  International HR Manager

The International Human Resources Manager plays an essential role in recruiting and supporting international staff to the organization. The International HR Manager typically serves as member of management and the position is considered to be a middle management level position within the organization. As such, he/she provides functional leadership. The organization depends on this person's annual recruitment of multiple English Specialists and other foreign staff. The International HR Manager generally is responsible for the development and maintainence of a healthy and effective human resource and administration management system to support international staff needs of the organization and to liaise with programs staff to ensure the effective administration, recruitment, development, and coordination of staff within the organization’s environment. 

Management
  • Provide strategic leadership for the organization to ensure recruitment goals and objectives on all International HR matters, both at Head Office and in the field; and oversee Human Resources and Administration Services in China for international staff providing: payroll and benefit administration services; recruitment for all organizational levels, especially ensuring the teaching staff levels at campuses meet the organization’s needs; onboarding and other induction services, including VISA, medical check, and apartment support.
  • Manage or direct investigations and recommend corrective action on employment matters and violations of policies and procedures for international staff and work with managers on employee and labor relations matters; and follow up to ensure that the organization complies to legal and/or local employment law policies, procedures, and practices.
  • Establish new recruitment channels, communicate with existing, contracted recruitment agents to update on current vacancies, and coordinate interviews for potential foreign staff; prepare contracts for new foreign staff (includes drafting, approval, release) and facilitate contract signings and contract renewals according to the organization’s annual plan; and coordinate the arrival of new foreign staff (e.g., airport pick up, hotel drop off, welcome pack distribution, etc.) and prepare Cash Advance Memo for overseas staff where requested and assist in locating suitable accomodations.
  • Respond in a timely manner to incoming HR related inquiries from foreign teachers and staff and facilitate communication between foreign teachers and other Etonkids staff/departments; coordinate the probation evaluation of new foreign staff, supervise salary/benefit change after completion of probation (e.g., insurance, salary), and keep all foreign staff well-informed of organization policy changes; support the HR Department in the compilation of foreign teacher and staff evaluations and ensure the timely release of any bonuses relating to foreign staff performance; and oversee end of contract procedures and requirements and prepare dismissal letter for teachers who have failed evaluation.
  • Direct and ensure appropriate training & development for supervisors and managers on performance management, compensation and benefits, employee/labor relations, business ethics, and policies and procedures; manage and remodel the current employee development practices program to foster long-term staff commitment and motivation; ensure the implementation of national HR guidelines, policies, programs, processes, and practices; and direct the International Human Resources Team to ensure consistent and effective HR support to all foreign employees of the organization (including performance management, employee relations, policy and procedures).
  • Ensure the International Human Resources annual plan and budget support the needs of the organization but are also flexible enough to cope with changes in the organization; guarantee that the organization model is in line with the development and strategic organization plans and manages any changes needed; proactively pursue new insurance quotes from brokers each year and coordinate insurance for all foreign staff (e.g., new members, renewal, removal, reimbursement, etc.); and plan, allocate, and monitor department resources in order to complete assigned projects as well as continue the internal development goals of the organization.
  • Work along with the Director of Human Resources to ensure that job descriptions (roles and responsibilities) are up-to-date and reflect the organization needs; assist the Director of Human Resources in implementing the organization’s human resource strategy and promoting its activities to internal stakeholders; and proactively assist team members in preparing documents and/or projects for management approval. 
  • Establish and maintain cogent working relationships with the organization’s other departments; develop formal presentation skills (either written or verbal) to highlight the International Human Resources Manager’s role and the service that the International Human Resources Department provides; and be actively involved in the development of organization policies and procedures as well as their implementation and reinforcement of their use.
  • Develop the role of the International Human Resources Department within the organization, sharing good practices, setting standards, and operating processes where appropriate; attend and participate actively in regular organization meetings and trainings; maintain, update, and develop personal and professional knowledge and skills, using the KPI System; and promote the corporate image of the organization and its human resource activities to all individuals, groups internal and external to the organization.
  • Fulfill additional duties and responsibilities that are in line with the employment contract as instructed by Etonkids management.

Position Requirements
  • Bachelor’s Degree in Human Resources (or higher)
  • Minimum 2 - 7+ years in Human Resources experience in China/International
  • 3+ years leadership experience 

Experience
  • Solid experience and evidence of operational HR duties and HR project execution in an international environment in China.
  • Proven experience in driving the development of the strategic plan for an international human resources unit.
  • Proven experience dealing with the VISA process in China.
  • Proven experience managing multiple projects simultaneously and prioritize effectively in order to meet deadlines.

  • Meticulous approach, attention to detail, and punctual.
  • Flexible to the demands of working in an international environment.
