
China to Cancel Refined Oil Wholesale and Storage Qualification Approval
On August 16, The General Office of the State Council issued Opinions on Accelerating the Development of Circulation and Promoting Commercial Consumption. Therein, Article 17 stipulates that China will cancel refined oil wholesale and storage qualification approval, and China will devolve the refined oil retail qualification approval to the municipal government. Moreover, China will strengthen the supervision during and after the refined oil flow and ensure the implementation of security measures.
SCI learned from MOFCOM that first, though China will cancel refined oil wholesale and storage qualification approval, other certificates such as business license, safety certificate, etc. are still requisite. In addition, enterprises need to meet the environmental protection requirement to enter the refined oil market.
Second, though the refined oil retail qualification approval will be devolved to the municipal government, China will not loosen its supervision on the refined oil market. This measure is to support the development of enterprises and boost the sales of refined oil, and the municipal government will strengthen the supervision on the enterprises.
Third, during the annual inspection, local commercial departments will issue notice of rectification to the crude oil or refined oil enterprises that do not cooperate or fail to meet the requirement, and these enterprises have to rectify within a limited time.
In conclusion, though China will cancel refined oil wholesale and storage qualification approval, the government’s supervision on the refined oil market will be strengthened, and enterprises still face many challenges when entering the refined oil market.
