China’s Ministry of Transport has introduced special port charges on ships owned, operated, built, or registered in the United States, effective October 14, 2025 — the same day Washington’s new tariffs on Chinese-linked vessels took effect.
⚓ The new regulation marks Beijing’s first direct maritime countermeasure in the growing U.S.–China trade confrontation.
💰 Fees start at 400 yuan ($56) per net ton, rising to 1,120 yuan ($157) by 2028 — up to five times per vessel per year.
The U.S. tariffs, announced earlier, range from $18–50 per ton or $120 per container, increasing to $33 and $250 respectively by 2028.
Both policies could cost global shipowners over $3 billion annually and drive some carriers to reroute or redeploy vessels.
Analysts warn that these dual port fees add new layers of cost and complexity for the global shipping industry, already strained by geopolitical risks in the Red Sea and Taiwan Strait.
