Based on the “policies for work resumption” issued in August this year, Beijing Municipal Commission of Development and Reform sorted out 91 policies again on November 24 and launched Guidelines for the Application of Inclusive Industrial Policies in Beijing (Second Batch), so that more enterprises could benefit from these policies in a more practical and quick way.
The 91 involved policies mainly aim to help enterprises in Beijing better develop and expand based on the strategic opportunities of the National Integrated Demonstration Zone for Opening up the Services Sector and the Pilot Free Trade Zone, which focus on financial services, technology services, information services, cultural and creative industries, business services, elderly care and domestic service, etc.
To find an application note that you want, first of all, you need to find the industry and then search the policy name. It will only take you a few seconds. Instead of listing out boring policies provisions, the note highlights such key content as clients, requirements, service process, etc. in the format of a table. Finally, the service department and contact telephone number are also specified. If you have any questions, make a phone call.
The relevant responsible person of Beijing Municipal Commission of Development and Reform hoped that this new service model of “an application note corresponds to a policy” could help enterprises enjoy preferential policies quickly and conveniently and accelerate the implementation of government policies.

It’s reported that “policies for work resumption” have a total of 114 policies, including 20 municipal policies and 94 polices for districts and functional zones. The policies cover tax reduction, subsidies for enterprises, financial support, financing loan, promotion of development of enterprises, etc. Enterprises can search the Guidelines on the website of Beijing Municipal Commission of Development and Reform and such WeChat accounts as “Develop Beijing”, “Released by Beijing Tongzhou”, “ZGC E Service Platform”, etc.
The 2020 China International Fair for Trade in Services (hereinafter referred to as “CIFTIS”) was held in Beijing from September 4 to September 9 with the theme of “Global Services, Shared Prosperity”. Beijing drew global attention for announcing a major opening up initiative at this year’s CIFTIS. According to Chairman Xi Jinping’s remarks at the Global Trade in Services Summit of the 2020 CIFTIS, to better leverage Beijing’s role in spearheading the opening-up of China’s services sector, we will support the municipality in developing the National Integrated Demonstration Zone for Opening up the Services Sector. It will enable Beijing to take bigger, bolder steps as a trailblazer and gain more experience that would be replicable and scalable; we will also support Beijing in setting up a pilot free trade zone characterizing scientific and technological innovation, opening-up of the services sector, and digital economy. It will serve as a platform of high-standard opening-up for the coordinated development of the Beijing-Tianjin-Hebei region, and open up new horizons for reform and opening-up at a higher level.
At “Beijing Day” held at this year’s CIFTIS, Yan Ligang, Director of Beijing Municipal Commerce Bureau, introduced the three main characteristics of the National Integrated Demonstration Zone for Opening up the Services Sector:

Explore the model of “industry opening + park opening” with pioneering spirit. In terms of industries, we will continue to deepen reform and opening up in key areas of the service sector, and highlight Beijing’s strengths in technology innovation, digital economy and digital trade, finance, etc. For example, we will relax conditions for recognizing high-tech enterprises engaged in integrated circuit, artificial intelligence, biomedicine, key materials and other fields, and implement the policy that “when an enterprise is registered, it’s approved”; we will also accelerate the opening up of public data, and study systems related to intellectual property rights in digital trade. From the perspective of space, we will build a number of open parks and customize open innovation policies to support enterprises in innovation and entrepreneurship, Fintech, cultural tourism, etc.

Build a three-dimensional open system with an enterprising spirit in pursuit of the best. First, an institutional innovation system at the horizontal level. We will enhance innovation in trade and investment liberalization and facilitation, improvement of regulation and services, protection and application of intellectual property rights and other areas. Second, an element supply system at the vertical level. It’s aimed at promoting the cross-border flow of capital and data and improving the supply of talents, land and technology guarantee, etc. Third, an innovation system where opening up of the service sector is coordinated with the free trade zone. We will give full play to the advantages of the opening up of the service sector and the construction of the pilot free trade zone, and promote the opening up of the service sector and the construction of the pilot free trade zone in a coordinated manner.

For the first time, we will strengthen Beijing’s opening up policy in the field of taxation. For example, we will pilot preferential policies on the income tax of venture capital enterprises to support venture capital, and exempt corporate income tax for eligible enterprises in proportion to their individual shareholdings at the end of the year. As for technology transfer, we will focus on specific areas, pilot preferential policies on the income tax of technology transfer, raise the threshold of exemption of income tax for technology transfer from 5 million to 20 million Yuan, and appropriately relax the scope and conditions of technology transfer for tax benefits. With regard to tax benefits for overseas talents, we will implement preferential policies on personal income tax for overseas talents in specific areas.
