Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Establishing and Improving the Ecological Product Value-realization Mechanism ("Opinions" for short below). According to the Opinions, we should take the mechanism reform and innovation as the core, promote the ecological industrialization and industrial ecologilization, move faster to perfect the sustainable and market-based ways to realize the value of ecological products that feature government leadership and participation from enterprises and all social sectors, strive to build the policy and institutional system of turning lucid waters and lush mountains into invaluable assets, and develop a new model of ecological conservation with Chinese characteristics.

The Opinions put forward 19 specific measures from six aspects, including the establishment of a mechanism for investigating and monitoring ecological products, the establishment of a value evaluation mechanism for ecological products, the improvement of the mechanism for the management and development of ecological products, the improvement of the protection and compensation mechanism for ecological products, the improvement of the guarantee mechanism for realizing the value of ecological products, and the establishment of a mechanism to promote the value realization of ecological products.
According to the Opinions, China vows to establish a basic policy framework for value realization of ecological products, primarily build a relatively scientific value accounting system for ecological products, gradually improve the mechanism for ecological compensation and compensation for the damage to the ecosystem, and initially form the government assessment and evaluation mechanism for the realization of the value of ecological products by 2025. Problems related to measuring, mortgages, transactions, and value realization of ecological products will be effectively solved by 2025, an interest-oriented mechanism for environmental protection will take basic shape, and the ability to transform ecological advantages into economic advantages has been significantly enhanced.
A sound ecological product value-realization mechanism will be formed by 2035, a new model of ecological conservation with Chinese characteristics will be fully developed, and green production and a green way of life will be widely adopted in the country, which will provide strong support for the basic realization of the goal of building a beautiful China.
