2021年2月24日，中安和平控股有限责任公司董事长张扬，经理倪誌键等一行三人到访中国安保技术集团有限公司（CSTG）。双方就海外安保合作等问题进行了初步的交流探讨。

中安和平是一家以综合安全服务为核心业务的，跨领域、多元化经营的全国性国有全资企业。中安和平针对不同国家市场、不同国情，开展风险分析、安全评估、风险控制、安全管理等一系列的综合安全服务。

会议上，谭锋总裁对张扬董事长一行人的到访表示欢迎。CSTG古光华经理向张扬董事长详细介绍了CSTG成立的背景、业务的发展方向及属地化建设情况。期间，谭锋总裁重点就CSTG非洲战略规划向张扬董事长阐述了自己的观点：“非洲54个国家，中国要在非洲投资超过万亿元，服务海外中资企业跟华人华侨是CSTG的使命任务。对非投资过程中带来的是大量农民转变为产业工人，随着政局日趋稳定，依托中资项目，安保企业在非洲市场的机会与发展潜力是十分巨大的。这也是为什么CSTG要提前布局，未来五年重点发展非洲市场的原因之一”。

张扬董事长对谭锋总裁的观点表示高度赞同。此外，张扬表示：“开拓海外安保市场需要饱满的热情、持之以恒的坚持，前期的研判投入和后期的细化，这几点缺一不可。当下中资安保公司在海外市场还处于食物链的底端，知识含量、技术含量、管理等方面还与欧美安保企业有一定差距。中安和平与CSTG虽同为安保企业，但是中安和平的预警、国别风险的研判，以及专业的应急救援服务恰恰表明两家公司并非同质化，而是可以互补，这就为双方合作提供了巨大的空间”。

临近会议尾声，张扬董事长感谢谭锋总裁的此次邀请，并表示通过会议上的交流，双方加深了对彼此的了解。张扬董事长诚邀谭锋总裁3月上旬参观中安和平培训基地，并就合作事宜进行深入探讨。

On February24, 2021, Zhang Yang, Chairman of China Zhong An Peace Holding Co., Ltd.(CZAP), Ni Zhijian, General Manager of CZAP and others visited China SecurityTechnology Group Co., Ltd. (CSTG). The both sides had discussions on overseas security cooperation and other issues.

CZAP is a state-owned enterprise, providing security as its core business and operating with interdisciplinary and diversified management. CZAP is also providing a series of integrated security services including risks analysis, security evaluation, risks control and security management for the global markets in accordance with different national conditions.

At the meeting, Tan Feng, President of CSTG, welcomed the Chairman Zhang Yang and his subordinates. Gu Guanghua, Manager of CSTG introduced CSTG's background, business developmentand localization construction situation to Chairman Zhang Yang. During the meeting, President Tan Feng elaborated his viewpoints on CSTG's Africa strategic plan to Chairman Zhang Yang, "There are 54 countries in Africa, and China will invest more than one trillion RMB in Africa. CSTG's mission is to serve overseas Chinese enterprises and overseas Chinese. During the process of investment in Africa, a large number of farmers have turned into industrial workers. As the political stability increasing, relying on Chinese-funded projects, security enterprises have great opportunities and development potential in the African market. This is one of the reasons why CSTG is planning to focus on Africa over the next five years".

Chairman Zhang Yang highly endorsed the viewpoints of President Tan Feng. In addition, Zhang Yang said: "To open up the overseas security market needs full enthusiasm, insistence, early stage research and later stage refinement, which are indispensable. At present, Chinese security companies are still at the bottom of the food chainin overseas markets, and there is a certain gap between them and European and American security companies in terms of knowledge, technology and management. Although both CZAP and CSTG are security companies, the early warning, country risk analysis and emergency rescue services of CZAP shows that the two companies are not homogenous, but complementary, which provides a huge space for cooperation between the two sides.

At the end of the meeting, Mr. Zhang thanked Mr. Tan Feng for his invitation, and said that through the communication and discussion at the meeting, both sides have deepened their understanding of each other. Chairman Zhang Yang sincerely invites President Tan Feng to visit CZAP Training Base in early March and have in-depth discussion on cooperation issues.
