近日,2025年中国微短剧产业格局与就业发展研讨会在北京大学国家发展研究院举办,会上发布了《2025年中国微短剧产业格局与就业拉动效应测算报告》。据调研估算,目前我国微短剧产业预计直接和间接带动就业203万人,显示了其作为新兴文化业态对劳动力市场的拉动效应。报告显示,短剧产业呈现爆发式增长态势,已形成规模庞大、分工明确的产业体系。全国短剧月度产量已稳定在3000部左右的水平,显示出强劲的生产能力和市场活力。在该产业格局中,区域分工特征日益明显,形成了各具特色的生产集群。
短剧产业的发展在制作端形成大规模人员需求,当前短剧制作已经形成一套以导演、摄影、灯光、服化道、后期、制片等多环节共同构成的标准化用工体系,其整体就业吸纳能力快速扩大。测算结果显示,2025年全国短剧行业预计产生直接劳动投入约3685万个工日,直接吸纳就业人数约69万人。更为关键的是,在计入流量投放、平台运营、电商衍生及生活配套等上下游产业链的乘数效应后,短剧行业对全国就业市场的总体贡献预计突破203万人。
此外,短剧产业具有极强的外部性,还将通过“短剧+”模式辐射至餐饮、文旅、电商及出海服务等领域,形成了显著的就业乘数效应。业内专家表示,微短剧行业正以更轻盈的模式激活就业新动能,成为数字经济时代就业增长的重要引擎。

Peking University Releases Report: Mini Series Industry Sparks New Momentum for Employment
Recently, the 2025 Seminar on China's Mini Series Industry Landscape and Employment Development was held at the National School of Development of Peking University. At the event, the Report on the 2025 Landscape of China's Mini Series Industry and Its Employment-Driving Effects was officially released. According to survey-based estimates, China's mini series industry is currently expected to directly and indirectly create employment for about 2.03 million people, demonstrating the strong pull of this emerging cultural sector on the labor market.
The report notes that the mini series industry is experiencing explosive growth and has formed a large-scale industrial system with a clear division of labor. Nationwide, monthly output has stabilized at around 3,000 mini series, reflecting robust production capacity and market vitality. Within this industrial landscape, regional specialization has become increasingly pronounced, giving rise to a number of distinctive production clusters.
The development of the mini series industry has generated substantial labor demand on the production side. At present, mini series production has established a standardized employment system encompassing multiple roles, including directors, cinematographers, lighting technicians, costume and makeup teams, post-production staff, and producers, with its overall capacity to absorb employment expanding rapidly. Estimates show that in 2025, the national mini series industry is expected to generate approximately 36.85 million person-days of direct labor input and directly employ about 690,000 people. More importantly, after accounting for multiplier effects across upstream and downstream sectors—such as traffic placement, platform operations, e-commerce extensions, and supporting services—the industry's total contribution to national employment is projected to exceed 2.03 million jobs.
In addition, the mini series industry exhibits strong spillover effects. Through the "mini series+" model, it extends into sectors including catering, cultural tourism, e-commerce, and overseas services, creating significant employment multiplier effects. Industry experts noted that the mini series sector is activating new employment momentum through a more flexible and lightweight development model, emerging as an important engine for job growth in the digital economy era.

Following its release, the series quickly sparked a viewing surge, with platform popularity reaching 3.67 million. Recently, the mini series Ni Guang Zhi Ai officially started filming in Nanning. The production of the series is aimed at thoroughly implementing the autonomous region's decisions and arrangements on promoting the high-quality integrated development of culture and tourism, while actively aligning with policy initiatives such as the Measures of Nanning to Support the High-Quality Development of the Mini Series Industry.
Leveraging the strengths of mini series—rapid dissemination, broad reach, and strong emotional impact—the project will use on-location filming as a link to activate the cultural connotations of scenic areas, forge a new engine for the integrated development of "film & television + culture and tourism," and further enhance the influence of the cultural tourism brands "The World's Most Splendid Landscapes, Magnificent Guangxi" and "China's Green City, Friendly Nanning."
The Nanning Tourism Association has long been committed to promoting the in-depth integration of intangible cultural heritage (ICH) and tourism. Presented in a popular and accessible audiovisual form, the series breathes new life into the inheritance of ICH, opening up fresh pathways for cultural-tourism traffic. It is hoped that the series will inspire more people to fall in love with Guangxi's intangible cultural heritage and to yearn for the landscapes of Nanning.

Focusing on the "One Core, Three Chains" industrial system of the Shaocheng International Cultural and Creative Industry Valley, Qingyang District takes performing arts as the core, while integrating three major industry chains—film and music, creative design, and cultural-heritage tourism—to build a full-chain ecosystem spanning "creation–distribution–consumption," turning industrial development into a constant source of momentum for cultural and tourism consumption.
Recently, the Qingyang-produced film Dan Yuan Ren Chang Jiu (Moonlight Sisters) won the Best Small- and Medium-Budget Feature Film award at the 38th Golden Rooster Awards. Not long ago, Fei Yi Bian Lian Zhen Quan Qiu (Face Changing: A Cultural Heritage that Shocks the World), the fourth mini series produced by the century-old cultural brand Shibijia in Qingyang District, officially began filming. Earlier, another ICH-themed series, Qian Jin Yi Qu Huan Jun Lai (A Single Melody, a Lover's Return), premiered in late October and achieved strong popularity, garnering nearly 35 million views on the Hongguo short drama platform. Behind this positive momentum lies the continuous improvement of Qingyang's film and television industry ecosystem.
As the only film and television group in Southwest China with a complete industrial chain, Emei Film Group is upgrading the Emei Film 1958 Industrial Park into a film-themed cultural and creative city. While preserving industrial heritage such as old soundstages, the park is introducing new consumption scenarios including an "immersive film museum" and "youth-oriented film and pop-culture hubs," achieving symbiotic development between "film production + cultural tourism experiences." In the future, the area is expected to attract more than 100 upstream and downstream enterprises across the industry chain, becoming a creative highland for "Sichuan-produced films" and a new core engine for cultural and tourism consumption.
Meanwhile, the Chengdu International Intangible Cultural Heritage Park is injecting new momentum into the local economy through its innovative "ICH + film and television" model. Within the park, the Fanxing Shooting Location—currently the largest short drama production base in Southwest China—boasts over 30,000 square meters of indoor space and plans to develop more than 100 high-frequency filming sets. Tailored to the fast-paced production needs of short dramas, it offers one-stop services for production crews.
