
According to the statistics published by the customs on January 14th, China’s total export and import value amounted 32.16 trillion yuan, up by 1.9% compared with 2019. The total export value amounted 17.93 trillion yuan, up by 4%, and the total import value reached 14.23 trillion yuan, down by 0.7%. The trade balance reached 3.7 trillion yuan, up by 27.4%. Faced with the grim and complex situation at home and abroad and the severe impact of COVID-19, China has stabilized the overall performance of foreign trade and kept the industrial chain and the supply chain stable and competitive. It turns out to be the one and only major economy that has registered positive growth in foreign trade in goods, with its total export and import value hitting a record high despite the global economic recession. Data shows external demands will continue promoting the recovery of China’s economy and this trend will last in the next couple of months. China’s export is expected to go on expanding in the first quarter of 2021.

Please be informed that after the implementation of the Export Control Law of the People’s Republic of China in December, the Ministry of Commerce and the General Administration of Customs issued several announcements regarding import and export control at the end of December, which shall come into effect as of January 1, 2021. HMG completed the synchronization in the CIS commodity management system based on the relevant announcements at the first opportunity.
The Catalog of Goods Prohibited from Import (the Seventh Batch) and the Catalog of Goods Prohibited from Export (the Sixth Batch) are promulgated in Announcement No. 73 of 2020 of the Ministry of Commerce, the General Administration of Customs and the Ministry of Ecology and Environment.
For the purpose of implementing the Stockholm Convention on Persistent Organic Pollutants and the Minamata Convention on Mercury, in accordance with the Foreign Trade Law of the People's Republic of China and the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, the Catalog of Goods Prohibited from Import (the Seventh Batch) and the Catalog of Goods Prohibited from Export (the Sixth Batch) are hereby promulgated and shall come into effect as of January 1, 2021.

The Catalog of the Administration on Import and Export License for Dual-Use Items and Technologies is promulgated in Announcement No. 75 of 2020 of the Ministry of Commerce and the General Administration of Customs.
In accordance with the Export Control Law of the People’s Republic of China, the Measures for the Administration on Import and Export License for Dual-Use Items and Technologies (Decree No. 29 of 2005 of the Ministry of Commerce and the General Administration of Customs) and the Customs Import and Export Tariff of the People's Republic of China of 2021, the Ministry of Commerce and the General Administration of Customs adjusted the Catalog of the Administration on Import and Export License for Dual-Use Items and Technologies. Announcement No. 66 of 2020 of the Ministry of Commerce and the General Administration of Customs on the Relevant Matters concerning the Paperless Application of Import and Export License for Dual-Use Items and Technologies and the Paperless Customs Clearance Thereof

Announcement No. 63 of 2020 of the Ministry of Commerce, the State Cryptography Administration and the General Administration of Customs on the Issuance of the Import Approval List, the Export Control List and Relevant Administrative Measures for Commercial Encryption
In accordance with the relevant regulations of the Cryptography Law of the People's Republic of China, the Export Control Law of the People's Republic of China and the Customs Law of the People's Republic of China, for the purpose of safeguarding the national security and the public interests of the society, it was decided import approval and export control shall be applied to commercial encryption. 2. The tariff schedule updated for 2021 was released as expected at the end of 2020. The Customs Tariff Commission of the State Council and the General Administration of Customs issued announcements and notices respectively to adjust the tariff rates on imported commodities, the conventional tariff rate, the preferential tariff rate, the MFN (most-favored-nation) tariff rate on certain information technology products, the tariff rates on exported commodities and so on.

However, dangerous goods under commodity codes 3005901000 and 3005909000 and dangerous chemicals under commodity code 3808940010 are still subject to the inspection and supervision requirements for dangerous goods or dangerous chemicals for export. 8. Announcement on the Going Live of the Pre-Shipment Inspection, Supervision and Administration System for Imported Used Electromechanical Products in the Standard Version of China International Trade Single Window Platform
In accordance with the Measures for the Inspection, Supervision and Administration of Imported Used Electromechanical Products, the General Administration of Customs formulated the Detailed Rules for the Implementation of the Pre-Shipment Inspection, Supervision and Administration of Imported Used Electromechanical Products (Announcement No. 127 [2020]), which shall come into effect as of January 1, 2021.
According to the plan, the pre-shipment inspection, supervision and administration system for imported used electromechanical products in the standard version of China International Trade Single Window platform shall go live at midnight of January 1, 2021. Consigners and consignees of imported used electromechanical products or the agents thereof and the institutions responsible for the pre-shipment inspection shall carry out the pre-shipment inspection and the procedures regarding archival administration through this system.

9. Decree No. 244 of the General Administration of Customs, Announcement on the Decision of the General Administration of Customs to Abolish Some Regulations
In the light of practical work, the General Administration of Customs decided to abolish the Regulations of the Customs of the People's Republic of China on Applying for Guarantee for Import and Export Goods promulgated in the Decree No. 667 of 1987 of the General Administration of Customs on June 30, 1987, the Measures of the Customs of the People’s Republic of China for the Administration of Small Vessels Coming from and Going to Hong Kong and Macao and the Cargoes and Articles Thereon promulgated in the Decree No. 112 of the General Administration of Customs on February 6, 2004 and the Measures of the People's Republic of China for the Disclosure of Customs Government Information promulgated in the Decree No. 215 of the General Administration of Customs on February 26, 2014. 10. Decree No. 245 of the General Administration of Customs, Announcement on the Issuance of the Administrative Measures of the Customs of the People’s Republic of China for the Tax Reductions and Exemptions for Imported and Exported Goods
The Administrative Measures of the Customs of the People’s Republic of China for the Tax Reductions and Exemptions for Imported and Exported Goods, tabled for discussion and adopted at the Executive Meeting of the General Administration of Customs on December 11, 2020, are hereby promulgated and shall come into force as of March 1, 2021. 11. Announcement No. 132 of 2020 of the General Administration of Customs, Announcement on the Issuance of the Revised Origin Criteria under CEPA with Macao
For the purpose of promoting the economic and trade relations between the Mainland and Macao, in accordance with the relevant regulations of the Closer Economic Partnership Arrangement (CEPA), the General Administration of Customs revised and reissued the origin criteria of some commodities included in the annex of the Announcement No. 213 of 2018 of the General Administration of Customs. The Announcement shall come into force as of January 1, 2021.
