Dr. Léonide Ylénia Randrianarisoa (University Professor, Permanent to the University of Toamasina, Madagascar)—Guardian of the Ocean, Champion of Sustainability
Dr. Randrianarisoa leverages science to inform policy, advancing marine resource conservation and sustainable utilization:
Innovator in Ocean Governance: Deeply engaged in marine resource management and sustainable development, Dr. Randrianarisoa addresses complex governance challenges through transdisciplinary research. She pioneered an adaptive governance framework integrating oceanography, international law, and social sciences. She spearheaded Madagascar’s continental shelf delimitation plan and sustainable fisheries agreements, propelling Africa’s blue economy and benefiting millions in coastal communities. Her "Triple Braided Governance Model" (combining local knowledge, science, and law) was highlighted as a best practice in the United Nations World Ocean Assessment II, serving as a scientific benchmark for marine policies in developing nations.
Policy-Science Practitioner: As Madagascar’s former Secretary of State for Maritime Affairs, she translated research into national strategies, leading the negotiation of international fisheries agreements and localizing the implementation of the United Nations Convention on the Law of the Sea. Her contributions to the UN’s Sustainable Development of Africa’s Blue Economy Project introduced an innovative model for aligning technology and policy, praised by the World Bank as a “benchmark for balancing ecological conservation and resource utilization.”
Academic Influence: Author of over 20 academic works and co-author of key chapters in the UN’s World Ocean Assessment II, she has published 30+ articles in top-tier journals such as Oxford University Press and the Canadian Journal of Tropical Geography. Recognized with the Western Indian Ocean Marine Science Association Outstanding Contribution Award and named a UN Sustainable Development Goals Pioneer Scholar, her research is cited by international bodies like the World Bank and the African Union, and featured in The Economist and Nature. As an advocate for capacity-building, she launched initiatives to empower women and youth in STEM and engaged local communities in ocean governance, earning her the title “Bridge Between Science and Society” by the African Science Review.
Global Mission: From community-based fisheries co-management in Antongil Bay to advocating for blue economy principles at UN forums, Dr. Randrianarisoa exemplifies how science can safeguard marine ecosystems and empower vulnerable populations. Her work demonstrates that sustainable development is not merely an aspiration but an actionable global commitment.

Dr. Liu Xiuyun (Distinguished Professor and Dean, School of Pharmacy, Tianjin University)—Pioneer in Medical-Engineering Innovation, Solving Brain Disease Challenges
Dr. Liu merges neurocritical care and biomedical engineering to overcome bottlenecks in brain disease diagnosis and treatment, benefiting patients worldwide:
Breakthroughs in Neurocritical Care: She developed rapid, precise hydrocephalus diagnostics using brain-computer interface (BCI) and cerebrospinal fluid circulation technologies, slashing diagnosis time from 3 days to 30 minutes. These are now clinically deployed in multiple hospitals, with 5 core technologies undergoing large-scale trials. Her non-invasive intracranial pressure and brain oxygen monitoring systems, alongside multi-window algorithm-based perfusion pressure assessments, are used globally in neurocritical units.
Breaking Chip Barriers: Leading a National Key R&D Program, she engineered China’s first BCI encoding-decoding and analog acquisition chips, surpassing international counterparts in performance. These breakthroughs underpin domestically produced high-end medical devices and were listed among China’s Top 10 BCI Advances.
Academic Impact: Awarded China’s National Young Talent, Tianjin Outstanding Young Scientist, and MIT Technology Review’s “35 Innovators Under 35 (Asia-Pacific),” she also received the Wiley China High-Contribution Author Award, Tianjin Science and Technology Progress First Prize, and more. Her work has been featured in CCTV’s Economic Half-Hour, People’s Daily, China Daily, and other media.
