Recently, the People's Government of Beijing Municipality unveils 60 specific measures to comprehensively improve its business environment. These measures span seven areas, namely promoting the coordinated development of the Beijing-Tianjin-Hebei region, creating an efficient, well-regulated market for fair competition, improving the legal environment of Beijing as a pacesetter in rule of law, fostering a free, enabling environment for investment and trade, providing thoughtful, efficient government services, building a smart, convenient digital society, and creating an open, inclusive cultural atmosphere.

In terms of trade and investment, it is necessary to expand the “single window” to the whole international trade chain by adding a service trade section, gradually introducing functions such as export tax rebates for service trade and fast customs clearance of goods for exhibitions.
It is required to launch a pilot program for the standardization of national service industry, timely summarize the achievements of innovative practices in the standardization, and formulate national standards for the services sector in alignment with international ones. The introduction of new models such as service trade proxy and overseas companies' active tax declaration will be explored in cross-border service trade.
It is essential to improve service mechanisms for cross-border data flow and other data processing. Efforts will be made to support the construction of cross-border data service centers and platforms in key areas such as pilot free trade zones and pilot zones for the practice of rules for data infrastructure and provide efficient services, including data export security assessment, personal data protection certification, and the filing of standards contracts for data export.
The 2023 China International Fair for Trade in Services (CIFTIS) took place in Beijing from September 2 to September 6. During the fair, the Forum on Development of Trade in Services was held around two themes: "Emerging Trends in the Opening-Up and Development of Trade in Services" and "Service Trade Facilitation". Yu Bin, vice president and member of the CPC Leadership Group of the Development Research Center of the State Council, said that to expand the institutional opening-up of the services sector and further facilitate service trade at a high level, China should deepen reform in three areas: refining the negative list management system, improving the post-establishment national treatment system for foreign investors, and creating a market-oriented, law-based and internationalized business environment.

Themed "China Service Industry, Global New Opportunity", Invest in China Year - The Promotion Conference on Greater Openness in the Services Sector was held during the 2023 CIFTIS. The conference took stock of the results of the comprehensive pilot program for greater openness in China's services sector, and displayed the new image of China amid opening up. Nine best practice cases for the year 2023 from the national comprehensive pilot program was released during the conference. These cases span areas such as financial innovation, green development, digital economy, healthcare, modern logistics, professional services, as well as the integration of modern services industries with advanced manufacturing, aiming to explore comprehensive solutions for the open development of relevant industries.

At the 2023 Beijing-Tianjin-Hebei Cross-Border Business Environment and Collaborative Development Forum held during the CIFTIS, a suite of innovative measures was unveiled, aimed at continuously deepening the collaborative reform of the business environment for trade across Beijing, Tianjin and Hebei. To be specific, the Beijing-Tianjin-Hebei Advisory Committee for the Business Environment at Ports will be established to further reform the business environment at ports in the three places; Beijing, Tianjin and Hebei will work together to comply with the cross-border trade evaluation by the World Bank; standards for the quality of customs clearance and logistics services at ports in Beijing, Tianjin and Hebei will be unified; services provided by intermediary agents for cross-border trade will be evaluated in cooperation; and customs clearance and logistics information will be shared by ports in the three places.
