为了进一步促进5G赋能经济社会转型发展，第五届“绽放杯”5G应用征集大赛如期到来。本届大赛由工业和信息化部主办，中国信息通信研究院、5G应用产业方阵、IMT-2020(5G)推进组、中国通信标准化协会、金砖国家未来网络研究院中国分院联合承办，以“5G赋能数字化，扬帆助力新征程”为主题，充分挖掘5G与行业融合应用的实践效果，推动以5G为代表的数字技术与实体经济深度融合，助力行业数字化转型升级，推进个人应用创新发展，提升社会数字化公共服务能力，促进5G在经济社会各领域发挥更大作用。
邀请赛介绍
随着国内5G应用的蓬勃发展及四届“绽放杯”带来的良好效应，参加第五届“绽放杯”的呼声在国外及港澳台地区愈发强烈，在此，由金砖国家未来网络研究院中国分院、中国信息通信研究院和深圳市福田区人民政府联合举办第五届“绽放杯”5G应用征集大赛国际专题邀请赛。本专题邀请赛旨在推动5G应用在国际区域的发展与规模化，推动5G产业的创新发展。通过大赛的举办，进一步促进跨区域、跨行业合作，推动各国家及地区之间的技术创新与产业深度融合，为5G的应用创新添加新动能。

分赛特色
5G商用以来，各国家在政策与战略上都给予5G发展以重要的支持，通过了解国际上各区域5G应用发展情况，促进跨行业、跨区域合作，推动各国家、各地区之间的技术与产业深度融合，为5G的建设添加新动能。
项目征集
1、项目征集时间：
即日起至2022年9月30日。
2、项目征集范围：
邀请赛面向中国境外地区征集5G应用项目。主要申请单位或联合单位中至少需有一家境外注册企业。
3、参赛对象：
（1）在中国境外地区注册的企业、事业、科研院所、学校等单位（在主要申请单位及联合单位中至少有一家为境外注册企业）；
（2）参赛项目的创意、产品、技术及相关专利归属参赛单位、团队或个人，拥有自主知识产权，且无知识产权纠纷；
（3）参赛单位、团队或个人无不良记录。
4、报名方式：
（1）邀请赛采取自愿报名、公开竞赛的方式，参赛单位、团体或个人按照项目申报要求，通过点击本文下方【阅读原文】于大赛官网查看附件，下载提交模板及国际赛评分标准。
完成项目填写后，将项目提交至邮箱zfbint@bifnc.cn进行参赛。
（2）项目信息一经提交不可修改，包括项目名称、主要完成单位及主要完成人信息等；
（3）相同项目不可重复申报，经过查重处理后，重复申报项目将被删除，以末次提交为准；
（4）专题邀请赛不收取任何参赛费用。

2022年10月，由评审专家组对申报项目开展评审，评选出一、二、三等奖。

To further promote 5G-enabled economic and social transformation and development, the fifth "Bloom Cup" 5G Application Competition will be held as scheduled. It is hosted by Ministry of Industry and Information Technology of the People’s of Republic of China and jointly organized by China Academy of Information and Communications Technology, 5G Applications Industry Array, IMT-2020 (5G) Promotion Group, China Communications Standards Association and the China Branch of BRICS Institute of Future Networks. Under the theme of “5G Empowers Digitalization and Sets Sail for a New Journey”, the competition is set to fully tap the practical effects of 5G and industry integrated applications, promote the deep integration of digital technologies represented by 5G with the real economy, facilitate the digital transformation and upgrading of industries, promote the innovation and development of individual applications, enhance the ability of digital public services, and promote the greater use of 5G in various economic and social sectors.
Introduction
With the vigorous development of 5G applications in China，and the good effect brought by the previous four editions of "Bloom Cup" Competitions, the voice calling for the fifth "Bloom Cup" has become stronger in other countries and in Hong Kong, Macao and Taiwan. Therefore, China Branch of BRICS Institute of Future Networks, China Academy of Information and Communications Technology and People’s Government of Futian District, Shenzhen will jointly organize the Special International Invitational Track of the 5th "Bloom Cup" 5G Application Competition. This special international invitational track aims to promote the scale development of 5G applications in regions around the world, and promote the innovation and development of the 5G industry. The special track aims to promote cross-industry and cross-region cooperation, and promote the deep integration of technological innovations and industry between countries and between regions, in a bid to add new momentum to the development of 5G.

Highlights of Special International Invitational Track
Since the commercialization of 5G, various countries have given important support to 5G development in terms of policies and strategies. By communicating 5G application development landscape in regions around the world, the international invitational will facilitate cross-industry and cross-regional cooperation, and promote deep integration of technologies and industries in different countries and regions, which will add new momentum to the construction of 5G.
Project Solicitation
1) Expiry date
From now until September 30, 2022
2）Scope of project solicitation:
The international invitationalsolicits 5G application projects from countries and regions outside China’s mainland. At lease one of the lead unit or other units have to be registered outside China’s mainland.
3）Participants:
（1）Enterprises, institutions, research and educational institutes or other units registered outside China’s mainland;(At lease one of the lead unit or other units have to be registered outside China’s mainland.)
（2）The ideas, products, technologies and related patents of the participating projects belong to the participating units, teams or individuals. Independent intellectual property rights shall be possessed without any intellectual property disputes;
（3）The participating units, teams or individuals haveclean records.
4)How to apply:
（1）The special track adopts the method of voluntary application and open competition. Participating units, teams or individuals may download the submission template and the international invitational scoring metrics attached to this notice, and upon completing the Project Planaccording to the requirements, submit the project by email at zfbint@bifnc.cn to enter competition.
（2）Once the project information is submitted, no modifications can be made, including the project name, information about the main completion unit and the main completion person, etc.;
（3）The same project cannot besubmitted repeatedly. After the duplicate review process, the repeated submission will be deleted, and the last submission shall prevail;
（4）There is no entry fee for the Special International Invitational Track
Event Arrangement
In October 2022, the review panel will assess and review the submitted projects and select the first, second and third prizes.
Incentive Mechanism
1. Award setting
The international invitational is planned to set up first, second and third prizes, and corresponding bonuses will be awarded.
2. Complementary support
Whole-process full-coverage publicity and promotion: the organizing committee will carry out publicity and promotion of the winning projects through media channels throughout the process.
Scoring Metrics
The scoring of the participating projects will mainly review their practicability, maturity, commercial prospects and social effects. The scoring metrics are as follows:
