From March 20th 2020, Shanghai has expanded its list of key countries seriously affected by the coronavirus to 24 countries: South Korea, Philippines, Australia, Malaysia, Greece, the Czech Republic, Finland,Qatar, Canada, Saudi Arabia ,Italy, Iran, France, Spain, Germany, the United States, the United Kingdom, Switzerland, Sweden, Belgium, Norway, the Netherlands, Denmark and Austria. People who have lived or traveled in these countries within two weeks prior to their arrival in Shanghai must undergo 14-day quarantine at home or at designated places upon arrival in the city.
From 0:00, 28 March 2020, China has decided to suspend the entry of foreigners with valid visas and residence permits into China. Suspension of entry of foreigners with APEC business travel card. Suspension of visa at the port of entry, 24/72/144 hours visa-free transit, visa-free entry to Hainan, visa-free entry to Shanghai cruise, visa-free entry to Guangdong for 144 hours for foreigners from Hong Kong and Macao, visa-free entry to Guangxi for ASEAN tour groups, etc. Entry on diplomatic, official, courtesy and C visas will not be affected. Foreigners who come to China to engage in necessary economic and trade activities, science and technology, and for urgent humanitarian needs, may apply for visas from Chinese embassies and consulates abroad. The entry of foreigners with visas issued after the announcement is not affected.
Seniors, juveniles, pregnant women, people with physical disabilities, those who need to take care of the elderly or children, or who have underlying diseases, are allowed to apply for quarantine at home. But they are required to undergo nucleic acid tests at districts' observation spots first, and people whose testing result is negative and who meet certain home quarantine criterion can apply for home quarantine.
Meanwhile, people who return to other parts of China and transit in Shanghai — except for those transferring to neighboring Jiangsu, Zhejiang and Anhui provinces — must also undergo 14-day quarantine in Shanghai before being allowed to travel on to their final destination.Arriving passengers whose final destinations are Jiangsu, Zhejiang and Anhui will be picked up by authorities from the three provinces at the city’s airports and directly taken to their destinations

Guidelines for the Whole Process of Entry into the Two Airports in Shanghai

After landing, the customs officials will go aboard to do body temperature measuring, information verification and other entry quarantine measures for returnees. 一对一对标检查：三色分流
Customers Inspection: One-on-One Investigation, Stick Labels on Passports.
海关和边检部门一对一对标检查，向入境人员了解过往旅行史居住地等信息、检查入境申报表、填写其他表格，依据相关标准在入境人员护照上粘贴红、黄、绿三色标签。持有绿色标签，则由工作人员引导至放行通道，正常通行。持有红色或黄色标签的，机场工作人员会护送到上海16个行政区的驻点人员以及邻省驻点人员，再组织入境人员至集中隔离或居家隔离中转点。
The customs officials will conduct one-on-one investigation, check Exit/Entry Health Declaration Form, fill in various forms, stick labels on passports with red, yellow or green based on investigation. For those with green labels, the returnees can go home by themselves directly. If with red or yellow labels, the returnees will be escorted by airport staff to find their committees from the 16 districts of Shanghai.
Centralized Isolation or Home Isolation?
Returnees with yellow labels, and if they have fixed addresses in Shanghai, after confirming with the neighborhood committees and the landlords (if the returnees are tenants), a quarantine bus will take them to the compound gates. If they do not have fixed addresses, they will have to go for centralized isolation.
For those with red labels, they will go for centralized isolation with the quarantine bus.
From Airport to Isolation Point, Closed-loop Transportation
Pudong Airport has organized 40 buses, and 20 medium buses 24 hours standby every day to send returnees to the designated places for isolation. After each transfer, the bus will be treated disinfection to avoid cross infection.
Centralized Isolation
Designated quarantine hotels have been set up in 16 districts of Shanghai. The hotel has service staff, doctors and polices, providing services to the returnees 24 hours every day. The food, online shopping will be delivered to the returnees’ rooms. The doctor will take temperature of the returnees twice every day and keep records. The cost of the centralized isolation including meals and accommodation needs to be paid by the returnees themselves.
Home Quarantine
Returnees from key countries/areas will be sent to temporary observation sites in each district, they will then undergo nucleic acid tests for the coronavirus. Those with negative test results will be escorted to their residences or designated sites by district officials to undergo 14-day quarantine, while people testing positive will be transferred to designated medical treatment institutions.
Meanwhile, the neighborhood committee will check whether those returnees meet home quarantine conditions by visiting their living spaces while they wait for the nucleic acid test results, and they will be quarantined at designated spots if conditions don't allow home quarantine.
The neighborhood committee staff, community police and community doctors will be waiting for the returnees at the entrance of the community, there will be still some procedures: take the temperature, fill in the health registration form and sign on the quarantine promises.
During the period of home quarantine, the food and online-shopping will be delivered to the door by the community staff; the garbage should be put at the door at specific time so that the community will collect it each day. And the returnees should report their temperature twice each day.
Stricter home quarantine management will be imposed by police, health authorities and community officials to ensure that those quarantined for 14-day medical observation do not leave home. People breaking quarantine will be held responsible according to the law.
After the 14-day quarantine period expires, if the returnees are not found as affected, the district health service centers will issue a notification to release the quarantine.
