A spokesperson of the Ministry of Commerce answered reporters’ questions at a regular press conference: In the first three quarters, China’s total imports and exports to “Belt and Road” countries were 14.32 trillion yuan in the first three quarters of this year, a year-on-year increase of 3.1 percent, accounting for 46.5 percent of China’s overall trade value. The General Administration of Customs recently issued the Announcement on Supporting Customs to Exempt Authorized Economic Operators in Comprehensive Bonded Areas from Submission of Guarantee for Delivery of Goods in Batches and Centralized Customs Declaration. The document said that an authorized economic operator (AEO) in a comprehensive bonded area may apply to the competent customs office in the area for the exemption from submission of guarantee when it conducts the business of delivering goods in batches and making centralized customs declaration.

1. Shanghai Issues Action Plan to Improve Single Window Services for China (Shanghai) International Trade

Shanghai Municipal Commission of Commerce and other two departments recently released the Action Plan on Single Window Intelligent Innovation for China (Shanghai) International Trade. The Plan proposes 28 key tasks in six aspects, aiming to create a new generation of “single window” on intelligent international trade with excellent global service capabilities in digital transformation, higher levels of port supervision and services, strong support for efficient links between international and domestic markets, and extensive international influence.

2. Shanghai Issues Plan to Promote Development of Producer Internet Service Platforms

Shanghai Municipal Commission of Economy and Informatization and Shanghai Municipal Commission of Commerce recently issued the Action Plan on Promoting the Development of Producer Internet Service Platforms Powered by Blockchain and Large Model Technologies. 3. Shanghai Releases Action Plan to Promote High-quality Development of Shanghai International Air Cargo Hub

4. Shanghai Issues Action Plan to Promote Development of Medical Robots Industry

Five departments including Shanghai Municipal Commission of Economy and Informatization recently issued the Shanghai Action Plan on Promoting Development of the Medical Robots Industry (2023-2025). The Plan proposes three development priorities and ten key tasks, aiming to make Shanghai a fount of technological innovation, a high-end manufacturing cluster, and a demonstration city of collaborative application by 2025, with the industrial capacity greatly improved, and the output value amounting to 10 billion yuan.

5. Shanghai Issues Three-year Action Plan for Digital Transition of Shanghai Free Trade Zone Bonded Area

The Bonded Area Office of China (Shanghai) Pilot Free Trade Zone Administration issued on October 31, 2023 the Three-year Action Plan for Digital Transition of the Bonded Area of the China (Shanghai) Pilot Free Trade Zone (2023-2025). The Plan aims to build a future-oriented, high-end, fully open, and collaborative digital park, consolidate digital infrastructure construction, improve the information sharing management system, enhance digital governance, extensively develop the digital economy, optimize the digital business environment, and gradually transform into a smart bonded area featuring open, coordinated and integrated development.

6 . Shanghai Releases Decision to Promote Development of Five New Towns

Q1: A spokesperson of the Ministry of Commerce answered reporters’ questions at a regular press conference: In the first three quarters, China’s total imports and exports to “Belt and Road” countries were 14.32 trillion yuan in the first three quarters of this year, a year-on-year increase of 3.1 percent, accounting for 46.5 percent of China’s overall trade value. What measures will be taken in the next stage to expand economic and trade cooperation with the “Belt and Road” countries?


A: We will deepen economic and trade cooperation with “Belt and Road” countries, and join hands with them to build an open world economy. We will work on four priorities:

The first is to build an economic and trade cooperation platform. We will work with relevant parties to promote the creation of a "Silk Road E-commerce" cooperation pilot zone, host important exhibitions such as the 6th China International Import Expo and the 2nd Global Digital Trade Expo, build a platform for economic and trade cooperation between “Belt and Road” countries, and share opportunities brought by the Chinese market. 

The second is to advance high-level opening up. China will lift restrictions on foreign investment in the manufacturing sector. We will follow international high-standard economic and trade rules, build higher-level free trade zones, and accelerate the construction of Hainan Free Trade Port. We will negotiate and sign free trade agreements and investment protection agreements with more “Belt and Road” countries. 

The third is to build more pragmatic cooperation projects. We will guide enterprises to build landmark projects and "small but beautiful" livelihood projects to accelerate economic development and improve people's livelihood. We will drive high-quality development of China-Europe freight trains, accelerate the construction of new international land and sea trade channels, and build a three-dimensional trade network under the Belt and Road Initiative. The fourth is to expand cooperation in emerging areas. We will expand the areas of investment and industrial cooperation, and encourage enterprises to explore cooperation in green infrastructure, green energy and green transportation. We will negotiate and implement investment cooperation agreements in green, digital and other fields with “Belt and Road” countries. Thank you.

Compliance Standards for Outbound Transfer of Data May Be Subject to Important Adjustments – An Interpretation of the Regulation on Standardizing and Promoting Cross-border Data Flow (Exposure Draft)

Fourth point: Compliance burden for outbound transfer of a small amount of personal information is greatly reduced

According to the Measures for the Security Assessment of Data Export and the Measures for Drafting Standard Contract for the Export of Personal Information, there are only two applicable standards for the outbound transfer of personal information, namely those who should apply for a security assessment on data transfer, and those who can enter into a standard contract for the transfer of personal information and secure personal information protection certification without the need to declare security assessment on data export.

Articles 5 and 6 of the Regulation on Standardizing and Promoting Cross-border Data Flow add a third level on the basis of adjusting the original two levels of applicable standards: there is no need to apply the three pathways. Moreover, Article 11 states that that the Regulation on Standardizing and Promoting Cross-border Data Flow shall prevail if there is any discrepancy with the Measures for the Security Assessment of Data Export, the Measures for Drafting Standard Contract for the Export of Personal Information and other relevant regulations.

Through the above comparison, we can find that the Regulation on Standardizing and Promoting Cross-border Data Flow no longer regards the identity of a data processor that processes personal information of more than one million people (Critical information infrastructure operators may be excluded due to Article 8) and whether it belongs to sensitive personal information as the judgment criterion, but simply based on the amount of personal information transferred abroad, and the threshold has been lowered. For instance, a data processor that transfers personal information of 100,000 people abroad within two years should apply for security assessment according to the original standards. Now it only needs to enter into a standard contract (Export of personal information of 100,000 people within two years corresponds to the expected export of personal information of 10,000 to 1,000,000 persons within one year); data processors that export personal information of less than 10,000 people within two years should enter into a standard contract, according to the original standards. After the standards are changed, there is no need to apply the three pathways. The change has greatly reduced the burden on data processors who only export a small amount of personal information as well as enterprises with small amounts of personal information to be exported. For data processors that process a large amount of personal information but only a small amount of information is actually exported abroad, the new standards can greatly reduce their pressure on security assessment.
