Announcement on the collection of the 5th group of Keqiao Talents Plan (Special Entrepreneurship Project for Foreign Talents ) in 2020

为加快浙江（绍兴）外国高端人才创新集聚区全面提升发展，吸引更多优秀外国人才集聚，经研究，决定开展2020年第五批“柯桥英才计划”项目（外国人才创业专项）征集。

In order to accelerate the all-round development of Zhejiang (Shaoxing) High-level Foreign Expert Innovation Center and attract more outstanding foreign talents to gather together, the collection of the 5th group of Keqiao Talents Plan (Special Entrepreneurship Project for Foreign Talents ) in 2020 has been decided after research.

浙江（绍兴）外国高端人才创新集聚区于2017年11月4日揭牌成立，是全省首个专项集聚外国高端人才的创新平台。集聚区以浓郁的欧洲风情作为建设基调，拥有外国人才服务中心、外文书吧、进口食品便利店、音乐广场、西餐厅等外国人才所需的生活配套，集聚区以“政府政策扶持+第三方市场化运营+科研成果区域内转化”为运作模式，全面打造集“人才引进、技术研发、成果转移、后勤保障”四位一体的全省一流国际人才社区。2018年成功入选“浙江对外开放40周年标志性事件”，2019年成为首批“浙江院士之家”。

Zhejiang (Shaoxing) High-level Foreign Expert Innovation Center was inaugurated on November 4, 2017. It is the first special innovation platform for gathering foreign high-end talents in the Zhejiang Province. Taking the strong European flavor as the construction keynote, the Innovation Center has been equipped with necessary living facilities for foreign talents, such as a one-stop service center, a foreign language book bar, a convenience store for imported food, a music plaza and a western restaurant. Based on the operation mode of "government policy support + third-party marketization operation + intra-regional transformation of scientific research achievements", the Innovation Center comprehensively creates a first-class international talent community in Zhejiang Province integrating talent introduction, technology research and development, achievement transfer and logistics support. In 2018, the Innovation Center was selected as the landmark event of the 40th anniversary of Zhejiang's opening to the outside world, and in 2019, it became the first batch of Zhejiang Academician Town.

一、项目领域和类别

围绕人工智能、电子信息、创意设计等产业方向，拥有稳定团队、自主知识产权和核心技术的非华裔创业人才，包括外国大学生、外国创业人才、海外工程师、海外院士和专家，并来我区注册创（领）办高新技术企业。

Focusing on the direction of artificial intelligence, electronic information, creative design and other industries, non-Chinese entrepreneurial talents with stable teams, independent intellectual property rights and core technologies, including foreign university students, foreign entrepreneurial talents, overseas engineers, overseas academicians and experts, come to our district to register and establish (lead) high-tech enterprises.

二、项目条件

项目负责人一般应具有学士及以上学位；

The project leader should have a bachelor's degree or above;

年龄一般不超过60周岁（1960年9月1日以后出生）。

Generally under the age of 60 (born after September 1, 1960).

创业团队应包括1名负责人人和至少3名核心成员，负责人及至少1名核心成员一般应有创业经历或在国内外知名企业任职3年以上，有突出的研究成果或成果转化业绩，有较强的经营管理能力;

The entrepreneurial team shall include a person in charge and at least 3 core members. The person in charge and at least 1 core member shall generally have entrepreneurial experience or have worked in a well-known enterprise at home and abroad for more than 3 years, have outstanding research achievements or achievements transformation performance, and have strong operation and management ability;

申报人拥有自主知识产权，技术成果具有国际国内领先水平，并处中试或产业化阶段，目标产品市场前景较好;

The applicant has independent intellectual property rights, the technical achievements are of the leading level at home and abroad, and the target product has a good market prospect;

申报人为所在企业主要创办人且为第一大股东，自有资金（含技术入股）或跟进的风险投资占创业投资的30%以上，一家企业只能申报一名创业人才;

The applicant is the main founder and the largest shareholder of the company, and the self-owned capital (including technology investment) or venture capital follow-up accounts for more than 30% of the venture capital, and a company can only declare one entrepreneurial talent;

申报人所创办企业为在发布公告前落户柯桥一年内的企业（以工商注册登记为准），或尚未落户但承诺在项目通过评审后3个月内完成企业工商注册的。

The enterprise founded by the applicant is one year (subject to industrial and commercial registration) settled in Keqiao before the announcement, or has not settled in Keqiao but promises to complete the enterprise industrial and commercial registration within 3 months after the project passes the evaluation.

