The State Council requires that the cross-border e-commerce comprehensive pilot zones adhere to the new development concept, continue to deepen the reform of "streamlining administration, delegating more powers to lower-level governments and society, improving regulation and optimizing services", actively adapt to the new trend of industrial revolution, replicate and promote the mature experience and practices of the first three batches of comprehensive pilot zones, pilot VAT, consumption tax exemption and other related policies for cross-border e-commerce retail export, actively explore new experience and practices for the sound development of cross-border e-commerce across China through innovation, and advance high-quality development of trade.
