According to the 13th Five-Year Plan, China’s government will devote to developing a group of large-scale enterprises with international competitiveness, high-level chemical industrial parks and demonstration bases of new industrialized industries with petrochemical industry as the leading industry. It will promote the development of high-tech petrochemical and chemical industries.

Opening the industrial upgrading with refining and chemical integration projects is the leading direction of the 13th Five-Year Plan. Supported by the government, private enterprises are marching towards the refining industry. A market with diverse participants-state-owned enterprises, independent refineries, joint ventures and private enterprises-is forming.

In the future, several world-class refining and chemical integration projects will start to be online, which will improve the scale, upgrading and competitiveness of China’s refining and chemical industries. Only in that way can China change the situation that domestic industries need to import a large number of basic chemical commodities (like PX and ethylene) and high-end petrochemical products, and improve the voice in the industries.
