Shanxi Promulgated the Notice of Implementation Plan on Ethanol Gasoline Promotion
On February 27, 2019, Shanxi government officially issued the Notice of Implementation Plan on Ethanol Gasoline Promotion (Hereinafter referred to as the Notice). The Notice required that Shanxi should promote the ethanol gasoline and achieve closed management and operation from Jan 1, 2020. According to the Notice, the promotion progress of ethanol gasoline can be divided into four major stages as follows.
Preparation stage: The Provincial Development and Reform Commission and the Provincial Energy Bureau will take the lead in studying and promoting the planning and layout of biofuel ethanol projects.
Facilities construction and transformation stage (Jan-Dec, 2019): The Provincial Department of Commerce will project the branches of the wholesale of refined oil products, storage enterprises and gas stations. In accordance with the technical standards for transformation, relevant enterprises shall engage in the expansion and renovation of the oil depots and the renovation and cleaning of gas stations.
Trial promotion stage (Jan-Dec, 2019): Shanxi will start the trial promotion of the ethanol gasoline in Taiyuan, Yangquan, Changzhi and Jincheng to get prepared for the promotion in the whole province.
Full promotion stage (Jan 1, 2020): Shanxi shall achieve closed management and operation from Jan 1, 2020. Except the gasoline for the military, the state and special usage and industrial production, other gasoline will be replaced by ethanol gasoline in Shanxi.
