3. TheStanding Committee of the Thirteenth National People's Congress of the People'sRepublic of China passed the Export Control Law of the People's Republic ofChina at the 22nd Session on October 17, 2020.

For the purposes of establishing amodern compliance system of export control, improving the early warning systemfor industry injury, preserving the industry’s safety and its developmentinterests and coping with the winds of unilateralism in the internationalcontext, China officially issued this law and it shall take effect as ofDecember 1, 2020. 4. Announcementof the General Administration of Customs, No. 115, 2020 (Announcement onPreventing Chikungunya Fever from Spreading into China)

There is an outbreak of chikungunyafever in Chad. For the purposes of preventing the epidemic from spreading intoChina and protecting the health of travelers entering Chad, in accordance withthe Frontier Health and Quarantine Law of the People's Republic of China, theDetailed Rules for its implementation and other laws and regulations, theGeneral Administration of Customs specified the quarantine requirements fortravelers and transport means entering and leaving Chad. 6.  Noticeof the State Administration of Foreign Exchange on Issuing the Provisions onthe Administration of Foreign-Related and Domestic Receipt and Payment Vouchersof Domestic Banks

For the purposesof adapting to the development of banking services and regulating theadministration of foreign-related and domestic receipt and payment vouchers ofdomestic banks, the State Administration of Foreign Exchange revised and issuedProvisions on the Administration of Foreign-Related and Domestic Receipt andPayment Vouchers of Domestic Banks (see the annex). The major revisions are asthe following. First, the requirements for the materials and color of paperused to print the aforementioned vouchers are cancelled. Second, therequirements for the declaration of electronic vouchers by domestic banks arespecified. Third, element names and instructions for filling in and submittingthe aforementioned vouchers are slightly amended. Fourth, domestic banks may,based on their businesses, adjust the content and format of foreign-related anddomestic receipt and payment vouchers appropriately.

7. Announcementon Issuing the List of the Second Batch of Anticancer Drugs and Rare DiseaseDrugs that Apply to Value-Added Tax Policies

For the purposesof encouraging the development of the pharmaceutical industry and reducing patients’medicine costs, in accordance with the Notice of the Ministry of Finance, the GeneralAdministration of Customs, the State Taxation Administration, the NationalEnergy Administration and the National Medical Products Administration onValue-Added Tax Policies concerning Anticancer Drugs (No. 27 [2018] of theMinistry of Finance and the State Taxation Administration) and the Notice ofthe Ministry of Finance, the General Administration of Customs, the StateTaxation Administration, the National Energy Administration and the NationalMedical Products Administration on Value-Added Tax Policies concerning RareDisease Drugs (No. 24 [2019] of the Ministry of Finance and the State TaxationAdministration), as of October 1, 2020, relevant value-added tax policies shallbe implemented to the anticancer drugs and rare disease drugs listed in theAnnex 1 of this announcement. HS codes of part of the drugs issued in theaforementioned notices are specified according to Annex 2.

8.  Announcementof the General Administration of Customs, No. 116, 2020 (Announcement on theInspection and Quarantine Requirements for Dried Chili Peppers Imported from Uzbekistan)

In accordance withthe relevant laws and regulations of China and the Protocol between the GeneralAdministration of Customs of the People’s Republic of China and the State PlantQuarantine Inspection of Uzbekistan on the Inspection and QuarantineRequirements for Dried Chili Peppers Transported to China from Uzbekistan, theimport of Uzbekistan’s dried chili peppers produced as of the date ofpromulgation of this announcement that meet the inspection and quarantinerequirements shall be allowed. The inspection and quarantine requirements forchili peppers imported from Uzbekistan are hereby announced (see the annex).

9.  TheMinistry of Finance, the General Administration of Customs and the StateTaxation Administration issued the Notice on the Preferential Tax Policies forthe Imported Exhibits Sold During the China International Import Expo together.

The Ministry ofFinance, the General Administration of Customs and the State TaxationAdministration issued the Notice on the Preferential Tax Policies for theImported Exhibits Sold During the China International Import Expo (No. 38[2020] of the Ministry of Finance, the General Administration of Customs andthe State Taxation Administration) together on October 13.
