外国人想要在中国合法工作，就必须依法取得工作许可证及工作类居留许可，我们所熟知的工作许可证期限大都为1年，那对于一些有短期工作需求的外国人来说该怎么办呢？是否有适合这类外国人短期工作的申请呢？答案是肯定的。根据相关《外国人入境完成短期工作任务的相关办理程序（试行）》规定，外国人入境完成短期工作任务，且在境内停留不超过 90 日的，需申请“外国人来华工作许可（90日及以下）”。
申请外国人来华工作
（90日及以下）的人员范围
（一）外国人入境完成短期工作任务，指因下列事由入境，且在境内停留不超过90日的：
1.到境内合作方完成某项技术、科研、管理、指导等工作；
2.到境内体育机构进行试训（包括教练员、运动员）；
3.拍摄影片（包括广告片、纪录片）；
4.时装表演（包括车模、拍摄平面广告等）。
（二）以下情形不视为完成短期工作任务：
1.购买机器设备配套维修、安装、调试、拆卸、指导和培训的；
2.对在境内中标项目进行指导、监督、检查的；
3.派往境内分公司、子公司、代表处完成短期工作的；
4.参加体育赛事的（包括运动员、教练员、队医、助理等相关人员。但根据国际体育组织要求，经我国主管部门批准，持注册卡入境参赛等情况除外）；
5.入境从事无报酬工作或由境外机构提供报酬的义工和志愿者等。
具有1、2、3、4情形，且停留时间不超过90日的，应当申请办理M字签证；具有5情形，且停留时间不超过90日的，应当申请办理F字签证。上述第（一）条、第（二）条第1、2、3、5项所列人员每次入境停留时间超过90日的，均应申请外国人来华工作许可（来华工作90日以上）。

Foreigners entering the country to complete short-term work tasks refer to those who enter the country for the following reasons and stay in the country for no more than 90 days:
1.To complete technical, science research, management, advisory jobs, etc. with their partner in China;
2.To conduct trial training for sports in China (including coaches and athletes) ;
3.Photographing (including advertisements and documentaries) ;
4.Fashion Show (including car models, shooting print advertisements, etc.).
The following situations are not considered as the completion of short-term work tasks:
1.Purchasing machinery and equipment for supporting maintenance, installation,commissioning, disassembly, guidance and training;
2.Guiding, supervising and inspecting the winning projects in China;
3.Dispatched to domestic branches, subsidiaries and representative offices to complete short-term work;
4.Those who participate in sports events (including athletes, coaches, team doctors, assistants and other relevant personnel. However, according to the requirements of international sports organizations and with the approval of China's competent authorities, they enter the country with registration cards);
5.Volunteers and volunteers who enter the country for unpaid work or are paid by overseas institutions.
Those who have the conditions of 1, 2, 3 and 4 and stay for no more than 90 days shall apply for M visa; Those who have meet the condition of 5 and stay for no more than 90 days shall apply for F visa. Those listed in the first and Items 1, 2, 3, 5 of the second who stay in China for more than 90 days each time shall apply for work permit in China (Working Period of More Than 90 Days).
申请外国人来华工作许可
（90日及以下）所需材料
（一）网上申请在线提交信息：
1.外国人来华工作许可申请表，承诺本人无犯罪记录；
2.工作合同、项目合同、合作协议（外文资料须翻译成中文并加盖公章），包括申请人姓名、国籍、工作地点、工作期限、工作内容，并列明所有工作地点和入境次数，用人单位应注明邀请外国人的费用安排，对邀请行为的真实性作出承诺并对被邀请外国人在华费用支付等进行担保；
3.有效护照或其他国际旅行证件复印件；
4.申请完成专业技术工作任务的外国人，应按国家规定提供相关学历或技术（职业）资格证明文件的复印件，外文资料须翻译为中文后加盖用人单位公章；
5.委托专门服务机构代办的，需提交用人单位授权委托书，明确受委托单位及具体受委托人、委托事项，并填写受委托人身份证号及联系电话；
6.我国法律法规规定应由行业主管部门前置审批或具备我国相应准入类职业资格的，还应提供行业主管部门批准文书或职业资格证明。
（二）办理时限：10个工作日。
（三）收费依据：不收取费用。

5.entrusted by a specialized service agency, the authorized letter of the employer shall be submitted, the entrusted unit and the specific principal and entrusted matters shall be clearly defined, and the ID number and contact telephone number of the client shall be filled out;
6.If China's laws and regulations require the pre-approval of the competent department of the industry or have the corresponding access vocational qualification in China, the approval document or vocational qualification certificate of the competent department of the industry shall also be provided.

办理注意事项
1.申请入境完成专业技术工作任务的外国人，应按国家规定提供相关学历或技术（职业）资格证明原件。如：外国医师入境完成短期任务，应按照《外国医师来华短期行医暂行规定》规定，邀请方必须为在华医疗机构，外国医师应取得《外国医师短期行医许可证》；
2.外国人入境完成工作任务的地点涉及两个或以上地区的，应填写全部工作任务地点及工作单位名称"一栏中注明；
3.境内合作方为两个以上的情况，需同时提交境内其它合作单位的登记证明、组织机构代码证和中外双方合作协议或项目合同；
4.中外双方合作协议或项目合同中应包括申请人姓名、国籍、护照号码、工作职务、工作内容、工作地点、工作期限等信息。
要注意的是，停留期限不超过30天，这种情况持使馆批发的Z字签（职业签证）入境，签证到期前出境即可。停留期在30天以上90天（含90天）以内，申请人持Z字签入境后，还需转为与工作许可相同期限的工作类居留许可，然后可在有效期内停留工作。
对于一些来华进行短期工作的外籍人员，只需要办理短期来华工作许可即可。短期来华工作许可没有那么繁琐的资料要求，并且办理起来也快很多。
Matters Needing Attention
1.Foreigners applying for entry to complete professional and technical tasks shall provide the original of relevant academic or technical (vocational) qualification certificates in accordance with national regulations. For example, when foreign doctors enter the country to complete short-term tasks, they shall, in accordance with the Interim Provisions on short-term medical practice of foreign doctors in China, the inviting party must be a medical institution in China, and foreign doctors shall obtain the short-term medical practice license of foreign doctors;
2.If the place where foreigners enter and complete their work tasks involves two or more regions, they shall fill in the column of "all work locations and work unit names";
3.If there are more than two domestic partners, the registration certificate, organization code certificate and Sino foreign cooperation agreement or project contract of other domestic partners shall be submitted at the same time;
4.The cooperation agreement or project contract between the Chinese and foreign parties shall include the applicant's name, nationality, passport number, job title, work content, work place, work period and other information.
It should be noted that, the duration of stay shall not exceed 30 days, in which case the applicant shall enter the country with Z (occupation visa/or we call work visa) issued by the embassy, and leave the country before the expiration of the visa.The period of stay is more than 30 days but within 90 days (including 90 days). After entering the country with Z visa, the applicant shall be transferred to a work residence permit of the same duration as his short-term work permit, and then may stay and work within the valid period.
For those foreigners who just come here for short-term work, they can apply a short-term work permit, which is easier to apply with fewer documents, and the process is much faster.
