Import and Export Trade Statistics

In July 2022, China's total exports and imports increased 0.1% from June to 564.7 billion U.S. dollars and 10.4% from a year earlier. Exports were 332.9 billion U.S. dollars, up 0.7% from June and 18% from last July. Imports were 231.7 billion U.S. dollars, down 0.7% from June and up 2.3% from last July. The trade surplus reached 101.27 billion U.S. dollars in July, totaling 482.3 billion U.S. dollars from January to July.


China imported 583.7 and exported 1248 billion yuan in mechanical and electrical products in July 2022. The imports from January to July declined 3.6% to 3.9 trillion yuan from the same period a year earlier, while the exports increased 10.1% to 7.5 trillion yuan from the same period a year earlier. In particular, 45 (23.6) billion units of integrated circuits, worth 232.6 (85.9) billion yuan, were imported (exported) in July, resulting in 1583.7 (584.9) billion yuan of total imports (exports) from January to July, up 5% (13.6%) compared to the same period last year. Imports (Exports) of medical devices were 7.81 (11.4) billion yuan in July. Thus, the total imports (exports) thereof from January to July reached 54.25 (70.7) billion yuan, down 4.6% (0.8%) from a year earlier.

For the purposes of implementing the important decisions and deployments of the CPC Central Committee and the State Council on intensifying efforts to stabilize the economy, further helping enterprises overcome difficulties and reducing costs for foreign trade companies, the General Administration of Customs (GAC) issued Announcement No. 56 of 2022 to announce the decision to promote guarantees issued by enterprise group finance companies.

Policy Analysis


1. What is an enterprise group finance company?
The term refers to non-bank financial institutions providing financial management services to member companies of an enterprise group, established upon approval to strengthen its centralized fund management and enhance its fund expenditures' performance.
2. What is a guarantee issued by an enterprise group finance company?
It refers to a letter of tax guarantee issued to member companies of an enterprise group by its finance company so that its member companies can apply to the customs to go through guarantee formalities.
3. Advantages of guarantees issued by enterprise group finance companies?
Since member companies of an enterprise group apply such a guarantee to its finance company, the application process is simplified, and the fee of letters of guarantee is lower. Such a scheme helps to promote the combination of production, financing, and trade inside an enterprise group and makes the finance company play an effective role in financing. In the meantime, coordinated with and complementary to other diverse tax guarantee manners, it will further spur the vitality of market players, stabilize foreign investment, and ensure the smooth operation of the supply chains of large enterprise groups.
4. Changes following the promotion
Enterprise group finance companies can carry out the guarantee businesses once the customs office of their business registration places has evaluated and approved their written applications, no longer having to wait for the approval of the Department of Duty Collection of the GAC.

// GAC Announcement No. 60 of 2022 (Announcement on Conducting Random Inspections of Import and Export Commodities Not Subject to Statutory Inspection in 2022)

For the purposes of protecting the legitimate interests of consumers and the safety and health of the general public, in accordance with the Law of the People’s Republic of China on Import and Export Commodity Inspection and its Regulations for the Implementation, the General Administration of Customs (GAC) decided to carry out this year’s random inspections of import and export commodities that are not subject to statutory inspection as of the issuance date of this announcement. Policy Analysis


Random inspections of import and export commodities not subject to statutory inspection refer to random inspections conducted to import and export commodities that are not subject to statutory inspection according to the national regulations, with the Law of the People’s Republic of China on Import and Export Commodity Inspection and its Regulations for the Implementation as the legal basis. This year’s random inspections will focus on import and export commodities closely connected to the safety and heath of sensitive populations, including older adults, students, infants and children.

