
Shandong Pushing Up Yulong Refining & Chemical Complex
In 2014, the National Development and Reform Commission issued the planning of petrochemical industry. According to the planning, China will build seven petrochemical bases in Liaoning Province, Hebei Province, Jiangsu Province, Shanghai City, Zhejiang Province, Fujian Province and Guangdong Province. And the seven petrochemical bases have the priority to accept the future newly added refining projects. Therefore, most of the emerging refining and chemical complexes are building in the seven petrochemical bases. And according to the design of the emerging refining and chemical complexes, it is clear that large capacity and the strong integration of downstream and upstream will be the new features in China’s oil refining industry, such as Hengli Petrochemical and Zhejiang Petrochemical.

But the National Development and Reform Commission didn’t plan a petrochemical base in Shandong Province. In the history, the independent refineries in Shandong Province are regarded as the representative of China’s independent refineries. Considering the fierce competition from state-owned refineries and mega independent refining plants, Shandong Province is pushing up the integration of refining capacity. And a large refining and chemical complex is under planning in Yulong Island, Yantai City.
The first Environmental Impact Assessment of the Yulong refining and chemical complex was released on August 19, and more detailed information regarding the complex is covered in the report. According to the planning, the project will be built by three phases. In the short term, from 2019 to 2025, the CDU capacity of the project will reach 20 million tons/a, and a 1 million tons/a ethane cracker will be built. In the medium term, from 2026 to 2030, the total CDU capacity will be 40 million tons/a, and the second 1 million tons/a ethane cracker will be added. For the long term, from 2031 to 2035, another 20 million tons/a CDU capacity will be planned, and a complete industry chain will be concluded in the project. Another focus of the project will be the construction of high-end chemical units and low yield rates of gasoline and diesel. According to the product plan, the annual maximum output of gasoline will be 2 million tons, and that of diesel will be only 0.2 million tons. But the output of mixed aromatics and ethylene will reach 4 million tons respectively each year.