对特别优秀或紧缺急需人才，在年龄、学历、职务（职称）等三项条件上可适当放宽，但破格不得超过一项。如已入选市级以上人才计划，不再列入申报对象。

For especially excellent or urgently needed talents, the three conditions, such as age, educational background and position (professional title), may be appropriately relaxed, but no more than one exception may be made.If you have been selected into the talent program at or above the municipal level, you will not be included in the application.

三、支持政策和相关待遇

1.创业启动资助

Start-up financing for business

对入选的创业类项目，完成企业注册且项目启动后，先给予10%的快速启动资助；项目正常启动且累计投入达到项目资助总额的40%后拨付40%的项目资助；创业人才自有资金及风投资金实际投入或累计销售额达到政策资助总额后拨付剩余的50%项目资助。

For the selected entrepreneurial projects, after the completion of enterprise registration and the start of the project, the rapid start of 10% of the funding will be given; Allocate 40% of the project subsidy after the project is started normally and the accumulative input reaches 40% of the total project subsidy;After the actual investment of self-owned capital and venture capital or the accumulated sales amount reaches the total amount of policy support, the remaining 50% of project support will be allocated.

2.金融扶持 Financial support

在最高1000万元贷款额度内，按一年期基准利率给予2年全额贴息（含“风险池”贷款）。

Within the maximum loan line of 10 million yuan, full discount interest for 2 years (including "risk pool" loan) will be given according to one-year benchmark interest rate.

3.销售奖励 Sales reward

创业人才创办企业自成立5年内，每年给予纳税销售1%的奖励，累计奖励不超过500万元。

Within 5 years since the establishment of the enterprise, entrepreneurial talents will be given 1% of tax sales every year, and the cumulative reward shall not exceed 5 million yuan.

4.购房补贴 Housing subsidy

根据《关于加强柯桥区高层次人才队伍建设打造人才生态最优区的若干意见》（区委〔2020〕7号）等文件，人才满足条件可享受相应的购房补贴。

According to the Opinions on Strengthening the Construction of High-level Talent Team in Keqiao District and Creating an Ecological Optimal Area for Talent (District Committee [2020] No.7) and other documents, talents who meet the conditions can enjoy the corresponding housing subsidy.

5.场地支持 Site support

创业人才创办企业，自成立起3年内提供一定的创业场地租金补贴，年租金不超过7.5万元的按实补助，超出7.5万元部分按照50%给予补贴，每年最高不超过15万元；创业创新绩效良好的再给予3年支持。

Entrepreneurial talents who start an enterprise shall provide a certain amount of rent subsidy for entrepreneurial sites within three years since its establishment. If the annual rent does not exceed 75,000 yuan, it will be subsidized according to the actual situation. If the annual rent exceeds 75,000 yuan, 50% of the subsidy will be given, with a maximum of 150,000 yuan per year. For those who have good performance in entrepreneurship and innovation, they will be given another three years of support.

6.生活津贴 Living allowance

对新引进到外国高端人才创新集聚区企业工作、签订1年以上劳动合同的外国人才（含外国创业人才本人），给予1至3万元生活津贴，享受期最长3年。

For the newly introduced foreign talents (including the foreign entrepreneurial talents) who work in the High-level Foreign Expert innovation Center and sign labor contracts for more than one year, they will be given a living allowance of 10,000 to 30,000 yuan, with a maximum of three years.
