General application requirements

投资类：

Investment category:

符合下列条件之一的外国人，可以申请在华永久居留：

①在中国投资，实际交付的注册资金合计在200万美元以上（连续3年内不得低于该标准）的投资者；

②在中国中部地区投资，实际交付的注册资金合计在100万美元以上（连续3年内不得低于该标准）的投资者；

③在中国西部地区和国家扶贫开发工作重点县投资，实际交付的注册资金合计在50万美元以上（连续4年内不得低于该标准）的投资者；

④在国家颁布的《外商投资产业指导项目》鼓励类产业投资，实际交付的注册资金合计在50万美元以上（连续3年内不得低于该标准）的投资者。

Foreigners who meet one of the following conditions may apply for permanent residence in China:

① Investors who invest in China and have actually delivered a total registered capital of over 2 million US dollars (not less than this standard for three consecutive years);

② Investors who invest in central China and have actually delivered a total registered capital of over 1 million US dollars (not less than this standard for three consecutive years);

③ Investors who invest in western China and key counties for poverty alleviation and development work, with a total registered capital of over 500000 US dollars (not less than this standard for four consecutive years);

④ Investors who are encouraged to invest in industries under the "Foreign Investment Industry Guidance Project" issued by the state and have actually delivered a total registered capital of 500000 US dollars or more (not lower than this standard for three consecutive years).

Position category:

在以下5类单位中担任董事长、副董事长、总经理、副总经理等以上职务或者具有副教授、副研究员等副高级以上职称，连续任职满4年，4年内在中国境内居留累计不少于3年且纳税记录良好，并且遵守中国法律、身体健康、无犯罪记录的外国人，可以申请办理外国人永久居留：

Foreigners who have served as chairman, vice chairman, general manager, deputy general manager or above in the following five types of units, or have deputy senior titles or above, such as associate professor, associate researcher, etc., for four consecutive years, have resided in China for at least three years in total, have good tax records, and comply with Chinese laws, are healthy, and have no criminal records, can apply for permanent residence of foreigners:

1. 国务院各部门或者人民政府所属的科研机构或者具有行政管理性质或职能的事业单位

Research institutions affiliated with various departments of the State Council or the Municipal People's Government, or public institutions with administrative management nature or functions

2. 重点高等学校

Key higher education institutions

3. 执行国家重点工程项目或者重大科技项目的企事业单位

Enterprises and institutions implementing national key engineering projects or major scientific and technological projects

4. 高新技术企业、鼓励类外商投资企业、外商投资先进技术企业或者外商投资产品出口企业

High tech enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises, or foreign-invested product export enterprises

5. 国家实验室、国家重点实验室、国家工程实验室、国家工程研究中心、国家认定企业技术中心、国家工程技术研究中心和外商投资研发中心等7类科研机构。

7 types of scientific research institutions, including the National Laboratory, State Key Laboratory, National Engineering Laboratory, National Engineering Research Center, National Certified Enterprise Technology Center, National Engineering Technology Research Center and Foreign funded R&D Center.

亲属类：

Relatives category:

1. 符合申请要求的外籍人员的配偶及其未满 18 周岁的未婚子女：

Spouses of foreign nationals who meet the application requirements and their unmarried children under the age of 18

2. 符合下列所有条件的外国人，可以申请办理夫妻团聚人员的外国人永久居留证：

Foreigners who meet all the following conditions may apply for a permanent residence permit for those reunited with husband and wife:

①与中国公民（具有济南常住户籍的）或者在中国获得永久居留资格的外国人结婚的；

Married to a Chinese citizen (with permanent registered residence registration in Jinan) or a foreigner who has obtained permanent residence qualification in China;

②婚姻关系存续满5年的；

Marriage has been in existence for at least 5 years;

③在中国连续居留满5年，每年在中国居留不少于9个月；

Have resided continuously in China for at least 5 years and stay in China for no less than 9 months per year;

④有稳定的生活保障和住所的。

Having stable living security and housing.

3. 符合下列所有条件的外国人，可以申请办理亲子团聚人员的外国人永久居留证：

Foreigners who meet all of the following conditions can apply for permanent residence permits for parents and children reunions:

①父母一方或双方为中国公民（具有济南常住户籍的）

If one or both parents are Chinese citizens (with permanent registered residence in Jinan).

②未满18周岁且未婚；

Under-18 years old and unmarried;

③经国籍审定具有外国国籍的。

Those who have obtained foreign nationality through nationality verification.

4. 符合下列所有条件的外国人，可以申请办理亲属投靠人员的外国人永久居留证：

Foreigners who meet all of the following conditions may apply for permanent residence permits for foreigners whose relatives seek refuge:

①在境外无直系亲属，投靠境内直系亲属的；

Those who have no direct relatives abroad and seek refuge with direct relatives within the country;

②年满60周岁的；

Those who are over 60 years old;

③在中国连续居留满5年，每年在中国居留不少于9个月；

Have resided continuously in China for at least 5 years and stay in China for no less than 9 months per year;

④有稳定的生活保障和住所的。

特殊申请政策

Special Application Policy

高薪任职类：

High paying positions:

在中国境内工作的外国人，连续工作满4年、每年实际居住不少于6个月，工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的六倍，年缴纳个人所得税不低于工资性年收入标准的20%，并且遵守中国法律、身体健康、无犯罪记录的外国人，经现工作单位推荐可以申请办理外国人永久居留，其外籍配偶和未成年子女可随同申请。

Foreigners working in China, who have worked continuously for 4 years and actually lived for at least 6 months each year, whose annual wage income is not less than six times the average wage of urban employees in the region where they worked in the previous year, and whose annual personal income tax payment is not less than 20% of the annual wage income standard, and who comply with Chinese laws, are healthy, and have no criminal record, can apply for permanent residence of foreigners upon the recommendation of their current work units, and their foreign spouses and minor children can apply with them.

Foreign Chinese PhD

在中国境内工作的外籍华人，具有博士研究生学历或在国家重点发展区域连续工作满4年、每年实际居住不少于6个月，可向公安机关出入境管理部门申请在华永久居留。

Foreign Chinese working within the territory of China who hold a doctoral degree or have worked continuously in key national development areas for at least 4 years and have actually resided in China for no less than 6 months per year may apply for permanent residency in China from the exit and entry management department of the public security organs.
