Beijing Municipal Science & Technology Commission and the Administrative Commission of Zhongguancun Science Park recently issued the Implementation Measures for Capital Science and Technology Condition Platform and Science and Technology Innovation Voucher (Revised Edition), which came into effect on October 1. According to the Implementation Measures, technology-focused micro, small and medium-sized enterprises and entrepreneurial teams in Beijing's high-end, precision and sophisticated industries can apply for science and technology innovation vouchers, which entitle them to use the research facilities and instruments on the Capital Science and Technology Condition Platform.

The innovation vouchers are issued in digital form, granted periodically on designated website with a certain quantity, every voucher maximum value is 50,000 yuan, with an annual quota limit for every applicant unit. The vouchers can be used to purchase professional services such as analysis, testing, inspection, and research and development based on facilities and instruments of relevant opening institutions and rent their computing power resources for the training of large AI models. However, other business activities, such as compulsory and statutory testing that must be carried out in accordance with laws and regulations or mandatory standards, will not be covered.
During the 2023 China International Fair for Trade in Services (CIFTIS), the exhibition area for specialized and new enterprises was set up again at the Thematic Exhibition on Telecommunications, Computer & Information Services to highlight nearly 30 specialized and new enterprises under the theme "Specialized and New Enterprises, Future Stars". These enterprises showcased their latest achievements in cutting-edge technologies, such as computing chips, satellite remote sensing, AI, quantum computing, civil avionics, cybersecurity, superconducting technology, weak magnetic detection, metaverse, and the Internet of Things (IoT). Each of them has unique technologies and ranks top in their respective niche markets.

At the Forum on Future Industry Frontiers and Enterprise Innovation in New Development Paradigm held during this year's CIFTIS, Li Jinghai, academician of the Chinese Academy of Sciences and president of Beijing Association for Science and Technology, said that with a focus on high-end, precision and sophisticated industries in recent years, Beijing has fostered two trillion-yuan-level industrial clusters, namely a next-generation information technology cluster and a technology services cluster, and five hundred-billion-yuan-level industrial clusters, spanning medicine and health, intelligent equipment, AI, energy conservation and environmental protection, and integrated circuits. In addition, Beijing has gained distinct advantages in modern service industries such as finance, and ranks top among Chinese cities either in the number of national-level high-tech enterprises, specialized and new "Little Giant" enterprises, or unicorn companies.
The Beijing High-end, Precision and Sophisticated Industries Development Index Report compiled by Beijing Academy of Science and Technology was released at the forum. The report covers six dimensions: industrial foundation, structural optimization, innovation driven, efficiency improvement, low-carbon green, and open development, and it is the first time to construct comprehensive indexes for the development of Beijing's high-end, precision and sophisticated industries, evaluate and analyze the development level and achievements of these industries, thus helping Beijing evolve into an international scientific and technological innovation center.