/GAC Announcement No. 61 of 2022 (Announcement on Clarifying Tax Payment Deadlines for Import and Export Commodities)


Issuance Date: July 15, 2022; 

Effective Date: July 15, 2022;

For the purposes of strengthening the customs’ tax collection and management and further improving tax payment services, the relevant matters concerning the tax payment of import and export commodities are announced as the following.
1. The customs will formulate tax payment notices and send them to taxpayers through the Single Window and the Internet + Customs platforms.
2. Taxpayers should pay taxes following laws within 15 days upon the formulation and delivery of the customs tax payment notice. Where the consolidated tax collection mode is applied, taxpayers should pay taxes within 15 days upon the formulation and delivery of the customs tax payment notice or before the EOD of the fifth working day of the following month. Where the payment deadline mentioned above are missed, the customs will charge five ten thousandths of the overdue tax payment daily as an overdue fine, starting from the day of expiration of the payment deadline until the duties due get paid.
3. For formatted Customs Special Payment Letters printed by taxpayers, the Issuance Date should be the date of formulation and delivery of the customs tax payment notice.
4. Should there be any inconsistency between this announcement and the GAC Announcement No. 45 of 2017, this announcement shall prevail.

/GAC Announcement No. 62 of 2022 (Announcement on Promulgating the Instructions for Customs Clearance at the Fifth China International Import Expo of 2022 and the Facilitation Measures of the Customs for the Fifth China International Import Expo of 2022)

For the purpose of ensuring the improvement of the China International Import Expo, the General Administration of Customs (GAC), after reviewing the facilitation measures for customs clearance of the previous four expos, formulated the Instructions for Customs Clearance at the Fifth China International Import Expo of 2022 and the Facilitation Measures of the Customs for the Fifth China International Import Expo of 2022 (see the annex), which are hereby announced.

Policy Analysis


The policies support regular bonded exhibitions and will increase the spillover effects of the expo. Enterprises registered at the customs in customs special supervision areas or bonded logistics centers (type B) may transport bonded goods to the import expo site outside the areas or centers to exhibit, sell, or perform other business activities after submitting the guarantees of the goods. Enterprises in need of exhibiting and selling their goods during and after the import expo can apply to the Shanghai Customs to conduct regular bonded exhibitions in advance.

/GAC Announcement No. 64, 2022 (Announcement on the Declaration Requirements for Commodity Codes of Grain Oriented Flat-Rolled Electrical Steel)


Issuance Date: July 22, 2022; 
Effective Date: July 23, 2022;
In accordance with the Anti-Dumping Regulations of the People’s Republic of China, the Customs Tariff Commission of the State Council decided to go on imposing anti-dumping duties on imported grain oriented flat-rolled electrical steel originating in Japan, South Korea, and the EU for five years from July 23, 2022. The Ministry of Commerce issued Announcement No. 22 of 2022 to clarify the specific scope of commodities subject to anti-dumping measures and the corresponding rates. The declaration requirements for commodity codes of the relevant goods are hereby announced to implement the trade remedy measures mentioned above. Please see the announcement for the detail.

/MOC Announcement No. 22 of 2022 on the Ruling on Expiry Review of Anti-Dumping Measures Applicable to Imported Grain Oriented Flat-Rolled Electrical Steel Originating in Japan, South Korea, and the EU


Issuance Date: July 22, 2022; 

Effective Date: July 23, 2022;

In accordance with Article L of the Anti-Dumping Regulations, the Ministry of Commerce (MOC), based on the investigation result, suggested the Customs Tariff Commission of the State Council (CTCSC) continue imposing anti-dumping duties. Based on the MOC’s suggestion, CTCSC decided to go on imposing anti-dumping duties on imported grain oriented flat-rolled electrical steel originating in Japan, South Korea, and the EU for five years from July 23, 2022. Policy Analysis


The product is under the tariff lines 72251100 and 72261100 in the Customs Import and Export Tariff of the People's Republic of China (2022). The rates of anti-dumping duties to be imposed are the same as specified in MOC Announcement No. 33 of 2016. The relevant parameters have been accordingly updated in the HMG’s CIS.

