8月政策汇总


前言

Accordingto the statistics published by the customs, China’s total exports and importsamounted to 24.78 trillion yuan in the first eight months of this year, anincrease of 23.7% year on year, up 22.8% compared with the same period in 2019.The export value reached 13.56 trillion yuan, an increase of 23.2% year onyear, up 23.8% compared with the same period in 2019. The import value amountedto 11.22 trillion yuan, an increase of 24.4% year on year, up 21.8% comparedwith the same period in 2019. The trade surplus reached 2.34 trillion yuan, up17.8% year on year. In U.S. dollar terms, China’s total exports and importsamounted to 3.83 trillion U.S. dollars in the first eight months of this year,an increase of 34.2% year on year, up 29.3% compared with the same period in2019. The export value reached 2.1 trillion U.S. dollars, an increase of 33.7%year on year, up 30.3% compared with the same period in 2019. The import valueamounted to 1.73 trillion U.S. dollars, an increase of 34.8% year on year, up28.1% compared with the same period in 2019. The trade surplus reached 362.49 billionU.S. dollars, up 28.9% year on year.


In thesame period, the import of mechanical and electrical products reached 4.75trillion yuan, an increase of 17.7%. Among them, integrated circuit (IC)imports reached 424.05 billion units, up 27.2%, worth 1.76 trillion yuan, up16.5%, and automobile (including chassis) imports reached 675 thousand units,an increase of 31.2%, worth 239.02 billion yuan, up 38.6%.

Announcement of the General Administration ofCustoms (GAC) on Conducting Random Inspections on Import and Export CommoditiesNot Subject to Statutory Inspection in 2021 


In accordance with the Law of thePeople's Republic of China on Import and Export Commodity Inspection and itsRegulations for the Implementation, the GAC decided to conduct randominspections on import and export commodities that are not subject to statutoryinspection as of August 12, 2021. Please refer to the annex of the announcementfor the scope of commodities subject to random inspections. The randominspections shall be carried out based on the Administrative Measures on RandomInspections on Import and Export Commodities (issued in the Order No. 39 of theformer General Administration of Quality Supervision, Inspection and Quarantineand revised in the Order No. 238 of the GAC).

Notice of the General Administration of Customs, theNational Development and Reform Commission, the Ministry of Finance, theMinistry of Transport, the Ministry of Commerce, the National HealthCommission, the State Taxation Administration, the State Administration forMarket Regulation, the State Railway Administration, and the Civil AviationAdministration of China on Further Deepening the Reform to FacilitateCross-Border Trade and Optimizing the Business Environment at Ports (Shu An Fa No.85, [2021])


For the purposes of implementing the decision anddeployment of the CPC Central Committee and the State Council, furtherdeepening the reform of delegating power, streamlining administration, andoptimizing government services, focusing on the concerns of market players,further deepening the reform to facilitate cross-border trade, optimizing thebusiness environment at ports, enhancing the facilitation of cross-bordertrade, opening up to a higher level, and promoting the high-quality developmentof foreign trade, the notice on relevant matters was provided upon the approvalof the State Council on August 20, 2021. 

The notice clarified 28 significanttasks and four safeguards, including further optimizing the customs clearancemode for import and export commodities, promoting the voluntary disclosuremechanism and the implementation of the fault tolerance mechanism in depth,deepening the reform of tax collection and administration, and further makingreasonable adjustments to regulatory certificates for imports and exports andreducing the number of them. SAMR Order No. 47

Administration Measures ofthe State Administration for Market Regulation for the Registration and Filingof Medical Devices (SAMR Order No. 47)


The WeChat official account of the SAMR said that theSAMR had passed the Administration Measures for the Registration and Filing ofMedical Devices and the Administration Measures for the Registration and Filingof In-Vitro Diagnostic Reagents (hereinafter referred to as the twoAdministration Measures) at its 11th session, and the two AdministrationMeasures shall take effect as of October 1, 2021. Medical devices have abearing on the health and life safety of the people. Premier Li Keqiang signedthe No. 739 Order of the State Council, in which the new Regulations on theSupervision and Administration of Medical Devices (hereinafter referred to asthe Regulations) were issued, On February 9, 2021. 


For the purposes of carryingout the new Regulations, implementing the requirements of the reform of thereview and approval system for medical devices, establishing a more scientificsystem for the supervision and administration of medical devices, andstrengthening the registration management of medical devices, the NationalMedical Products Administration organized to revise the former AdministrationMeasures for the Registration of Medical Devices and the former AdministrationMeasures for the Registration of In-Vitro Diagnostic Reagents. With tenchapters and 124 articles, the new Administration Measures for the Registrationand Filing of Medical Devices will further guarantee the safety, effectiveness,quality controllability, and traceability of medical devices and shall takeeffect as of October 1, 2021. The Administration Measures for the Registrationof Medical Devices issued in the Order No. 4 of the former China Food and DrugAdministration on July 30, 2014 shall be abolished simultaneously.
