1.巴基斯坦启动M-6高速公路环境与社会影响评估 推动绿色区域互联互通

巴基斯坦国家公路管理局近日发布招标条款,邀请咨询公司对海得拉巴-苏库尔高速公路(M-6)的两个标段开展环境与社会影响评估(ESIA)。此举标志着巴基斯坦在将环境保障和社会保护措施嵌入主要交通项目方面迈出关键一步。
该咨询任务由伊斯兰开发银行提供资金支持,涵盖全长60.9公里的瑙谢罗费洛兹-拉尼布尔段以及59.88公里的拉尼布尔-苏库尔段。除核心的环社评外,中标企业还需制定环境与社会管理计划、移民安置行动计划、劳动力管理程序、利益相关方参与计划、生计恢复计划以及性别平等行动计划,所有工作需在合同签署后四个月内完成。
M-6高速公路是连接巴基斯坦南北的交通大动脉——全长1800公里的白沙瓦-卡拉奇高速公路的最后缺失环节。该项目虽未正式纳入中巴经济走廊项目框架,但通过实现从卡拉奇港至巴基斯坦北部,并进一步连接中国和中亚地区的无缝高速公路通行,将有力强化中巴经济走廊乃至更广泛的“一带一路”互联互通。
根据国家公路管理局发布的招标条款,环社评必须涵盖气候风险评估、生态保护措施、环境监测、移民安置保障、性别包容以及结构化的社区协商。这些要求与不断发展的“绿色‘一带一路’”理念相契合,意味着交通基础设施的规划将日益注重减少环境影响,并支持可持续生计。
根据项目框架,全长306公里的M-6高速公路预计将缩短行程时间、提高货运效率、缓解N-5和N-55国道的交通压力,并支持区域经济一体化。文件指出,通过要求在施工前完成环评合规,该项目旨在扩展经济机遇的同时,确保不损害当地社区或生态系统。
The National Highway Authority (NHA) has issued Terms of Reference (ToR) inviting consultancy firms to conduct an Environmental and Social Impact Assessment (ESIA) for two sections of the Hyderabad-Sukkur Motorway (M-6), the missing link in the north-south motorway network that underpins China-Pakistan Economic Corridor (CPEC) connectivity. The move, formally issued on Friday, marks another step toward embedding environmental safeguards and social protections into major transport projects.
The consultancy assignment, financed by the Islamic Development Bank (IsDB), covers the 60.9-kilometre Naushahro Feroze-Ranipur stretch and the 59.88-kilometre Ranipur–Sukkur section. In addition to the ESIA, the selected firm will prepare an Environmental and Social Management Plan, a Resettlement Action Plan, Labour Management Procedures, a Stakeholder Engagement Plan, a Livelihood Restoration Plan and a Gender Action Plan, to be completed within four months of contract signing.
M-6 is the final missing link of the 1,800-kilometre Peshawar-Karachi Motorway, the country’s main north-south trade artery. Although the project is not formally contracted under the CPEC framework, it is expected to reinforce CPEC and wider Belt and Road connectivity by completing seamless motorway access from Karachi Port to northern Pakistan and onward to China and Central Asia.
Under the ToR issued by NHA, the ESIA must cover climate-risk assessment, ecological safeguards, environmental monitoring, resettlement protection, gender inclusion and structured community consultation. These requirements align with the evolving “Green BRI” concept, under which transport infrastructure is increasingly planned to minimise environmental impact while supporting sustainable livelihoods.
Spanning 306 kilometres in total, the M-6 motorway is expected to cut travel time, improve freight efficiency, ease pressure on the N-5 and N-55 highways and support regional economic integration, according to the NHA project framework.
By requiring ESIA compliance before construction, the project is designed to expand economic opportunity without harming local communities or ecosystems, the document states.

拉瓦尔品第PMAS干旱农业大学宣布与成都怡和科技有限公司签署谅解备忘录,双方将扩大在精准农业及无人机技术领域的合作。该协议于周六在校内的"中巴现代农业与高效水技术研发中心"正式签署。
签署仪式由该校对外联络主任、农业工程技术学院负责人、现代农业国际产业合作伙伴(新疆天业)代表及国际留学生共同见证。根据校方声明,合作将引入无人机作物监测、数据驱动农具等智能农业技术,以提升巴基斯坦农业生产效率、水资源利用率和可持续粮食产量。该伙伴关系还将支持当地农民与研究人员的协同研究及能力建设。
PMAS干旱农业大学此前已与多所中国高校及研究机构建立合作。2024年在"绿色巴基斯坦计划"框架下与新疆合作伙伴联合成立的巴中农业中心,已成为现代农业与节水种植技术联合研究、示范推广及培训的重要平台。
此次合作亦契合《中巴关于构建新时代更紧密命运共同体的行动计划(2025-2029年)》方向,该计划呼吁双方深化农业、科技与能力建设合作,重点推动作物栽培、农业机械化、种子技术、滴灌等领域的协作,并在巴建设农业现代化示范区。
Arid Agriculture University Rawalpindi has signed a memorandum of understanding with China’s Chengdu Yihe Technology to expand cooperation in precision agriculture and unmanned aerial vehicle (UAV) technologies, the university said.
The agreement was signed on Saturday at the China-Pakistan Research and Development Center for Modern Agriculture and Efficient Water Technologies on the university campus. The ceremony was attended by key stakeholders, including the Director External Linkages, Incharge, Faculty of Agricultural Engineering and Technology, Arid Agriculture Univ., international industrial collaborators (Xinjiang Tianye) for Modern Agriculture, and international students.
The agreement aims to introduce drone-based crop monitoring, data-driven farming tools and other smart agricultural technologies to improve productivity, water efficiency and sustainable food production in Pakistan. “The partnership will also support research collaboration and capacity-building for local farmers and researchers,” as per the university’s statement.
PMAS-AAUR already works with several Chinese universities and research institutes. The Pak-China agriculture center, jointly established in 2024 with partners in Xinjiang under the Green Pakistan Initiative, serves as a platform for joint research, technology demonstration and training in modern and water-saving farming practices.
The collaboration also aligns with the China-Pakistan Action Plan for an Even Closer Community with a Shared Future (2025–2029), which calls for deeper cooperation in agriculture, technology and capacity-building. The plan encourages joint work in “crop cultivation, agricultural mechanization, seed technology and drip irrigation,” as well as the creation of “agricultural modernization demonstration zones in Pakistan.”

A delegation from Beiming Software, a China-based technology company, has explored collaboration opportunities in smart cities and digital transformation during a recent visit to Paksitan, marking a new step in China–Pakistan cooperation in emerging technologies.
During the visit, the company signed a strategic partnership agreement with Smart TechOne (Private) Limited, a subsidiary of Habib Rafiq Engineering (Pvt) Ltd (HRL Group). Smart TechOne is working on Pakistan’s digital transformation through projects such as Capital Smart City, Lahore Smart City, and Silicon Village.
Under the agreement, the two sides plan to jointly develop and implement smart city solutions in Pakistan, with an initial focus on Capital Smart City. The collaboration aims to introduce intelligent urban management systems, digital governance platforms, smart infrastructure, and data-driven public services to enhance efficiency, sustainability, and quality of life.
In a separate development, Beiming Software also signed a partnership agreement with Smart Future Technologies (Private) Limited, another company linked to HRL’s smart city ecosystem. The partnership will focus on the design, development, and deployment of smart city solutions nationwide, integrating technologies such as IoT, AI, cloud computing, and data analytics to improve urban management and public services.