/CTCSC Announcement No. 8 of 2022 (Announcement on Granting Zero-Tariff Treatment to 98% of Taxable Items Imported from 16 Countries, including Togolese Republic)


Issuance Date: July 22, 2022; 
Effective Date: September 1, 2022;
In accordance with the Announcement of the Customs Tariff Commission of the State Council (CTCSC) on Granting Zero-Tariff Treatment to 98% of Taxable Items Imported from the Least Developed Countries (CTCSC Announcement No. 8 of 2021) and the Exchange of Notes between the governments of China and the relevant countries, starting September 1, 2022, China will grant the preferential zero tariff to 98% of taxable items imported from 16 least developed countries, including the Togolese Republic, the State of Eritrea, the Republic of Kiribati, the Republic of Djibouti, the Republic of Guinea, the Kingdom of Cambodia, the Lao People's Democratic Republic, the Republic of Rwanda, the People's Republic of Bangladesh, the Republic of Mozambique, Nepal, the Republic of the Sudan, Solomon Islands, the Republic of Vanuatu, the Republic of Chad, and the Central African Republic. The 98% taxable items refer to those with zero tariff included in the annex of the CTCSC File No. 8 of 2021, totaling 8,786.

Policy Analysis


The zero-tariff treatment that China will grant to 98% of taxable items from Togo and other 15 countries is favorable for pursuing the spirit of China-Africa friendship and cooperation and sharing market opportunities with those countries to achieve common development and build a community with a shared future for mankind. Based on the progress of the exchange of notes, China will continue gradually granting the zero-tariff treatment to 98% of taxable items from the least developed countries that have established diplomatic relations with it.

// No. 73 of 2022 of Shu Qi Fa (GAC Notice on Increasing Facilitation Measures for Authorized Economic Operators and Ensuring Steady and High-Quality Growth in Foreign Trade)

For the purposes of implementing the deployment of the CPC Central Committee and the State Council to ensure steady and high-quality growth in foreign trade, further playing the customs role in credit management, and helping enterprises relieve poverty and overcome difficulties, the General Administration of Customs (GAC) decided to implement the following facilitation measures applicable to Authorized Economic Operators (AEOs) based on the existing management measures.
1. Prioritizing lab tests; 2. Optimizing risk management measures; 3. Optimizing supervision in processing trade; 4. Optimizing verification tasks; 5. Prioritizing port inspection; 6. Prioritizing local examinations.

Policy Analysis


The customs implemented more than 20 facilitation measures applicable to AEOs, such as reduced supervision frequency, prioritized treatment, and shortened process time, covering all business areas of the customs and involving multiple customs clearance processes and steps. The six new facilitation measures are a pragmatic move of the customs to optimize credit management further and help enterprises have a stronger sense of gain, making things more convenient for AEOs.

/MEE Announcement No. 20 of 2022 on Supplementing the Inventory of Existing Chemical Substances in China (1st batch of 2022, 7th batch in total)

In accordance with the relevant regulations of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12), following the requirement of adding relevant chemical substances to the Inventory of Existing Chemical Substances in China defined in the Guidance on the Environmental Management Registration of New Chemical Substances (MEE Announcement No. 51 of 2020), the Ministry of Ecology and Environment (MEE) organized to evaluate and release the application documents submitted by enterprises that produce, import, and use the relevant chemical substances, relevant industry associations, and other units. The first batch of 2022 (7th in total) of 22 chemical substances that meet the requirements are now added to the Inventory of Existing Chemical Substances in China.

I. Context: The national comprehensive freight hub is a critical milestone and a crucial backup for the national comprehensive transport network. As a significant media to integrate multiple means of transport, it plays an essential role in optimizing the transport structure, enhancing the performance of the transport network, and building a modern comprehensive transport system.
II. Main content: The Notice involves six sections: General Requirements, What to Implement, Organization of the Implementation, Allocation of Funds, Performance Management, and Work Mechanism.
III. Advantages: 1. Prioritized treatment for hubs on the principal axes of the national comprehensive transport network that cover significant strategic areas of China, such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta, the Chengdu-Chongqing region, the economic development belt along the Yangtze River, and the Guangdong-Hongkong-Macao region; Prioritized treatment for hubs involving the corridors in the western region and border regions, such as the Land Bridge Corridor and the Western Land-Sea Corridor; Prioritized treatment for applications submitted by city clusters. 2. Promoting the hard connectivity of hub infrastructure and equipment, the soft connectivity of rules and standards, and the integration of operation systems to enhance comprehensive effectivity in a coordinated manner. 3. Strengthening the synergy between multiple sides. Focusing on motivating local people’s governments, relevant departments, and market players to leverage their strengths and form a joint force to construct the hub system.
