
PVC Anti-Dumping Entered Investigation Stage
The high-profile PVC anti-dumping policy finally came to fruition as China continued its one-year investigation into major importing origins. The Ministry of Commerce promulgated No. 68 on September 28 that in accordance with Article 48 of the Anti-dumping Regulations of the People’s Republic of China, the Ministry of Commerce has decided to conduct a final investigation of the anti-dumping measures applicable to PVC imports originating in the United States, South Korea, Japan and Taiwan Province from September 29. The investigation shall begin on September 29, 2018 and finish before September 28, 2019. The original anti-dumping duty rate shall remain unchanged during the investigation period.
Since 2003, China has imposed anti-dumping duties on the U.S., South Korea, Japan, Russia, and Taiwan Province, which are the main importing origins. So far, China has gone through three rounds of anti-dumping. With two years of investigation, the anti-dumping measures have been implemented for a total of 15 years. During the period, only the anti-dumping measure against Russia was terminated since September 29, 2015. In the past 15 years, China's PVC industry has undergone tremendous changes. China started with a heavy reliance on PVC imports and became self-sufficient. Then, after several years of serious overcapacity, the relationship between supply and demand of the PVC industry has been significantly improved in recent years after capacity optimization and elimination. Up to now, China’s PVC industry has a capacity of 24,280kt/a (including PVC paste), accounting for more than 40% of the total PVC capacity in the world. China has become the world’s largest producer and consumer of PVC.
