China's National Development and Reform Commission (NDRC) recently issued the Plans for the Modern Distribution System over the 14th Five-Year Plan Period. According to the Plans, by 2025, the distribution of commodities and resource elements will be smoother, trade and logistics facilities will be improved, and the domestic and international distribution networks and service systems will become more complete, the distribution modes will be further diversified, the distribution market entities will be more dynamic, the transport capacity and the financial credit support capacity will be significantly increased, the emergency guarantee capacity and green development level will be substantially enhanced, the circulation costs will further go down and the distribution efficiency will be greatly boosted. All in all, the fundamental, guiding and strategic role of the distribution system will be strengthened in the circulation of China's economy.

The Plans propose to develop a well-regulated and efficient modern distribution market. Specifically, aimed at cost-efficient free flow of commodities and resources, China will improve the unified market rules and system and build a diverse, uniform, open, fair and orderly, well-equipped and high-level modern distribution market. The country will also facilitate the integration and coordination of the trade, logistics and transportation markets, unleashing all their vitality. In addition, China will deepen the supply-side structural reform in the financial sector, ensure better credit management in the distribution ecosystem, and strengthen support for financial services and credit services in the ecosystem.
2021China International Fair for Trade in Services (hereinafter referred to as"CIFTIS") was held in China National Convention Center and ShougangPark from September 2 to September 7, with the theme of "Towards DigitalFuture and Service Driven Development". During this CIFTIS, a specialexhibition on supply chain and business services was organized under the theme"Innovation Services for Chains of All Things". The exhibition areais planned in the form of "1+4", where "1" represents theTheme Exhibition Area for Developing Beijing into an International ConsumptionCenter City, and "4" represents the Life Services Supply ChainExhibition Area, the Manufacturing Supply Chain Exhibition Area, the IntegratedSupply Chain Exhibition Area and the Business Services Exhibition Area,respectively. The highlights were COFCO's global industrial chain, CAG's newsupply chain operation mode integrating procurement, sales and logistics andbased on a digital and intelligent platform, FESCO's comprehensive smartservice APP, and China Postal Express & Logistics' UAVs and robotics.
In addition, the 2021 Beijing International Consumption Center Urban Forum themed "International Consumption Center" was held during this CIFTIS. At the Forum, Beijing released the Implementation Plan for Beijing to Cultivate an International Consumption Center City. It announced "ten special actions" such as developing new consumption landmarks, cultivating the consumer brand matrix, leading innovation in digital consumption, unleashing the consumption potential in cultural tourism, improving the quality of consumption in sports tourism, enhancing the level of education and healthcare consumption, increasing the amount and quality of consumption in the convention and exhibition industry, optimizing and upgrading the modern distribution system, providing a better consumption environment, and guaranteeing the consumption promotion mechanism in a bid to boost the upgrade and global appeal of Beijing consumption.
YanLigang, Director of Beijing Municipal Commerce Bureau, said at the Forum thatBeijing is striving to become an international consumption center city withglobal influence, competitiveness and reputation in five years or so. Beijingwill improve its position remarkably in the rankings of global citycompetitiveness by building two to three world-class business areas with annualconsumption amount of over 100 billion yuan each, and as a result, touristarrivals to the city will grow by more than 5% on average every year. Beijingwill also strengthen its role as a driving force, leader and innovator inglobal consumption, with consumption power exceeding 60%. Moreover, Beijingwill consolidate its hold on the global consumption chain, increase the numberof departure tax refund stores to around 800, and build at least onecomprehensive modern business area and one commercial pedestrian street in eachdistrict.
