
Science and Technology Commission of Shanghai Municipality (STCSM, also known as Shanghai administration of Foreign experts affairs) has released the “Six Major Q&A on Matters Related to Online Approval for Foreigner’s Work Permit in China (Version 4.0) to Attract Foreign Talents" in 4 languages on its website (Chinese, English, Japanese and Korean) - the English version is attached to this article.
The main improvements are:
1. More foreign professionals added in the scope of recognition as foreign high-end talents:
The foreign scientific research personnel from scientific research teams, and the young foreign talents such as fresh graduates with Doctor degree on science, engineering, agriculture and medicine are directly counted as "Foreign High-end Talents", and they can directly apply for the foreign talent visa (R visa), enjoy a simplified visa application process and other related benefits. In certain cases for important professionals, regardless of age, education and work experience, they can be classified as foreign professionals (B category) or foreign high-end talents (A category) and enjoy more "green light" policies.
2. Easier Non-criminal-record commitment system implemented on Foreign scientific and technological talents
Foreign talents can directly state “no criminal record” on the application form. No need to submit additional no-criminal-record-certificate and Notarized materials. Employers and the foreign talents should ensure the authenticity of the submitted promises. At the same time, government will strengthen supervision of it.
3. More detailed classification for high-end skilled foreign talents
According to the relevant documents, the high-end skilled foreign talents include: those who "holding national-admitted foreign vocational qualification certificates", "skilled talents urgently needed in Shanghai" and "talents holding other general international vocational skills" . And the age limit cap is now up to 70 years old.
