On September 26, General Administration of Customs (GAC)Order No. 279 was announced, which will take effect from April 1, 2026. The original "Measures for the Quarantine of Incoming Plant Propagating Materials" and "Measures for the Management of Quarantine Nurseries for Incoming Plant Propagating Materials" are simultaneously repealed.

On September 26, the Ministry of Commerce, the Ministry of Industry and Information Technology, GAC, and the State Administration for Market Regulation jointly issued Announcement No. 54 of 2025, stating that from January 1, 2026, export license management will be implemented for goods classified under Customs commodity number 8703801090 (Other motor vehicles for the transport of persons, with only an electric motor for propulsion, having a vehicle identification number (VIN)).

On September 12, the People's Bank of China and GAC jointly issued a notice soliciting comments, proposing optimizations to the current policy for the "Non-Single-Use" Import/Export Permit for Gold and Gold Products: 1) Expand the scope of customs use for the "Non-Single-Use" Permit; 2) Extend the validity period of the "Non-Single-Use" Permit; 3) Remove restrictions on the number of uses for the "Non-Single-Use" Permit.

On September 27, the General Office of the Ministry of Commerce issued a notice stating that applications for automobile and motorcycle export permits will be conducted online. The online application system opened on September 29.
NMPA Allows Import of Pre-approval Commercial-Scale Batches for 6 Categories of Overseas Marketed Drugs.
On September 29, the National Medical Products Administration (NMPA) issued Announcement No. 96, allowing the import and marketing of pre-approval commercial-scale batches that meet requirements for six categories of overseas marketed drugs, including originator drugs or improved drugs, after they obtain marketing authorization in China.
Anti-dumping Duties Imposed on US-Related Cut-off Wavelength Shift Single-mode Optical Fiber (G.654.C Fiber) from September 4.
On September 3, the Ministry of Commerce issued Announcement No. 48. After investigation and ruling, it was determined that US optical fiber manufacturers and exporters exported the relevant Cut-off Wavelength Shift Single-mode Optical Fiber (G.654.C Fiber) to China by changing trade patterns, which lacked sufficient commercial rationality, weakened the effect of the anti-dumping measures on Non-dispersion-shifted Single-mode Optical Fiber originating from the US, and constituted circumvention of the anti-dumping measures. Based on the recommendation of the Ministry of Commerce, the Customs Tariff Commission of the State Council decided that from September 4, 2025, the current anti-dumping duty rates on Non-dispersion-shifted Single-mode Optical Fiber originating from the US shall apply to the relevant Cut-off Wavelength Shift Single-mode Optical Fiber originating from the US.

According to Announcement No. 9 of 2025 by the Unreliable Entity List Mechanism dated September 25, the entities Saronic Technologies, Inc., Aerkomm Inc., and Oceaneering International, Inc. were added to the Unreliable Entity List effective the announcement date. The listed enterprises are prohibited from engaging in import and export activities related to China and from making new investments in China.
Ministry of Commerce Places 3 US Entities on the Export Control List.
According to Ministry of Commerce Announcement No. 51 dated September 25, the entities Huntington Ingalls Industries, Inc., Planate Management Group, and Global Dimensions LLC were added to the Export Control List effective the announcement date. Exports of dual-use items to these three US entities are prohibited. Ongoing relevant export activities must cease immediately. Exports may only proceed under special circumstances upon application to and approval by the Ministry of Commerce.
Ministry of Commerce Initiates Anti-dumping Investigation into Pecan Imports from Mexico and the US.
On September 25, the Ministry of Commerce issued Announcement No. 52, deciding to initiate an anti-dumping investigation into Pecan imports originating from Mexico and the US from September 25, 2025. The investigation is based on Article 18 of the Anti-dumping Regulations: "Under special circumstances, if the Ministry of Commerce has not received a written application for an anti-dumping investigation but has sufficient evidence of dumping, injury, and a causal link between the two, it may decide to initiate an investigation."
Ministry of Commerce Conducts Trade and Investment Barriers Investigation into Mexico's Related China-involved Restrictive Measures.
On September 25, the Ministry of Commerce issued Announcement No. 53. The Mexican government plans to increase import tariff rates on products from non-FTA partners including China. This measure will seriously harm the trade and investment interests of Chinese enterprises. Based on the relevant provisions of the Foreign Trade Law and the Rules for Investigation of Foreign Trade Barriers, the Ministry of Commerce decided on its own to initiate a trade and investment barriers investigation into Mexico's related China-involved restrictive measures from September 25, 2025.
