Classification of SR to Benefit Exports

Recently, China General Administration of Customs released the 2018 Some Products Classification Notice (2018 No. 183) (hereinafter referred to as the Notice). According to the classification of synthetic rubber (abbr. as SR) numbered Z2018-005 in the Notice, the “irregularly shaped synthetic rubber confirming to Annotation 3 of Chapter 40 is classified as SR in primary forms”. The Notice will come into effect on January 1, 2019, and the previous one (J2006-0023) released in 2007 will expire at the same time.

The classification of SR has plagued the industry for years in the import and export declarations. The classification of imports and exports as well as the duties are not unified, greatly impacting the import and export of SR.

The Notice will promote the accurate classification of imported and exported SR, which will have a positive impact on the increase in SR exports. At present, the export tax rebate rate for SR in primary forms has increased to 10% or 13%. SCI estimates that the export volume of SR in primary forms will climb year by year.
