Centering on eight strategic emerging industries, including new generation of information technology industry, biological industry, high-end equipment manufacturing industry, new material industry, new energy industry, intelligent and new energy automobile industry, energy saving and environmental protection industry, and digital creative industry, the Chinese government aims to cultivate new investment growth points and speed up the formation of scale effect in key industries.

Pursuant to the Guiding Opinions on Expanding Investment in Strategic Emerging Industries, Cultivating and Growing New Growth Points and Poles jointly issued by the National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, and Ministry of Finance, China will make every effort to, concentrating on key industrial chains, leading enterprises, and major investment projects, strengthen factor guarantees, promote the coordination of upstream and downstream, production, supply and marketing, and large and small enterprises, and accelerate the high-quality development of strategic emerging industries, so as to develop new momentum for economic development.
According to the Opinions, the development project of national strategic emerging industry cluster will be further promoted, and policies with regard to finance, land, finance, technology, talents, and intellectual property will be given full play in all aspects to support the construction of industrial clusters, the cultivation of leading enterprises and talents, and the development of key technologies. The innovation capability improvement project, industry-city integration demonstration project, and application scenario construction project of the industrial cluster are about to commence, and public service capability improvement project of the industrial cluster will be carried out.
For enhancing the ability to guarantee funds, the Opinions emphasized that it shall coordinate and make good use of government funds at all levels, venture capital, and government-provided asset industry investment funds, develop new patterns about government funding support system, and strengthen investment tractive efforts for major projects in strategic emerging industries. The Opinions also highlighted that it shall encourage financial institutions to innovate and develop financial products and services that adapt to the characteristics of strategic emerging industries, optimize the issuance and listing system, and strengthen support for strategic emerging industries such as the Science and Technology Innovation Board. In addition, counting on the advantages of the main business of state-owned enterprises, it shall lead and drive all ownership enterprises to increase their investment in strategic emerging industries, and encourage qualified ownership enterprises to independently or jointly undertake the development, innovation and industrialization of various national strategic emerging industries.
Both the new generation of information technology industry and digital creative industry are included in the strategic emerging industries supported by the state. The 2020 China International Fair for Trade in Services (hereinafter referred to as "CIFTIS") was held in Beijing from September 4 to 9, during which, the "Summit Forum on Trends and Latest Developments of Digital Trade" was held. During the Forum, Ji Lin, Secretary of the Party Leadership Group and Chairman of the Beijing Committee of the Chinese People's Political Consultative Conference, stated that we should seize the opportunity to accelerate the development of new business formats and new models represented by digital trade, and create new growth poles that promote economic and social development.

Ji Lin said that on June 10 this year, the Beijing Municipal Party Committee and the People's Government of Beijing Municipality issued the Several Opinions on Accelerating the Cultivation and Growth of New Business Forms and New Models to Promote the High-quality Development of Beijing's Economy and five supportive documents, which, focusing on new infrastructure, new scenes, new consumption, new opening-up, and new services, put forward practical measures to expand new business formats and new models, and policy guarantee programs that are of high value. In the future, Beijing will further accelerate the construction of high-quality digital trade demonstration area and build a digital trade pilot zone relying on key areas such as Zhongguancun Software Park, national digital service export base, Jinzhan International Cooperation Service Area and Daxing Airport Area of Free Trade Zone. In addition, Beijing will fully promote all links of technology enabling production and trading such as blockchain, AI and big data, cultivate a batch of digital economy leading enterprises and unicorn enterprises with global influence and market leading and build a sustainable, stable, open and prosperous global digital trading system.
In terms of the intelligent and new energy automobile industry, at the "2020 Intelligent Technology and Industrial Development Forum" held during the 2020 CIFTIS, Liu Lihua, Deputy Director of the Economic Committee of the Chinese People's Political Consultative Conference and former Deputy Minister of the Ministry of Industry and Information Technology, pointed out that the artificial intelligence industry in China is under rapid development, and artificial intelligence is quickening its integration with all walks of life and fields. However, since there are still several weak links in the development of artificial intelligence, it is necessary to seize the opportunity of industrial transformation and promote the in-depth integration of artificial intelligence and the economy led by the intelligent technology industry. The conference also established the Intelligent Human-Machine Interaction Expert Committee and issued the Development Roadmap of Laws and Regulations on China's Intelligent Connected Vehicles.

At this CIFTIS, the "Beijing Hydrogen Energy Industry Policy and Project Release Event" was also specially held. Yin Yong, member of the Standing Committee of the Beijing Municipal Party Committee and Deputy Mayor of the People's Government of Beijing Municipality, said in his speech that the development of hydrogen cell vehicles is in line with the strategic positioning of the capital city, which will play a pivotal role in promoting high-quality and sustainable economic development. At present, the hydrogen cell vehicle industry in Beijing has seen a promising prospect in Sino-foreign cooperation, coordination between central and local governments, simultaneous development of production, education and research, and Beijing-Tianjin-Hebei connectivity. At the event, Jiang Guangzhi, member of the Party Group and Deputy Director of the Beijing Municipal Bureau of Economy and Information Technology, officially issued the Development Plan for the Hydrogen Cell Vehicle Industry in Beijing (2020-2025).
