 The data released by the General Administration of Customs showed China’s exports rose 30.6% in dollar terms over a year earlier in March, lower than the 38% median forecast. The imports climbed 38.1% year-on-year in dollar terms in March, the fastest pace on record since February 2017, beating the 24.4% median forecast.

 China’s foreign trade continued to sustain the growth momentum of the last two months. The strong growth in foreign trade secured a positive economic growth in the first quarter, which was also aided by the low base last year. It is estimated that the strong start of China’s foreign trade will continue and boost the robust economic recovery of China. 

 In mid-March, the Ministry of Finance issued a series of notices on supporting the development of the integrated circuit industry and the software industry. Relevant policies were refined in eight aspects to increase support for the integrated circuit industry and the software industry. Those eight aspects include finance and tax, research and development, import and export, human resources, intellectual property, application in the market, and international cooperation.

The Ministry of Finance announced the situations in which importtariffs shall be exempted. Please see the notice for the detailed information.This Notice shall be implemented from July 27, 2020 to December 31, 2030. FromJuly 27, 2020 to 30 days after the first batch of duty-free import enterpriselist is issued, the duty-free taxes that have already been collected will berefunded.

Registration fees for medical instruments related to COVID-19 thatare going through emergency approval procedures will be exempted. Registrationfees for drugs used to treat and prevent COVID-19 that are going throughemergency approval procedures will also be exempted. Announcement of the Ministry of Finance on Policies on CancelingPort Construction Fees and Adjusting the Civil Aviation Development Fund (MOFAnnouncement [2021] No. 8)


Port construction fees shall be canceled as of January 1, 2021.Starting from April 1, 2021, civil aviation development fund contributions fromairlines shall be further reduced by 20% on top of a 50% reduction implementedin accordance with the Notice of the Ministry of Finance on Policies onAdjusting Some Government Funds (Cai Shui [2019] No. 46).

Announcement of the Customs Tariff Commission of the State Councilon Granting Zero-Tariff Treatment to 97% of the Products in Taxable ItemsImported from the Republic of Benin (CTC Announcement [2021] No. 3)


In accordance with China’s promise to grant zero-tariff treatmentto 97% of the products in taxable items imported from the least developedcountries and the exchange of notes between China and the Republic of Benin, asof May 1, 2021, the preferential zero tariff shall be granted to 97% of theproducts in taxable items imported from the Republic of Benin. The 97% figureincludes a total of 8.281 taxable items. Among them, 8.097 fall under theBeneficiary Country LD status and 184 fall under the Beneficiary Country 1LD1status, as indicated by the Preferential Tariff Rate column in the CustomsImport and Export Tariff of the People's Republic of China (2021).

The State Council issued the Regulations on the Supervision andAdministration of Medical Devices (State Council Order No. 739)


The revised regulations further emphasized enterprises shouldassume primary responsibilities, determined the rules for registrants andrecord holders, encouraged the innovative development of the industry, improvedthe supervision system, and further strengthened punishment. The Ministry of Commerce decided to expand the cross-bordere-commerce retail import pilots to all cities (and regions) where pilot freetrade zones, cross-border e-commerce comprehensive pilot zones, comprehensivebonded areas, demonstration areas for promoting innovation in import trade, andbonded logistics centers (type B) are located. All pilot cities (and regions)shall assume primary responsibilities for the pilot policy of cross-bordere-commerce retail import, strictly implement the regulator requirements, fullystrengthen the quality and safety risk prevention and control, and investigateand punish “online shopped and bonded + offline self-delivery”, resales andother violations of customs regulations outside the customs' specialsupervision areas to ensure the smooth promotion of the pilots and advancingthe sustainable healthy development for industry norms together.
