Now that the 19th Communist Party Congress is over, here are some conclusions (free services and waived fees) that will positively impact the lives of Chinese and Expatriates in China.
FREE RESIDENCE PERMIT
Applying for the residence permit is free of charge for the first application.
RAILWAY TICKET 5RMB FEE WAIVED
China Railway General Secretary decided that since October 1st, 2017, the sale of train tickets off-site will no longer be charged 5 yuan each of « procedures fee ».
FREE PHYSICAL EXAMINATION FOR ELDERLY OVER 65 YEARS OLD
The Opinions on the Development and Implementation of Elderly Care Services clearly states that healthcare services, including physical examinations, are provided free of charge for elderly people aged 65 and over each year (unclear if only for Chinese citizens).
NATIONAL CANCELLATION OF DOMESTIC LONG DISTANCE AND ROAMING CHARGES
China Mobile, China Telecom and China Unicom, the three major operators, confirmed on October 1st 2017, the full abolition of mobile domestic long distance and roaming charges.
BANK CARD ANNUAL AND MANAGEMENT FEES CANCELLED
The National Development and Reform Commission and the China Banking Regulatory Commission jointly issued a notice; since August 1, 2017n onwards, commercial banks should take the initiative to waiver the annual fee and account management fee for customers with only one single account (excluding credit cards, VIP accounts).
NO BANK TRANSACTION FEES DURING TRAVELS
A card can now travel all over the country, withdraw/deposit in another city, and transfer, free of charge. These fee have been cancelled but the inter-bank fees (transfer, deposit, withdraw) is still charged as usual.
SOME BASIC BANK FEES CANCELLED
The National Development and Reform Commission and the China Banking Regulatory Commission jointly issued a notice. Since August 1, 2017, some basic financial services fee in commercial banks will be cancelled and suspended. 6 fees, including procedure fee, cost of loss, cost of production of the cashier’s check and bank draft will now be free of charge.
FREE MANDATORY TEXTBOOKS FOR SCHOOL
The mandatory educational institutions for urban and rural students (including private school students) will be supplied free textbooks and subsidize boarding students living expenses, specifically those facing familial economic difficulties.
ADOPTION FEES CANCELLED
The adoption registration fee of approximately 350 CNY will now be canceled! As well as the cost of production of the adoption certificate, adoption registration research fee, renunciation of adoptive relationship registration fee - they are all canceled.
FREE THESIS DOWNLOADS
The National Philosophy and Social Sciences Document Center stated that the access to the thesis are now free! The center contains more than 7,000 types of Chinese and foreign academic journals, as well as books, ancient books and online data that exceeds 10 million different units!
AVIATION FUEL SURCHARGE CANCELLED
At present, the domestic airlines have stopped levying fuel surcharges, passengers only pay the ticket costs and 50RMB Civil Aviation Development Fund to travel.
FREE REFUND 15 DAYS BEFORE THE TRAIN DEPARTS
According to the new regulations, getting a refund for a train ticket is now completely free of charge 15 days before departure!
LONG DISTANCE BUS TICKETS WILL REISSUE LOST TICKETS FOR FREE
According to the revised Road Passenger Transport and Passenger Station Management Regulations, from March 1, 2017 onwards, the long-distance passenger transport will implement a real-name system verification and waiver the free for lost tickets.
