Recovery of Rudong Terminal Dims as Damage Over-Expected

CNPC's Rudong Terminal in East China's Jiangsu extended its regasification facility overhaul to November due to the over-expected damage from the incident of September 22's Typhoon Tapah. During Tapah hitting Jiangsu, a piling barge crashed onto the pipeline bridge connecting the terminal island and mainland, which was transmitting regasified natural gas into the mainland pipeline network. The regasified output was wholly shut down right after the incident, and the truck loading operation was also affected to 240-270 trucks per day but soon recovered after October’s National Day holiday to 370-400 trucks per day level.

As one of the busiest LNG receiving terminals in China, CNPC Rudong terminal is capable to receive over 10 cargoes per month, but without the regasified part, the consuming slowed down significantly only depending on the truck loading. According to AIS monitoring, only one cargo arrived at the terminal on September 28, offloaded 74,000 mt. The terminal inventory level peaked over 90% in late September and the output rate was far below average level. Even at the current high truck loading rate, the terminal still needs over 10 days to consume one cargo by truck delivery only.

According to an insider at the site, the terminal now endeavors to restore the hard damage of the output pipeline before November 15, which is considered as the beginning of China’s winter peak season nationwide. Also, CNPC also made alternative compensation measures to fix a possible 800,000 mt per month’s missing part from its winter supply guarantee on the whole and local supply shortage in Jiangsu, including pipeline transmission rescheduling, truck delivery redirection, etc.
