Crossing mountains and oceans, a new chapter
between Chongzhou and Barcelona begins
五月初夏的崇州莺燕啾啾，翠绿葱葱，罨画池旁垂柳依依，街子古镇熙熙攘攘。此时，在千里之外的西班牙巴塞罗那，海鸟悠闲地乘着习习微风，畅游在刚被太阳染出金黄的海岸线上。
In May Chongzhou flows with the vibrant energy of spring, while thousands of miles away on the coastline of Barcelona, the seagulls and foamy sea air bring with them an atmosphere of their own.
今年正值中西建交50周年，2023年5月17日老外HERE国际项目组助力崇州市云联巴塞罗那市政厅，开展了一场有关《崇州市与巴塞罗那市关于历史文化古迹保护及住房保障》的线上活动，并为双方今后的交流合作达成了初步共识。
This year is the 50th anniversary of the establishment of diplomatic relations between China and Spain. On May 17, 2023, the LAOWAI HERE International Project Team assisted Chongzhou City and Barcelona City to start an online dialogue on the Protection of Historical and Cultural Monuments and Housing Supply and Support and reached a preliminary consensus for future exchanges and cooperation between the two sides.
巴塞罗那住建部国际关系部经理爱德华（Eduard Cabre Romans）应邀参加线上交流，崇州市外事办和崇州市住房和城乡建设局相关同志参与座谈。
Manager of the international relations department of Barcelona municipal institute of housing and renovation, Eduard Cabre Romans, was invited to participate in the online exchange, and relevant officials of the Chongzhou Foreign Affairs Office and Chongzhou Housing and Urban-Rural Development Bureau participated in the discussion.
崇州市外办外事科首先向巴塞罗那市政厅介绍了崇州市情况，崇州是四川省首批历史文化名城，各级各类文物资源非常丰富，诸如罨画池、双河遗址、紫竹遗址等也被列为国家级文物保护单位。巴塞罗那市国际关系部同样介绍了巴塞罗那的情况，尤其是作为历史文化名城，巴塞罗那历史文化资源也是颇为丰富，圣家堂、奎尔公园、米拉之家等等享誉全球。
A Chongzhou official firstly introduced the overview of Chongzhou City to Barcelona participants. Chongzhou is part of the first batch of historical and cultural cities in Sichuan Province, and is rich in various types of cultural relics at all levels, such as the Yanhuachi Garden, Shuanghe Ruins and Zizhu Ruins, all of which are also listed as national cultural relics protection units. The International Relations Department of Barcelona City also introduced Barcelona, especially as a famous historical and cultural city. Barcelona, likewise, is rich in historical and cultural resources, such as Sagrada Familia, Parque de la Querelle, Casa de la Mira and so on are famous all over the world.
在此次对话的第二部分，双方住建部在民生住房保障领域又掀起了另一波对话高潮。虽然双方地理环境、人口基数、行政区划、产业侧重各有不同，但是双方政府都在保障型住房政策上给了当地居民很大的支持。当然两地也各有特色，比如崇州市住建局科长贾水学介绍了崇州向城市紧缺人才提供租售型人才公寓，为深入实施人才优先发展战略和人才强市战略营造了良好的发展环境；而在另一边巴塞罗那住建部Eduard Cabré Romans介绍其借助当地发达的旅游产业，大力扶持旅游型住房供应，营造了“游有所住，住地可游”的营商环境。
During the second part of this dialogue, the two sides set off another wave of dialogue in the field of livelihood housing security. Although both sides have different geographic environments, population bases, administrative divisions and industrial focuses, both governments have given great support to local residents in terms of their subsidized housing policies. For example, Mr. Jia Shuixue, Chief of the Housing and Urban Development Bureau of Chongzhou City, revealed that Chongzhou provides rental and sales apartments for in-demand talents in the city. This creates a welcoming development environment, allowing for the in-depth implementation of the strategy of prioritizing the development of talents and the strategy of strengthening the city. While on the other side, Eduard Cabré Romans, the Ministry of Housing and Urban Development of Barcelona, introduced that with the help of the developed tourism industry in the city, it vigorously supports the supply of tourism-oriented housing, so to create a business environment of "accommodation for tourists and residence for tourists".
值得一提的是，巴塞罗那住建部Eduard Cabré Romans介绍巴塞罗那市政厅每年都会举办国际社会住房节（ISHF），今年将重点关注从成熟和新兴的住房系统中吸取的经验教训，以应对世界各地新出现的社会和经济挑战，吸引了来自欧洲大陆其他地区、亚洲、拉丁美洲和北美洲各国的广泛参与。会后，巴塞罗那方还邀请崇州市参与这场国际对话与辩论，一起寻找这些问题的答案。
Notably, Eduard Cabré Romans introduced the International Social Housing Festival (ISHF) that Barcelona City Hall organizes every year and this year will focus on experiences and lessons learned from established and emerging housing systems to address emerging social and economic challenges around the world, attracting a wide range of countries from other parts of the European continent, Asia, Latin America and North America. Following the conference, the Barcelona party also invited the city of Chonzhou to participate in this international dialogue and debate to find answers to these questions together.
今天这次云端对话开启了崇州对外交流的新篇章，同时也为巴塞罗那进一步走进中国、走进崇州建立了新的路径。会后，双方还积极通过邮件在旅游型住房运营、各地对低收入人群住房扶持政策、以及空置住房合理利用等方面进行线上对答。同时，双方也希望今后能够在园林农业、友城牵手、文旅往来等诸多领域形成更多链接。
This cloud dialogue opened a new chapter in Chongzhou's foreign exchange and also established a new path for Barcelona to further enter China and Chongzhou. After the meeting, the two sides also actively engaged in online Q&A through emails on tourism-based housing operations, local policies to support housing for low-income people, and the rational use of vacant housing. At the same time, both sides also hope to form more links in the future in many fields such as garden agriculture, friendly city hand-in-hand, and cultural and tourism exchanges.
