自2020年3月26日外交部发布的有关《执行外国人暂停入境安排》已经有大半年的时间了，今日小编得到最新消息：

根据当前新冠肺炎疫情形势及防控需要，现对2020年3月26日外交部、国家移民管理局联合发布的《关于暂时停止持有效中国签证、居留许可外国人入境的公告》部分措施调整如下：
自2020年9月28日0时起，允许持有效中国工作类、私人事务类和团聚类居留许可的外国人入境，相关人员无需重新申办签证。如外国人持有的上述三类居留许可于2020年3月28日0时后过期，持有人在来华事由不变的情况下，可凭过期居留许可和有关材料向中国驻外使领馆申办相应签证入境。上述人员需严格遵守中方防疫管理规定。
3月26日公告其他措施继续实施。中方将在确保防疫安全前提下，逐步有序恢复中外人员往来。

自2020年9月28日0时起，允许持有效中国工作类、私人事务类和团聚类居留许可的外国人入境，相关人员无需重新申办签证。
-小编解读：这一条比较容易理解，打个比方，外国人有一个有效的工作居留许可到2020年12月1日到期，那外国人在9月28日以后（在签证12月1日到期前）可以直接用这个工作居留许可入境中国。
如外国人持有的上述三类居留许可于2020年3月28日0时后过期，持有人在来华事由不变的情况下，可凭过期居留许可和有关材料向中国驻外使领馆申办相应签证入境。上述人员需严格遵守中方防疫管理规定。
-小编解读：举个例子，外国人之前有一个工作居留许可2020年7月1日已经过期了，但是外国人还是为同一家中国公司在工作，那外国人可以凭着过期的工作居留许可加上其他一些证明材料去中国领事馆申请新的Z签证入境（虽然未经证实，但是小编预测大概率不需要再提供邀请信PU-Letter，建议外国人直接咨询当地的中国领事馆或者中国签证中心询问详细材料，网址：www.visaforchina.org）

Holding Valid Chinese Residence Permits of Three Categories

In view of the current COVID-19 situation and the need of epidemic prevention and control, adjustments are now made to the Announcement by the Ministry of Foreign Affairs and the National Immigration Administration on the Temporary Suspension of Entry by Foreign Nationals Holding Valid Chinese Visas or Residence Permits issued on 26 March 2020.
Effective from 0 a.m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.
Other measures in the Announcement issued on March 26 will continue to be implemented. While ensuring effective epidemic control, the Chinese government will continue resuming people-to-people exchanges in a step-by-step and orderly manner.

Effective from 0 a.m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas.
- Comments: This one is easy to understand, for example, if you have a work residence permit still valid till 1st Dec 2020, you can use this visa to enter China directly after 28th Sept, but before 1st Dec 2020.
If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders' visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.
- Comments: For example, if you have a work residence permit but expired already at 1st Jun 2020, but you are still working for the same company in China. Now you can go to the Chinese Consulate to apply a new Z visa to enter China (most of Chance, they don't request you to provide PU letter anymore - unconfirmed, better double check with the Chinese Consulate in your country or the China visa center - www.visaforchina.org to get more details)
Other measures in the Announcement issued on March 26 will continue to be implemented. While ensuring effective epidemic control, the Chinese government will continue resuming people-to-people exchanges in a step-by-step and orderly manner.
- Comments: The other visas except above 3 types, for example, student residence permit, it's still not open yet.
