General application requirements
①在中国投资，实际交付的注册资金合计在200万美元以上（连续3年内不得低于该标准）的投资者；
②在中国中部地区投资，实际交付的注册资金合计在100万美元以上（连续3年内不得低于该标准）的投资者；
③在中国西部地区和国家扶贫开发工作重点县投资，实际交付的注册资金合计在50万美元以上（连续（四）年内不得低于该标准）的投资者；
④在国家颁布的《外商投资产业指导项目》鼓励类产业投资，实际交付的注册资金合计在50万美元以上（连续3年内不得低于该标准）的投资者。
Foreigners who meet one of the following conditions may apply for permanent residence in China:
① Investors who invest in China and have actually delivered a total registered capital of over 2 million US dollars (not less than this standard for three consecutive years);
② Investors who invest in central China and have actually delivered a total registered capital of over 1 million US dollars (not less than this standard for three consecutive years);
③ Investors who invest in western China and key counties for poverty alleviation and development work, with a total registered capital of over 500000 US dollars (not less than this standard for four consecutive years);
④ Investors who are encouraged to invest in industries under the "Foreign Investment Industry Guidance Project" issued by the state and have actually delivered a total registered capital of 500000 US dollars or more (not lower than this standard for three consecutive years).

在以下5类单位中担任董事长、副董事长、总经理、副总经理等以上职务或者具有副教授、副研究员等副高级以上职称，连续任职满4年，4年内在中国境内居留累计不少于3年且纳税记录良好，并且遵守中国法律、身体健康、无犯罪记录的外国人，可以申请办理外国人永久居留：
Foreigners who have served as chairman, vice chairman, general manager, deputy general manager or above in the following five types of units, or have deputy senior titles or above, such as associate professor, associate researcher, etc., for four consecutive years, have resided in China for at least three years in total, have good tax records, and comply with Chinese laws, are healthy, and have no criminal records, can apply for permanent residence of foreigners:
1. 国务院各部门或者上海市人民政府所属的科研机构或者具有行政管理性质或职能的事业单位 Research institutions affiliated with various departments of the State Council or the Shanghai Municipal People's Government, or public institutions with administrative management nature or functions |
2. 重点高等学校（“211工程”学校以及第一批招生录取高校） Key higher education institutions ("211 Project" schools and the first batch of admitted universities) |
3. 执行国家重点工程项目或者重大科技项目的企事业单位 Enterprises and institutions implementing national key engineering projects or major scientific and technological projects |
4. 高新技术企业、鼓励类外商投资企业、外商投资先进技术企业或者外商投资产品出口企业 High tech enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises, or foreign-invested product export enterprises |

1. 符合申请要求的外籍人员的配偶及其未满 18 周岁的未婚子女
Spouses of foreign nationals who meet the application requirements and their unmarried children under the age of 18

2. 符合下列所有条件的外国人，可以申请办理夫妻团聚人员的外国人永久居留证： Foreigners who meet all the following conditions may apply for a permanent residence permit for those reunited with husband and wife:
①与中国公民（具有深圳常住户籍的）或者在中国获得永久居留资格的外国人结婚的；
Married to a Chinese citizen (with permanent registered residence registration in Shenzhen) or a foreigner who has obtained permanent residence qualification in China;
Marriage has been in existence for at least 5 years;
③在中国连续居留满5年，每年在中国居留不少于9个月；
Have resided continuously in China for at least 5 years and stay in China for no less than 9 months per year;
Having stable living security and housing.

3. 符合下列所有条件的外国人，可以申请办理亲子团聚人员的外国人永久居留证：
Foreigners who meet all of the following conditions can apply for permanent residence permits for parents and children reunions:
One or both parents are Chinese citizens (with permanent registered residence registration in Shenzhen)
Under-18 years old and unmarried;
Those who have obtained foreign nationality through nationality verification.

4. 符合下列所有条件的外国人，可以申请办理亲属投靠人员的外国人永久居留证：
Foreigners who meet all of the following conditions may apply for permanent residence permits for foreigners whose relatives seek refuge:
Those who have no direct relatives abroad and seek refuge with direct relatives within the country;
Those who are over 60 years old;
③在中国连续居留满5年，每年在中国居留不少于9个月；
Have resided continuously in China for at least 5 years and stay in China for no less than 9 months per year;
Having stable living security and housing.

Special Application Policy
高薪任职类：
High paying positions:
在中国境内工作的外国人，连续工作满 4 年、每年实际居住不少于 6 个月，工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的六倍，年缴纳个人所得税不低于工资性年收入标准的 20%，并且遵守中国法律、身体健康、无犯罪记录的外国人，经现工作单位推荐可以申请办理外国人永久居留，其外籍配偶和未成年子女可随同申请。
Foreigners working in China who have worked continuously for 4 years and have actually lived for at least 6 months each year, whose annual wage income is not less than six times the average wage of urban employees in the region where they are located in the previous year, and whose annual personal income tax paid is not less than 20% of the annual wage income standard, can apply to the exit and entry administration department of the public security organ for permanent residence in China, and their foreign spouses and minor children can apply with them.
博士类：

具有博士研究生以上学历且持工作类居留许可在深圳企业工作的外国人。
Foreigners with doctoral degree or above and holding work type residence permit to work in Shenzhen enterprises.
外籍华人：
Foreign Chinese:
持工作类居留许可在深圳企业连续工作满4年、每年在中国境内实际居住累计不少于6个月的外籍华人。
Foreign Chinese who hold a work residence permit and have worked continuously in Shenzhen enterprises for at least 4 years, and have actually resided in China for a cumulative period of no less than 6 months per year.
其他人才类：

符合外籍高层次人才认定标准的外国人，经中国（广东）自由贸易试验区深圳前海蛇口片区管理委员会推荐（出具《广东省重点发展区域外籍高层次人才申请在华永久居留推荐函》）或深圳市政府推荐（出具《珠三角自主创新示范区9市或揭阳中德金属生态城外籍高层次人才申请永久居留证推荐函》，可以申请办理外国人永久居留。
Foreigners who meet the recognition criteria for high-level foreign talents can apply for permanent residence of foreigners after being recommended by the Administration Committee of Qianhai Shekou District, Shenzhen, China (Guangdong) Pilot Free Trade Zone (with the Letter of Recommendation for Foreign High level Talents in Key Development Regions of Guangdong Province to Apply for Permanent Residence in China) or recommended by the Shenzhen Municipal Government (with the Letter of Recommendation for Foreign High level Talents in Independent Innovation Demonstration Zone 9 in the Pearl River Delta or Jieyang Sino German Metal Eco City to Apply for Permanent Residence Permit).

对在深圳创新创业团队的外籍成员和企业选聘的外籍技术人才，根据人才积分评估标准，达到一定分值的外国人，凭广东省自贸办或深圳市外专局出具的相关积分评估证明函，可以申请办理外国人永久居留。
For foreign members of the innovation and entrepreneurship team in Shenzhen and foreign technical talents selected by enterprises, foreigners who have reached a certain score according to the talent score evaluation criteria can apply for permanent residence of foreigners with the relevant score evaluation certificate issued by Guangdong Free Trade Office or Shenzhen Municipal Foreign Affairs Bureau.
