Shanghai aims to reach $32 billion in imports and exports of cultural products and services by 2027, according to an action plan released in Dec.
The Action Plan for Promoting the Innovative Development of Cultural Trade in Shanghai was jointly issued by the Shanghai Municipal Commission of Commerce, the Publicity Department of the Communist Party of China Shanghai Municipal Committee, the Shanghai Municipal Administration of Culture and Tourism, and the Shanghai Administration of Sports.
Enhancing imports of premium cultural products
To enrich its cultural offerings, the city plans to attract top-tier international art
exhibitions, theatrical performances, and concerts, and facilitate the hosting of world-class esports competitions.
Major international exhibitions will be encouraged to take place at local art galleries and museums, while cultural enterprises will receive support to import high-quality overseas content such as animation and documentaries.
The city will also encourage trial screenings of overseas games and films not yet released in China during international festivals.
Shanghai will streamline the cross-border movement of cultural relics and artworks through efficient logistical channels.
The plan includes building bonded warehouses for cultural products in the Waigaoqiao Free Trade Zone to support bonded exhibition within the zone and bonded transactions outside it.
Furthermore, the city will leverage the tax-free import policy for cultural relics and artworks sold at the China International Import Expo to support imports.
Developing major cultural events
The city will continue to host flagship events like the ChinaJoy Digital Entertainment Expo and the Global Esports Games while nurturing its own brands, such as the Shanghai Esports Masters and the China Game Development Conference.
Efforts will be made to strengthen its role as an international copyright trading platform of the China Shanghai International Children's Book Fair and the Shanghai International Art Book Fair.
Additionally, the West Bund Art & Design Fair in Xuhui district will expand its display and trading of global modern and contemporary art masterpieces, including paintings, sculptures, installations, and video art.
Boosting exports of popular cultural products
The plan highlights three popular cultural formats with strong potential for overseas expansions: games, online literature, and micro-short dramas.
Games: Enterprises will be encouraged to incorporate Chinese cultural elements into original products and to establish global distribution platforms.
Online Literature: The city will accelerate the "going global" of high-quality domestic online literature while encouraging the development of global digital reading platforms that attract both domestic and overseas original works, creating a two-way cultural exchange ecosystem.
Micro-Short Dramas: Four specialized district-based hubs will be established:
·Yangpu will develop a cluster focused on creation, distribution, and promotion.
· Songjiang will serve as a filming and production hub for the Yangtze River Delta region.
·Minhang will build a benchmark industrial park integrating AI-generated content (AIGC) and professional broadcasting technologies.
· Jiading will construct the Shanghai International Short Video Center.
Supporting traditional cultural exports
The plan also outlines support for the export of traditional cultural products, including performing arts, radio, film and television programs, books and publications, and related copyrights.
Providing financial and talent support
To underpin the sector's growth, the plan introduces coordinated support in financing and human capital.
Financial institutions will be encouraged to develop tailored cross-border settlement and financing solutions for cultural trading enterprises. Companies will also be supported in utilizing multinational corporations' cross-border capital pool services for centralized fund management.
Key cultural trading enterprises will be assisted in attracting high-end talent from home and abroad, with eligible professionals receiving support in areas such as residency and housing.
