The Role
Duties
Strategic Workforce Planning
Translate 3-year business plans into workforce plans; model headcount, skills mix and labor cost scenarios.
Own succession bench strength for critical roles (Plant Managers, NPI Engineers, Program Managers).
Talent Acquisition & Employer Brand
Build a scalable, multi-channel recruiting engine (LinkedIn, Indeed, niche boards, university relations, veteran programs) able to fill 150–200 technical and hourly roles per year with ≤45-day time-to-fill.
Drive diversity hiring initiatives to achieve >30 % diverse slate for all leadership vacancies.
Total Rewards
Benchmark and maintain cash + equity packages at 65th percentile of U.S. electronics manufacturing market.
Design variable-pay programs that tie site OEE, on-time delivery and quality metrics to bonus payouts.
Organizational Effectiveness
Lead annual org design reviews; eliminate layers, clarify spans and decision rights.
Deploy continuous-improvement HR analytics (turnover predictors, labor productivity dashboards).
Employee Relations & Compliance
Ensure 100 % compliance with federal (FLSA, FMLA, ADA, OSHA) and Texas state statutes; manage all EEOC and DOL responses.
Champion “zero incident” safety culture; partner with EHS to reduce TRIR year-over-year.
Culture & Change Leadership
Roll out company-wide culture roadmap (inclusion, customer-first, operational excellence) through site-wide communication, leadership coaching and recognition systems.
Qualifications
Bachelor’s degree in HR, Business, Engineering or related, Master’s or MBA preferred.
10+ years progressive HR leadership in U.S. manufacturing; at least 3 years in electronics / high-tech operations.
Deep applied knowledge of U.S. employment law, NLRA, OSHA.
Demonstrated success scaling hourly workforce in a fast-growth, lean environment.
Fluency in Chinese AND English (written & spoken).
