Shandong Yulong Petrochemical Started Project Construction
On October 24, the refining and chemical complex in Shandong, Shandong Yulong Petrochemical, started project construction. The project construction investment for the first phase of the complex is 127.4 billion RMB, and the construction duration of the first phase is 24 months.
Advanced mega refining and chemical integration projects are supported by governments, so the National Development and Reform Commission plans the seven world-class petrochemical bases in coastal regions. But none of the seven petrochemical bases is in Shandong Province. Shandong is regarded as the world third largest crude oil refining hub, but there is no large refining and chemical complex in the province. Since 2015, several mega refining and chemical complexes have been designed and constructed in the seven petrochemical bases. The 20 million mt/a complex of Hengli Petrochemical in Dalian was put into production in May 2019. The second phase of Zhejiang Petroleum and Chemical is expected to start production in Q4, 2020. Therefore, in 2020, Shandong Province pushes up the start of Shandong Yulong Petrochemical.
On June 10, the National Development and Reform Commission gave permission to the project after Premier Li had visits to Yantai and Qingdao in early June. According to public information, the first phase of Shandong Yulong Petrochemical is designed to have 20 million mt/a CDUs capacity with one 10 million mt/a atmospheric distillation unit and one 10 million mt/a atmosphere-vacuum distillation unit.
