Foundation Laying Ceremony of Ethane-Based Ethylene Project in Tarim

On April 10, the major project on refining business transformation and upgrading at group companies, the project on ethane-based ethylene in Tarim, held the foundation stone laying ceremony in Korla City, the Xinjiang Uygur Autonomous Region. This is the first project on ethylene cracked by self-produced ethane in China, which has great influence on promoting social stability and long-term stability and accelerate petroleum refining transformation and upgrading in China.

The project on ethane-based ethylene in Tarim is a key for group companies to implement the central strategy of governing Xinjiang thoroughly and boosting the aid program for Xinjiang by industries. Based on the self-produced resources, the project uses the complete ethylene technology whose independent property right is owned by PetroChina. Having dual demonstrative effect on leading the comprehensive utilization of high value-added resources and reducing the dependence of ethylene industry on foreign technology, building the project has earned the focus and strong support from National Development and Reform Commission( NDRC), the Xinjiang Uygur Autonomous Region, Bayingolin Mongol Autonomous Prefecture and people of all nationalities in southern Xinjiang. After commissioning, there will be an industrial group leading by ethylene in southern Xinjiang, which will boost the Belt and Road Initiative and the comprehensive bearing area construction on China–Pakistan Economic Corridor, to promote industries such as plastic, mulch film and agricultural film in Xinjiang.

Compared with traditional naphtha-based ethylene, China’s coal-based alkenes and shale gas-based alkenes in North America, the ethane-based ethylene has the advantages of low energy consumption and high ethylene yields. Besides, the supply from China’s PE products is insufficient, especially the demand from HDPE products, such as pipe and raffia material, grows fast, with prices relatively at highs in a long term, which earns much profit.

The project on ethane-based ethylene in Tarim has been the largest single investment on refining by PetroChina in southern Xinjiang since the Tarim Oil Battle in 1989, with total investment of RMB 9.05 billion. The main units and equipment include 600kt/a ethylene, 300kt/a FDPE and 300kt/a HDPE units and the matched equipment on utilities and subsidiary production. According to the plan, the project is expected to be built in June 2021.
