Innovative pilot reform measures to boost business environment

Recently, the General Office of the State Council issued a notice on promoting pilot reform measures on business environment innovation. According to the notice, in 2021, the State Council will carry out trials for innovation in the business environment in Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou and Shenzhen. Relevant localities and departments are required to conscientiously implement various pilot reform tasks, actively explore innovations, and work hard to reduce the burden, eliminate the bottlenecks and resolve difficult problems for entities, with remarkable results achieved, forming the pilot experience that is replicable and applicable. To further expand the effect of the reform and promote the overall improvement of the business environment nationwide, with the consent of the State Council, we have decided to introduce a range of pilot reform measures for innovation in the business environment across the country.

The reform measures mainly include: further eliminate unjustified restrictions such as regional segmentation and local protectionism (4 items); refining the mechanism for market entities to access and exit the market that are more open, transparent, standardized and efficient (9 items); continuously making investment and construction more convenient (7 items); providing more support for the innovative development of market entities (2 items); facilitating cross-border trade (5 items); maintaining fair competition order (3 items); further bolstering regulation and adopting new regulatory approaches (5 items); protecting the property rights and legitimate rights and interests of various market entities in accordance with the law (2 items); and optimizing regular services for enterprises (13 items).

As a demonstration area in Beijing for the reform and innovation of the business environment, Beijing Economic-Technological Development Area supports the "hard power" of development with the "soft environment" of business. During 2022 CIFTIS, a special press conference on the theme of the business environment in Beijing Economic-Technological Development Area was held, at which "the results of building Beijing Economic-Technological Development Area into a demonstration area in the reform and innovation of the business environment" and "the industrial development progress of Beijing Economic-Technological Development Area" were released, delivering its achievements regarding the business environment.

At the conference, Jiang Zhihui, Deputy Director General of the Economic Development Bureau of Beijing Economic-Technological Development Area (Beijing E-town), elaborated on the explorations and results of Beijing Economic-Technological Development Area in such six aspects as market access environment, industrial ecological environment, international cooperation environment, government service environment, urban living environment and legal protection environment.

There is no need to go to different departments and look for the people in charge when handling formalities? There are designated personnel for enterprise-related matters? The matter is addressed during one trip? Such a dynamic market access environment is realized as a result of Beijing Economic-Technological Development Area taking the lead in Beijing and in the country in exploring such reform measures as "one seal for approval", "notification and promise system", "one integrated license", "instant approval for the opening of cloned food chain stores" and "chief approval officer".

From the technology platform, automobile industry innovation experiment field, clinical trial platform, to the five-level industrial chain land supply mode, water, electricity, gas and heating guarantee, talent policy support, education hub, and then to the state-owned financing platform, Beijing Economic-Technological Development Area continues to make efforts to create a well-supported industrial ecological environment for enterprises.

In order to facilitate an unimpeded environment for international cooperation, Beijing Economic-Technological Development Area has not only built the "green channel" for exports - Bio-platform International Bio-Reagent Logistics Center, but also built a standard international talent community, constructed an overseas innovation center, and carried out trials of cross-border capital pools combining local and foreign currencies.

11 Beijing E-Town Enterprises Service Hubs allow government services to be accessed without leaving the town; trans-regional government services cooperation enables frequent matters to be "handled uniformly across provinces"; the Municipality's first smart government map on the app Shangyicheng has realized the query of more than 1,200 items and the handling of 103 items on the mobile... The efficient government service environment is constantly praised by enterprises and the masses. The favorable business environment has driven economic development and helped Beijing Economic-Technological Development Area to embark on a fast lane of development.
