Zhejiang Unscrambles Natural Gas Path in 145 Plan
Zhejiang Provincial Development and Reform Commission and Energy Administration issued the Zhejiang 14th Five-Year Plan for Energy Development in February 2021, catching eyes on its elaborated natural gas parts in infrastructure construction, downstream utilization, platforms and mechanisms and further liberalization reform.
As for LNG receiving terminals, Zhejiang is determined to establish an LNG trading hub based on Zhoushan and ENN’s Zhoushan LNG terminal, to expand ENN Zhoushan terminal to 5 Mtpa receiving capacity by 2021. Moreover, to finish the construction of Wenzhou terminal, Liuheng terminal and Chuanshanbei Terminal, and to start the construction of Taizhou terminal. By the end of 2025, Zhejiang’s LNG receiving capacity is expected to reach 23 Mtpa.
As for natural gas pipelines, Zhejiang plans to further enhance the provincial pipeline grid and trans-provincial pipeline connection based on the three major LNG terminals and WEP II, so as to establish a dual-supply pattern from terminal regas and domestic piped gas for the supply security. By 2025, Zhejiang’s natural gas pipeline is expected to reach 4,500 kilometers.
