧址实景拍摄，或者开发“热干面江湖”等市井题材。

“把武汉的自然环境、历史人文资源都用起来，把城市变成天然的影视基地，展现武汉形象与特色。”张培文说，“用‘短视频思维’升级武汉城市文化软实力，让拍短剧像开奶茶店一样简单。有政策、有场地、有人才，自然能拍出爆款。

Wuhan Municipal People's Congress Deputy Proposes Turning the City into a Natural Filming Base for Mini Series

Zhang Peiwen, a deputy to the Wuhan Municipal People's Congress and General Manager of Wuhan Weimeng Culture Technology Co., Ltd., has proposed leveraging the city's talent, landscape, and industry resources to develop its mini series industry, with the goal of unlocking creative talent, promoting the city's unique character, and enhancing its cultural soft power.

The key to developing the mini series sector, according to Zhang, lies in building on local advantages. His proposals include establishing a "Han-style" mini series industrial park, collaborating with universities to offer scriptwriting masterclasses, launching a young director cultivation program, and developing dedicated platforms to guide and support the creation of "Han-style mini series."

In terms of content, Zhang recommended producing red-themed IP mini series like Wuhan 1927 or Han Kou Wang Shi (Once Upon A Time In Hankou), incorporating on-location filming at historical sites like the former site of the August 7th Meeting, or creating stories centered around local urban life, such as a series themed around Hot Dry Noodles World.

"Wuhan's natural environment, history, and cultural resources should all be fully utilized to turn the city into a vast, open-air filming base that showcases its unique image and character," Zhang said. "We should adopt a 'short video mindset' to upgrade Wuhan's cultural soft power, making producing mini series as accessible as opening a bubble tea shop. With supportive policies, available venues, and creative talent in place, hit productions will naturally follow."
